Closing Remarks at 2019 ECOSOC Integration Segment

Your Excellency, Ambassador Rybakov, Vice-President of ECOSOC,Excellencies,Distinguished Delegates,Ladies and Gentlemen,

I am pleased to join you for the closing of the 2019 ECOSOC Integration Segment.

With its redefined and ambitious mandate, this year’s Integration Segment focused on “Empowering people and ensuring inclusiveness and equality” in line with the theme of the ECOSOC and High-level Political Forum for Sustainable Development. I thank the Secretary-General for his participation and presentation of the report of the UN System Chief Executives Board. I welcome the participation of chairs of subsidiary bodies, representatives of the United Nations system entities, as well as Member States.

We had a good discussion today on the key messages from ECOSOC subsidiary bodies and the UN System on the theme of the HLPF and the SDGs under review. The Vice-President, Ambassador Rybakov, will share the main points of this discussion at the opening of the HLPF tomorrow.

This integration segment allowed us to take a step back and reflect on the integrated vision of UN system organizations and bodies about the issues before the HLPF. Let me say a few words about integration. As you have just discussed, achieving the 2030 Agenda and its 17 Sustainable Development Goals requires policy integration and coherence at both national and international levels. But a number of countries continue to cite the development of integrated policies as a major challenge. To address these challenges, some have put in place institutional mechanisms, such as inter-ministerial commissions, that emphasize coherence, integration and multi-sectoral involvement. Priority must be given to mobilizing the whole government and the whole of society around the SDGs, including at regional and local levels.

Today, you shared with us ideas on how to address the trade-offs involved in pursuing a people-centered 2030 Agenda on a healthy planet. You challenged the UN system, including the ECOSOC subsidiary bodies, to enhance their effectiveness to support policy integration and contribute to HLPF thematic reviews.

We heard about how the silo thinking is hampering the holistic implementation of the SDGs, and that overcoming this requires addressing inequalities and poverty. We need public policies that address economic and social inequalities and promote environmentally friendly solutions to redress imbalances.

We also heard the importance of integrating gender equality and the empowerment of women and girls throughout national, regional and global reviews of the implementation of the 2030 Agenda.

Excellencies,

Millions of people are at great risk of being pushed behind by an increase in rate and intensity of natural disasters, by unemployment, inadequate policies, lack of respect for their human rights, absence of meaningful participation and accountability, and deep-rooted discrimination. Empowering people and ensuring inclusiveness and equality, therefore, require us to prioritize our pledge to leave no one behind. This is a defining feature of the 2030 Agenda and must be at the core of our efforts to achieve all the SDGs.

Policy integration and coherence could help address the multiple and intersecting deprivations and sources of discrimination that make it harder to move out of poverty, as well as live with dignity and respect. This is critical for empowering people and ensuring inclusiveness and equality. In doing so, we must continue to identify, understand and address the trade-offs involved in our pursuit to leave no one behind.

Participatory processes can help reconcile competing interests, manage trade-offs and maximize synergies among the different SDGs and targets and ensure that programmes and policies meet the needs of those in vulnerable situations.
