Localizing Agenda 21 |
The Belgium Development Cooperation has contributed for many
years to a multilateral programme entitled “Localizing Agenda
21” carried out primarily by UN-Habitat and a Belgium Consortium
led by the Post Graduate Centre of Human Settlements. The
programme, directly negotiated with local authorities, assists
cities in several countries, including Kenya, Morocco, Vietnam
and Cuba, in implementing slums improvement initiatives in the
broader context of sustainable urban development planning. |

Slum Upgrading Facility |
UN-Habitat’s Slum Upgrading Facility
(SUF) is a technical advisory facility designed to assist
national and local governments and community organizations in
slum upgrading, low cost housing provision, and the
implementation of urban development projects. The Facility
supports projects that can attract capital primarily from
domestic capital markets, utilizing, where necessary, seed
capital grants and bringing in existing guarantee and credit
enhancement facilities. The SUF seeks to contribute to the
process of mobilizing domestic capital for slum upgrading by
field testing financial instruments through partnerships between
slum dwellers, bankers and officials of local and central
Government. |

Slum Upgrading Facility |
The
central objective of the Facility is to mobilize local domestic capital for slum
upgrading activities in municipalities in developing countries. SUF seeks
to contribute to the process of mobilizing domestic capital for
slum upgrading by field testing financial instruments through
partnerships between slum dwellers, bankers and officials of
local and central Government. Also, where possible, it seeks to
engage loan guarantee facilities which offer credit enhancements
to banks, partially underwriting the loans which the banks make
to low-income households. |
