Arrangements for NGO representatives attending the Third Session of the Ad Hoc Committee have been made as follows:

ACCESS TO THE UNITED NATIONS

The United Nations is making efforts to accommodate the needs of persons with disabilities while they are on the premises of the Organization. Persons with disabilities and/or people assisting them should inform staff members of the United Nations Secretariat of their special needs and requirements.

Upon arrival to the United Nations, NGO representatives should enter the Secretariat building through the Visitors Entrance, located at 45th street and First Avenue.

REGISTRATION

A Registration Desk will be open for the duration of the Session at the Visitor’s Lobby (First Avenue and 46th Street). Registration will begin on Friday 21 May 2004 from 9:00a.m. to 4:00p.m. The Registration Desk will be closed during the weekend. Registration will resume on Monday 24 May 2004 from 8:30a.m. until 4:00p.m., and will continue until Friday 4 June 2004, from 9:30a.m. to 4:00p.m. The Desk will be closed every day between 1:00 p.m. to 2:00p.m for lunch break.

SECURITY PASSES

After registration participants must proceed to the Security Office at the Visitor’s Lobby to obtain passes to the United Nations for the duration of the third session of the Ad Hoc Committee. Please note that passes will not be issued unless a photo identification document is presented.

United Nations grounds passes are to be worn visibly at all time. NGO representatives who are issued ground passes for the duration of the Session should return those passes to the United Nations Security and Safety Service or any Security Officer at the end of their participation in the Session before leaving the United Nations premises.

VENUE

The Third Session of the Ad Hoc Committee will be held in Conference Room 4, in the basement of the General Assembly building. From the registration desk, NGO representatives can access the conference room through the stairs or the elevators from the Visitors Lobby to level B-1. From there, representatives with valid passes will be admitted through the doors near the United Nations Bookshop and Post Office to the restricted area.

The meetings of the session are scheduled from 10:00a.m. to 1:00p.m. and from 3:00p.m. to 6:00p.m. every day. NGO representatives may sit in designated areas. Under no circumstance should NGOs sit at space reserved for Delegations of Governments. All participants should be seated promptly at 10:00 a.m.

Conference Room B has been reserved for NGOs. A photocopier, a computer and a printer have been set up in this conference room.

Conference Room A is reserved for side-events and informal meetings.

PARTICIPATION

NGOs may attend all open meetings of the Third session of the Ad Hoc Committee. Depending on availability of time, NGO representatives will be allowed to address the session, and are encouraged to make joint statements. NGOs interested in making statements should contact Mr. Timur Alasaniya (email: alasaniya@un,org; tel: 212 963 5143).

NGOs selected to make statements in the general discussion will be seated in an area designated for them and will be expected to keep their presentation brief, not exceeding five minutes.

Informal consultations are for government delegates only. However, NGOs may also attend informal consultations subject to the agreement of governments.

DOCUMENTATION

Documentation of the Ad Hoc Committee is available on the Internet at: http://www.un.org/esa/socdev/enable/rights/ahc3.htm. NGO representatives may request copies of official documents from the document booth in the conference room on an exceptional basis.

Space will be made available for NGOs interested in displaying documents in the neck area near the Viennese Café. All documents should be approved by the United Nations before they are displayed. Please contact Ms. Akiko Ito (email: ito@un.org) if you intend to display documents. NGOs are not allowed to distribute documents within the conference room.

FOOD SERVICES

The main cafeteria is located on the ground floor of the Secretariat building. Arrangements have been made to accommodate participants to the Ad Hoc Committee.

Additional catering services are available at the Viennese Café, which is located outside Conference Room 4.

TELEPHONES

Accessible telephones are located outside Conference Room 4.

HEALTH AND SAFETY

A nurse will be on call throughout the session of the Ad Hoc Committee.

In case of problems related to security and safety, please contact the UN Security Services.
Contact numbers will be announced at the first meeting of the Ad Hoc Committee.

RESTROOMS

Accessible restrooms are located in the basement of the General Assembly building near the Viennese Café (towards the elevators, on the right).

GUIDE DOGS

The rose garden will be available for use by persons with seeing-eye dogs. The garden is open on week-days from 12:00p.m. to 3:00p.m.

REMINDERS

Smoking is not permitted inside the United Nations premises.

No food or beverages are to be brought into or consumed in any of the conference rooms.

No items are to be sold on the premises of the United Nations.

No luggage is permitted in the United Nations premises.

No items are to be affixed to any walls, doors or painted surfaces by any means. There will be a notice board inside Conference Room B. This will be the only place where NGO representatives may place notices.

The United Nations is not responsible for damage or theft of articles.
