From vulnerability to investment: overcoming barriers to energy access, resilient infrastructure and green industrialization in LDCs

HLPF 2026 Side Event

This event is co-organized by Nepal, the State of Qatar, UN-OHRLLS and UNIDO.

The side event aims to assess progress and remaining gaps in implementing the DPoA in relation to the SDGs under review at HLPF 2026, and to identify practical pathways for turning energy access, resilient infrastructure and green industrialization into a stronger investment agenda for LDCs.

The side event will focus on the following key themes

Transforming Vulnerability into Investment

• Moving beyond risk perception toward investment-ready opportunities
• Leveraging tools such as pipelines, blended finance, and de-risking
• Addressing the cost of capital challenge

Energy as a Driver of Structural Transformation

• Linking renewable energy to productive sectors and value chains
• Scaling climate-resilient energy systems
• Gradually moving from energy access to energy for economic transformation in LDCs

Green Industrialization Pathways for LDCs

• Promoting Sustainable Industrialization Hubs (SIHs) as catalytic models
• Leveraging critical energy transition minerals for local value addition
• Strengthening industrial ecosystems and job creation

Partnerships that Deliver

• Moving from pledges to partners who keep commitments
• Ensuring concrete, rapid and accessible financing
• Strengthening South–South and triangular cooperation
