United Nations Expert Group on Land Administration and Management

Background

The Committee of Experts on Global Geospatial Information Management at its fifth session noted that land, and linking people to place, is reflected in several of the sustainable development goals and that access to geospatial information is necessary to reach several of the goals, endorsed the establishment of an expert group to advance the activities related to land administration and management, to strengthen the use of geospatial information for good land governance, and to undertake work that is able to contribute to the indicator process and areas, as appropriate, including access to land, property rights, ownership, land degradation, rapid urbanization and climate change

The Committee also recognized the need to play a leading role at the policy level by raising political awareness and highlighting the importance to decision makers of the need for timely and fit for purpose land administration and management, and supported by capacity development, particularly in developing countries and vulnerable regions.

Objectives

The major objectives of the Group of Experts are to:

  • Play a leading role at the policy level by raising political awareness and highlighting the importance to decision makers of the need for timely and fit for purpose land administration and management and;
  • Encourage the use of geospatial information tools and systems to improve the legal certainty of all citizens in the world with respect to the registration of the relation between people and land.

Framework for Effective Land Administration

  • The Committee of Experts on Global Geospatial Information Management at its tenth session welcomed the report of the Expert Group, noted its continued efforts to advocate and raise awareness of the merits and benefits of effective and efficient land administration and management, and commended the broad global consultation and the consultative and iterative process in preparing and finalizing the Framework for Effective Land Administration. The Committee of Experts welcomed and adopted the Framework for Effective Land Administration as a reference for Member States when developing, reforming, strengthening and modernizing effective and efficient land administration and management.

Preparation and Finalization of FELA: Global Consultation

The Committee of Experts, at its ninth session in August 2019, noted the considerable progress and efforts of the Expert Group towards formulating and developing a framework for effective land administration, and request that the Expert Group initiate and undertake a broad global consultation process on the draft involving Member States and relevant stakeholders. The Expert Group invites the Committee of Experts and relevant stakeholders to review and comment on the draft Framework for Effective Land Administration, which is provided here. Please review the draft and provide your comments and feedback, preferably directly on the attached document using the 'comment' tool, no later than 2 March 2020.
