The Secretary-General takes note of the indefinite suspension of the inter-Burundian dialogue that started on 14 July 2015 under the facilitation of Uganda pursuant to the recommendations of the Summit of the East African Community (EAC) of 6 July 2015. He commends the efforts of President Yoweri Museveni of Uganda and of the East African Community (EAC) and calls on all organisations and Burundi’s partners to work together to help Burundians resolve their differences peacefully.

The Secretary-General notes that the suspension of the dialogue took place without agreement being reached on a range of issues that would have contributed to the creation of a climate conducive to the holding of credible and peaceful elections, as contained in the relevant recommendations of the EAC and the African Union.

In this worrisome context, and following the decision of the Burundian government to hold the presidential election on 21 July, the Secretary-General calls on the authorities to do all in their power to ensure security and a peaceful atmosphere during the election. He further calls on all parties to refrain from any acts of violence that could compromise the stability of Burundi and the region.

The Secretary-General reiterates his appeal for the resumption of a frank dialogue among all parties and urges them to avoid undermining the progress achieved in building democracy since the signing of the Arusha Agreements.

The Secretary-General recalls that the United Nations Electoral Observation Mission, in accordance with its Security Council mandate to observe the electoral process before, during and after the elections, continues to undertake this task and has deployed observers countrywide to that effect. He calls on all parties to facilitate their work and calls, in particular, on the government to ensure their security.

Le Secrétaire général prend acte de la suspension sine die du dialogue inter-burundais, entamé sous la facilitation de l'Ouganda le 14 juillet 2015, conformément aux recommandations du sommet des Chefs d'État de la Communauté de l'Afrique de l'Est (EAC) du 6 juillet 2015. Le Secrétaire général salue les efforts du président ougandais Yoweri Museveni et de l'EAC, et appelle les organisations et les partenaires du Burundi à œuvrer de concert afin d'aider les Burundais à régler pacifiquement leurs différends.

Le Secrétaire général note que la suspension du dialogue intervient alors qu’aucun accord n’a été trouvé sur un ensemble de questions susceptibles de contribuer à la création d’un environnement propice à la tenue d’élections crédibles et pacifiques, conformément aux recommandations pertinentes de l'EAC et de l'Union africaine.

Dans ce contexte préoccupant, et suite à la décision du gouvernement du Burundi d'organiser le scrutin présidentiel le 21 juillet, le Secrétaire général appelle les autorités à tout faire pour assurer la sécurité et la tenue pacifique de ce scrutin. De même, il appelle toutes les parties à s'abstenir de commettre toute forme de violence qui pourrait compromettre la stabilité du Burundi et de la région.

Le Secrétaire général réitère son appel à la reprise d'un dialogue franc entre toutes les parties et les exhorte à éviter de saper les progrès accomplis en matière de démocratie depuis la signature des Accords d’Arusha.

Le Secrétaire général rappelle que conformément au mandat du Conseil de sécurité pour une observation du processus électoral avant, pendant et après les élections, la Mission d'observation électorale des Nations Unies au Burundi (MENUB) continue de remplir ses fonctions et qu’elle a déployé à cette fin des observateurs sur tout le territoire du Burundi. Le Secrétaire général invite toutes les parties à faciliter l’accomplissement de leur mission et demande en particulier au gouvernement d’assurer la sécurité des observateurs.
