Development Cooperation Policy Branch (DCPB)

The Branch assists the General Assembly (GA) and the Economic and Social Council ( ECOSOC ) to provide coherent and effective policy guidance to the operational activities of the United Nations development system at the country level. The main vehicle for this is the Triennial Comprehensive Policy Review ( TCPR ) of the General Assembly and related reports of the Secretary-General to ECOSOC.

The TCPR is the principal medium for the General Assembly to provide guidance to the United Nations system to improve its work in development cooperation addressing instruments, modalities, orientations, which affect the effectiveness of its operational activities for development, their harmonization, alignment, coordination, efficiency and capacity to support recipient countries in their efforts towards development.

The 2005 World Summit confirmed the principal role ECOSOC in the area of economic and social development issues in the implementation of the international development agenda, and ECOSOC was mandated to hold a biennial High-Level Development Cooperation Forum “to review trends in international development cooperation, including strategies, policies and financing, promote greater coherence among development activities of different partners and strengthen the link between normative and operational work of the United Nations.” The Branch will support the substantive preparation of the Development Cooperation Forum in collaboration with major actors dealing with development cooperation issues.

The Branch promotes the system-wide implementation of policy guidance of the GA and ECOSOC by the UN development system in the area of operational activities for development . Its main task is to follow-up and monitor the implementation of globally agreed policies and priorities at the country-level and promotes coherence of operational activities. A key step in preparing the substantive reports is to conduct analyses and evaluate the implementation of globally agreed policies and priorities at the country level.
