Description/outline
UNRWA is positioning its services to support the social reintegration of ex-combatants and prevent new recruitment, particularly among children and youth. The project is designed to address some of the root causes and compounding factors driving recruitment by armed groups more broadly, while starting to engage in deradicalisation/demobilisation efforts under the umbrella of treating drug addiction and substance abuse. Recognizing the complex reality and operational context in which the activities will implemented, the project will evolve dependent on wider disarmament, demobilization, and reintegration and security sector reforms frameworks and progress in Lebanon, and as such will remain responsive to any changes in circumstances.

Synopsis

Objectives

The project aims to establish a sustainable, holistic reintegration and psychosocial support framework for at-risk youth – including CAAFAG (Children Associated with Armed Forces and Armed Groups), ex-combatants, and children involved in substance use or dealing – facilitating their safe transition into society through tailored life skills development, employment access, and mental health support.

Components

The integrated and multi-level project approach is anchored in two key areas: (i) livelihoods and skills development; and (ii) psychosocial and health support. These key areas focus on empowering at-risk youth and/or ex-combatants through economic self-reliance and addressing their mental health needs, forming the core of the intervention strategy.

  1. Livelihoods and Skills Development: Focuses on vocational training, employment opportunities, and life skills for at-risk youth and ex-combatants to promote self-reliance and reduce involvement in armed groups.
  2. Psychosocial and Health Support: Establishes a mental health and psychosocial support system integrated into existing UNRWA structures, addressing trauma, addiction, and social exclusion through both preventive and treatment services.
