Countering Terrorist Travel Programme Pool of Experts

The CT Travel Programme’s Pool of Experts consists of ministerial, policy, legal experts, experts from national detection capabilities or targeting centers, and national competent authorities. On a pro bono basis, these experts help train, mentor and advise Member States receiving assistance within the framework of the CT Travel Programme.

 

Experts are an integral part of the Programme’s mission to assist beneficiary Member States in building their capabilities to detect and counter terrorists and serious criminals by using Advance Passenger Information (API) and Passenger Name Record (PNR) to improve the use of international databases with known and suspected terrorists and criminals, such as with INTERPOL, and enhance international information exchange, in accordance with Security Council resolutions 2178 (2014), 2396 (2017), and 2482 (2019) and relevant privacy laws.

 

Experts advise, share experience and lessons learned, and help train the Passenger Information Unit (PIU) or competent authorities of the Programme’s beneficiary Member States. They are given CT Travel training material to represent the CT Travel Programme. These include presentations, reporting templates, and other relevant print documents for the activities for which they have been requested to participate. In practice, experts participate in virtual or in-person training and mentoring sessions with beneficiary Member States. They are also given access to the Programme’s Cooperative Online Platform (COP) where they may interact freely with the personnel of the benefitting Member States’ PIUs.

 

Such expertise benefits beneficiary Member States thanks to tailored guidance, sharing of good practices and other learning opportunities. These result in a shortened, accelerated implementation period and set the tone for mutual support within a growing community of PIUs. Indeed, natural networking among the trainers and trainees leads to discussions about their international PIU-to-PIU cooperation in the future, contributing to the growing global community of good practice.
