I am pleased to join you for the transition from the 2017 to the 2018 ECOSOC cycle, with the theme “From global to local: supporting sustainable and resilient societies in urban and rural communities”.
On behalf of DESA, I wish to congratulate His Excellency Ambassador Shava and all the members of the 2017 Bureau. Your results for poverty eradication were marked by your shared dedication and decisiveness.
I wish to also welcome to Her Excellency Ambassador Chatardová and all the members of the incoming Bureau. We look forward to providing our full support to you.

These are turbulent and uncertain times.
Inequalities among and within countries are deep.
Addressing inequalities is important for achieving the Sustainable Development Goals – and for peace and security.
Global temperatures are rising, and many regions are already feeling the impact of climate change.
International support for sustainable and resilient societies is based on the recognition that we cannot overcome global challenges in isolation.
And collective support for the poorest and most vulnerable is in the interest of all of us.
In times of challenge, solidarity, shared responsibility and open dialogue are more important than ever. We cannot leave anyone behind.
Solidarity and shared responsibility are embodied in the recent major global agreements:
- the 2030 Agenda for Sustainable Development;- the Paris Agreement on Climate Change;- the Addis Ababa Action Agenda for Financing;- and the Sendai Framework for Disaster Risk Reduction.
Together, they form an action plan for people, planet, peace, prosperity and partnership.
These historic agreements demand new thinking and innovative action at all levels.
They also require strong coordination and collaboration – which is the unique and critical contribution of this Council.
Distinguished Delegates,
The Economic and Social Council, its various forums and segments, and the entire ECOSOC system have a key role in nurturing these vital opportunities.
ECOSOC can support implementation through the sharing of integrated, holistic and results-oriented approaches.
It is also an opportunity to see how national approaches and the recently adopted SDG Indicator Framework can support each other.
Excellencies,
Supporting sustainable and resilient societies poses a significant challenge for the United Nations development system.
We welcome the Quadrennial Comprehensive Policy Review, which aligns the UN development system with national implementation of the 2030 Agenda.
The QCPR promotes coherence, efficiency and effectiveness for delivering results to improve people’s lives.
This ECOSOC cycle can further these efforts.
Ladies and Gentlemen,
I trust your work during this cycle will generate insights and policy recommendations.
I call on everyone to draw on your ingenuity, resources and political will – and your strong spirit of solidarity.
