ANNOUNCEMENT
 The United Nations Secretary-General's Advisory Board on Water and Sanitation (UNSGAB) is embarking on their next strategic phase with the release of the Hashimoto Action Plan II.

In only a few years, world leaders will assess progress made towards the Millennium Development Goals, including the targets to halve by 2015 the number of people without sustainable access to safe drinking water and basic sanitation. Getting the right policies, strategies and actions in place during the next three years is absolutely critical. The Hashimoto Action Plan II contributes to this effort by motivating, convening and galvanizing its partners to achieve objectives in five key areas: financing, sanitation, monitoring & reporting, integrated water resources management and water and disaster.

The Hashimoto Action Plan II articulates a time-bound vision, targeted actions and clear outcomes aiming to ensure a future where each child, woman and man enjoys clean water and safe sanitation. The UNSGAB secretariat welcomes feedback, ideas and comments.

SUMMARY
 This paper lays out a strategy - a Global Green New Deal - for reducing greenhouse gas emissions without sacrificing development. The crux of the strategy relies on a big investment push that quickly lowers the cost of renewable energy. Affordable, abundant and accessible renewable energy, the paper highlights, can forestall dangerous climate change and sustainably power economic growth and development for all. The strategy can also help power a job-rich global economic recovery.

The purpose of Finance for Sustainable Development: Testing New Policy Approaches is to contribute to this process.

It contains papers presented at the Fifth Expert Group Meeting on Finance for Sustainable Development, held in Nairobi, Kenya, 1-4 December 1999. Experts from national governments, academia, international and regional organizations, NGOs and the private sector presented and debated the papers in this volume.

The overall theme of the papers is testing new policy approaches in financing sustainable development.

The major areas of focus are improving the policy framework for sustainable development finance, new policy approaches in international and domestic finance, and innovative mechanisms in sector finance.

There is an emphasis on Sub-Saharan Africa, with several papers addressing specific issues related to finance for sustainable development in that region.

The Chairman’s Summary of the Meeting and the papers were presented to CSD-8 in May 2000. This publication will also serve as an input to the International Conference on Financing for Development to be held in 2002.
