Éducation

He graduated with honors (magna cum laude) from the National Autonomous University of Mexico as a Bachelor of International Relations and holds a master’s degree in Diplomatic Studies from the Diplomatic Academy of Mexico “Instituto Matías Romero”. He also obtained with honors the Diploma of Third Cycle in International Relations from the France’s Institute of Public Administration and completed master’s studies in International Relations at the National Autonomous University of Mexico. He completed other studies in fields such as international relations, international cooperation and public administration in institutions from Belgium, Canada, Colombia, Spain, Japan, Malta, Mexico and Thailand.

Expérience professionnelle

As a member of the Mexican Foreign Service, he has held various positions both in Mexico and abroad.

He served at the Mexican Embassy in France, the Mexican Embassy to Belgium and Luxembourg / Mission to the European Union, where he also performed as Consul of Mexico, and the Permanent Mission of Mexico to the United Nations.

In the Ministry of Foreign Affairs, he was General Director in Charge of Technical and Scientific Cooperation; Director for Nationally Implemented Cooperation Programs; Director for Cooperation with American Regional Organizations; Director for Multilateral Cooperation, and Advisor to the Executive Director of the Mexican Institute of International Cooperation, IMEXCI.

He also fulfilled responsibilities as Technical Secretary of the Mexican Commission for Cooperation with Central America and the Caribbean, President of the Board of Directors of the Inter-American Agency for Cooperation and Development of the Organization of American States, and Head of Cooperation from Mexico before the Ibero-American Conference.

In the educational sector, he served as Advisor on matters of international affairs, international cooperation and technical assistance at the National College for Professional Technical Education and at the National Polytechnic Institute.

In academia, he has been Professor and Member of the Academic Committee for the Master’s Degree Program in International Cooperation for Development at the “Dr. José María Luis Mora” Institute. He has also been a Lecturer of Mexican Foreign Policy, member of the Academic Committee on the International Relations Bachelor's Degree, and Academic Secretary of the Open University System at the National Autonomous University of Mexico’s Faculty of Political and Social Sciences.

Distinctions honorifiques (et/ou publications)

He was awarded National Prize for Public Administration and twice with the Medal of Academic Merit and has been a scholar from the French government, the National Council of Science and Technology of Mexico and TelMex Foundation.

He has been speaker at national and international events related to international cooperation and Mexican international cooperation policy, in which he has also published various specialized articles.
