Rafael Darío Ramírez Carreño of Venezuela Chair of Fourth Committee

The Fourth Committee (Special Political and Decolonization) elected Rafael Darío Ramírez Carreño (Venezuela) on 31 May 2017.  (See Press Release GA/11915.)

Before his appointment as Permanent Representative, Mr. Ramírez was Vice-President for Political Sovereignty and Minister for Foreign Affairs.  From 2013 to 2014, he served as Vice‑President of the Revolutionary Council of Ministers for the Economic Area.

Throughout his career, Mr. Ramírez held many energy-related posts, serving as Vice-President of the Ministerial Council of the Gas-Exporting Countries Forum in 2010, President of Petrocaribe from 2005 to 2014, and President of Petroleos de Venezuela, SA (PDVSA) from 2004 to 2014.  During that time, he was also Minister for People’s Power for Petroleum and Mining.  He was also founding President of the National Gas Entity (ENAGAS) in 2000, a company responsible for the development and execution of the national plan for natural gas consumption.

Mr. Ramírez holds a master’s degree in energy from the Central University of Venezuela and a bachelor’s degree in mechanical engineering from Los Andes University in Mérida, Venezuela.

Born on 4 August 1963, he is married.
