Preparations to hold the Durban Review Conference began in 2006 and are led by the Review Conference Preparatory Committee, which is responsible for both organizational and substantive issues. In particular, the Preparatory Committee, which is open to all UN Member States, is charged with negotiations on the text of what will become the outcome document of the Review Conference. In addition, the Preparatory Committee called upon States and regional organizations to hold regional and national meetings and other activities in preparation for the Conference.
