Global Parliamentary Conference on Counter-Terrorism to Develop Action-Oriented Concrete Recommendations

The Global Parliamentary Conference on Counter-Terrorism and the Prevention of Violent Extremism is scheduled to take place in Istanbul on 7 and 8 October. Hosted by the United Nations Office of Counter-Terrorism (UNOCT), with the support of the Shura Council of the State of Qatar, the event brought together more than 100 participants from across the world, including parliamentarians as well as representatives of international parliamentary assemblies, United Nations entities, civil society organizations, and academia.

The two-day Conference served as a platform for legislators to share experiences and develop effective parliament-led responses to prevent and counter evolving terrorist threats, in compliance with international law, including international human rights law. The event also addressed the nexus between terrorism and organized crime, gender sensitive approaches to prevent and counter terrorism, and the misuse of emerging technologies by terrorist actors, including artificial intelligence, encrypted communications, and online platforms.

The outcomes of the Conference will inform the development of a reference document compiling effective legislative practices and model provisions on priority issues, which will contribute to the Ninth Review of the United Nations Global Counter-Terrorism Strategy in 2026.
