science2bwc_biotech3bwc_room_small4Reconnaissant combien il importe de renforcer la coopération, l’assistance et les échanges internationaux pour l’application des sciences et des techniques biologiques à des fins pacifiques, la septième Conférence d’examen a décidé que le thème de la coopération et de l’assistance, l’accent étant mis sur le renforcement de la coopération et de l’assistance au titre de l’article X, constituera l’un des trois points inscrits à titre permanent à l’ordre du jour. Ceux-ci sont examinés lors des séances des réunions d’experts comme des réunions des États parties, et ce chaque année durant le programme intersessions 2012-2015. Les questions qui doivent être discutées au titre de ce point permanent de l’ordre du jour sont les suivantes :

  • Batterie de mesures spécifiques pour l’application intégrale et générale de l’article X tenant compte de l’ensemble de ses dispositions ;
  • Difficultés et obstacles rencontrés dans le développement de la coopération, de l’assistance et des échanges internationaux en vue de l’application des sciences et des techniques biologiques à des fins pacifiques ;
  • Moyens d’affecter et de mobiliser des ressources, y compris financières, de façon à remédier aux lacunes et aux besoins en termes d’assistance et de coopération ;
  • Moyens de développer les ressources humaines dans le domaine des sciences et techniques biologiques, à travers l’éducation, la formation, les échanges et les programmes de jumelage, en particulier dans les pays en développement ;
  • Renforcement des capacités, par la coopération internationale, en matière de sécurité et de sûreté biologiques, et aux fins de la détection des épidémies de maladies infectieuses ou des attaques biologiques, de l’établissement de rapports relatifs à ceci et de la lutte contre ces épidémies ou attaques, s’agissant notamment de la préparation, de l’intervention et de la gestion et de l’atténuation des crises ;
  • Coordination de la coopération avec les autres organisations internationales et régionales compétentes, et avec les autres parties prenantes en jeu.
