According to a report released by UN-Habitat on 22 November 2022, open burning and the production of 60 million tonnes of municipal solid waste annually contribute to environmental pollution. Furthermore, in some countries, up to 90% of recycling is made possible by the informal waste and recovery sector. As a result, discussions were held on how a global instrument to end plastic pollution can enable a just transition for the people informally collecting and recovering waste  during the second session of the Executive Board of UN-Habitat held at the United Nations Office at Nairobi (UNON). 

Over 300 representatives from 80 member states attended the event, which was graced by the Crown Princess Victoria of Sweden and the Crown Prince of Norway. UNDSS Kenya coordinated all safety and security measures to support the event. According to Mr. Jaki Azmi, the New Deputy Chief, Security and Safety Services, Kenya, "as a service, we wanted to ensure a safe and secure meeting through enhancing perimeter security, access control, traffic management, and fire and medical services."
