Is the spread of hate speech a new threat to sustaining peace? Hate speech has been a persistent issue throughout history, taking on various forms across centuries and continents. Falsehoods, hatred, and propaganda have been spread for political or financial gain. In the digital age, however, these operations can be conducted on a previously unthinkable scale, speed, and anonymity.
Significant normative developments have emerged to tackle this issue. The United Nations Strategy and Plan of Action on Hate Speech, launched in 2019, reflects a renewed commitment to stronger, more coordinated efforts to address the root causes and impacts of hate-fueled narratives. Security Council Resolution 2686 (2023) further mandated both peacekeeping and special political missions to monitor and report on hate speech in their regular reporting.
There is no one-size-fits-all-approach to address this phenomenon. How are our colleagues in DPPA adapting to these changes and addressing hate speech in today’s landscape?
We invite you to join us for a discussion with three colleagues, who will share their ongoing efforts to analyze and address hate speech in Kenya, Afghanistan, and Bolivia, —working closely with Member States, civil society, and technology companies. The session will also highlight the various types of support that DPPA provides to colleagues in the field and at Headquarters.
