1st meeting: Opening of the Congress
The Secretary-General of the Congress declared the Congress open on behalf of the Secretary-General of the United Nations.
The Congress observed a minute of silence for the late Pope John Paul II and the late Prince Rainier III of Monaco.
The Secretary-General of the Congress delivered a statement on behalf of the Secretary-General of the United Nations. The President of the Congress delivered an opening statement. The Secretary-General of the Congress and Executive Director of the UNODC delivered a statement. Statements were made by the representatives of Indonesia (on behalf of the Group of 77 and China) and Egypt (on behalf of the African Group).

Consideration of item 2: Organizational matters
The Congress considered the item and approved the report of the pre-Congress consultations on the 17 April 2005.

Opening of the Congress: Welcoming address by HRH Crown Prince Maha Vajiralongkorn
The Crown Prince of Thailand addressed the Plenary on behalf of His Majesty King Bhumibol Adulyadej. The Crown Prince was accompanied by his daughter Princess Bajrakitiyabha.
Continuation of item 1: Statements were made by the President of the Congress and by a representative of Luxembourg (on behalf of the European Union). Consideration of item 3: Effective measures to combat transnational organized crime The Plenary started its consideration of this agenda item. Statements were made by the Executive Secretary of the Congress. Statements were made by the representatives of Thailand, Indonesia, El Salvador, Sweden and China.
