The Secretary-General welcomes the decision taken by the Security Council to establish the United Nations Operation in Burundi (ONUB). This decision opens a new chapter in the Burundi peace process. It is his intention to formally establish ONUB on 1 June, at which time the troops of the African Mission in Burundi (AMIB) will also be re-hatted as United Nations troops.
The Secretary-General commends the people of Burundi for making decisive efforts to advance the Arusha peace process, and calls on all of them and their leaders to take advantage of this unique opportunity to further pursue national reconciliation and facilitate the preparation of national elections. He also calls on the FNL (Rwasa), to sign a cease-fire agreement and join the peace process without further delay.
While the success of ONUB will depend on the political will of the Burundi parties, the Secretary-General encourages donor countries to respond generously and to complement the efforts of the new peace-keeping operation, especially in the areas of security sector reform, good governance, preparation of elections, reintegration of ex-combatants, and economic development.
The achievements towards the road to peace in Burundi could not have been accomplished without the indispensable role played by Uganda as Chairman of the Regional Initiative, South Africa as the Facilitation, and Tanzania, in creating the environment necessary to implement the Arusha Agreement. His Special Representative, Berhanu Dinka, and the United Nations Office in Burundi have also made significant contributions to the peace process in the country.
The unwavering support provided by the African Union through its dispatch of AMIB should also be duly acknowledged. The Secretary-General thanks the Governments of Ethiopia, Mozambique and South Africa for contributing troops to this African Operation, and looks forward to working closely with them in the context of the United Nations Mission. Needless to say, he is also grateful to all donors and humanitarian organizations, which have generously supported the process for many years.

Le Secrétaire général se félicite de la décision prise par le Conseil de sécurité de constituer l'Opération des Nations Unies au Burundi (ONUB). Cette décision ouvre un nouveau chapitre dans le processus de paix au Burundi. Il a l'intention de créer officiellement l'ONUB le 1er juin et à la même date les forces de la Mission africaine au Burundi deviendront forces des Nations Unies.
Le Secrétaire général félicite la population du Burundi pour ses efforts résolus pour faire avancer le processus de paix d'Arusha et l'engage, ainsi que ses dirigeants, à tirer parti de cette occasion sans précédent de poursuivre la réconciliation nationale et de faciliter la préparation d'élections nationales. Il engage également le FNL (Rwasa) à signer un accord de cessez-le-feu et à se joindre au processus de paix sans plus tarder.
Si le succès de l'ONUB dépendra de la volonté politique des parties burundaises, le Secrétaire général encourage les pays donateurs à répondre généreusement et à compléter les efforts de la nouvelle opération de maintien de la paix, particulièrement dans les domaines de la réforme du secteur de sécurité, de la bonne gouvernance, de la préparation des élections et de la réintégration des anciens combattants et du développement économique.
Ces succès sur la voie de la paix au Burundi n'auraient pas été possibles sans le rôle essentiel joué par l'Ouganda en tant que Président de l'Initiative régionale, par l'Afrique du Sud en tant que Facilitateur et par la République Unie de Tanzanie, qui a créé le climat nécessaire pour mettre en œuvre l'Accord d'Arusha. Le Représentant spécial du Secrétaire général, Berhanu Dinka, et le Bureau des Nations Unies au Burundi ont également apporté des contributions substantielles au processus de paix dans le pays.
Il faut également saluer l'appui résolu apporté par l'Union africaine, qui a envoyé la Mission africaine au Burundi. Le Secrétaire général remercie les Gouvernements éthiopien, mozambicain et sud-africain d'avoir fourni des contingents à cette opération africaine et compte sur une étroite collaboration avec eux dans le contexte de la Mission des Nations Unies. Il va sans dire qu'il est également reconnaissant à tous les donateurs et aux organisations humanitaires qui ont généreusement financé le processus pendant bien des années.
