Strengthening peacekeeping capacity with a focus on Africa - Phase Six
Synopsis
Objectives
The project aims to strengthen the capacity of African T/PCCs, field missions and those who support African T/PCCs, to deploy and employ personnel who are trained to DPO and DOS standards to UN-led peacekeeping operations. It also aims to provide training support to other T/PCCs which deploy personnel to African peacekeeping missions, Member States which provide capacity-building support to T/PCCs deploying to these missions and in-mission training teams which are responsible for the delivery of training to deployed units and personnel.
Components
The project consists of 11 activities: an infantry battalion course in China, an UN national planner course, a UN police pre-deployment training of trainer course, a formed police unit command course, a facilitation skills course for mission trainer, a training of trainer course for military specific induction training, a training of trainer course for police specific induction training, a training of trainer course for mission trainers to use alternate training methods, an infantry battalion commander course, a sector commander and force chief of staff course (all in Entebbe); and the organization of round-table events followed by thematic regional scenario-based training courses with the simulation of terrorist attacks, armed conflicts and emergencies.
Main achievements
26 participants representing 13 troop- and police-contributing countries received a training package for the support of pre-deployment preparation of military and police units. The training prepared contingents on force protection issues such as the safety and security of peacekeepers, and protection against improvised Explosive Devices and cyber threats.
The project has, with the participation of Sri Lanka, validated the Formed Police Unit Commander training material and identified the steps needed to finalize the material. The validation course also proved the utility of new material on stress management and peacekeeping-intelligence-led policing. The course confirmed that three weeks was the appropriate duration for the course. The infantry battalion commander course has enhanced the capacity of deployed and soon-to-be-deployed battalion commanders to work within a UN mission context.
Impact
The project has enhanced the capacity of Police Contributing Countries (PCC) to build self-sustaining training capacity to prepare individually deployed UN police officers.
