Statement attributable to the Spokesman for the Secretary-General on the establishment of a United Nations peacekeeping operation in the Central African Republic
The Secretary-General welcomes the adoption today of Security Council Resolution 2149, establishing the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). He trusts that this important decision of the international community will lead to the immediate, concrete and sustainable support that the Central African people need and deserve. The Secretary-General, deeply moved by his visit to the country on 5 April, again calls for an immediate cessation of the killings, targeted attacks and other atrocious human rights violations that continue with total impunity.
The Secretary-General commends the tireless efforts of the African-led International Support Mission in the Central African Republic, MISCA, which will continue to implement its mandate until 15 September alongside French forces (Sangaris) and the recently authorized European Union Force in the Central African Republic, EUFOR. The United Nations will work closely with MISCA to ensure a seamless transition to MINUSCA. The Secretary-General strongly calls on all partners to increase their support to MISCA until MINUSCA becomes fully operational.
The Secretary-General recognizes the important role of the Economic Community of Central African States (ECCAS), the African Union, and the Mediation led by the Republic of Congo in support of the political transition in the Central African Republic. This is the moment for the international community to demonstrate its collective support to the efforts undertaken by the Transitional Government, under the leadership of Catherine Samba-Panza, to bring long-lasting peace, stability and reconciliation to the Central African Republic.
The Secretary-General expresses his deep appreciation for the committed and courageous work of all United Nations personnel in the Central African Republic and, in particular, for the exemplary dedication of his Special Representative Babacar Gaye and the rest of the staff of the Integrated Peacebuilding Office in the Central African Republic, BINUCA.

Déclaration attribuable au Porte-parole du Secrétaire général sur l'établissement d’une opération de maintien de la paix des Nations Unies en République centrafricaine
Le Secrétaire général salue l’adoption aujourd’hui par le Conseil de Sécurité de la résolution 2149 autorisant l'établissement d’une Mission multidimensionnelle intégrée des Nations Unies pour la stabilisation en République centrafricaine (MINUSCA). Il espère que cette décision importante, expression de la volonté de la communauté internationale, permettra des avancées immédiates, concrètes et durables dont le peuple centrafricain a besoin et qu'il mérite. Le Secrétaire général lance à nouveau un appel à l’arrêt immédiat des assassinats, des attaques ciblées et des autres violations atroces des droits de l'homme qui se poursuivent dans un contexte d'impunité totale.
Le Secrétaire général se félicite des efforts inlassables déployés par la Mission internationale de soutien à la Centrafrique sous conduite africaine (MISCA), dont le mandat sera maintenu jusqu’au 15 septembre; aux côtés des forces françaises (de l'opération Sangaris) et de la Force de l’Union européenne en République centrafricaine (EUFOR), récemment autorisée. Les Nations Unies travailleront en étroite collaboration avec la MISCA aux fins d’assurer une transition harmonieuse vers l’opération de maintien de la paix des Nations Unies. Le Secrétaire général réitère son appel urgent aux partenaires pour qu'ils intensifient leur soutien à la MISCA jusqu’à ce que la MINUSCA devienne pleinement opérationnelle.
Le Secrétaire général reconnaît le rôle important de la Communauté économique des États de l'Afrique centrale (CEEAC), de l'Union africaine, et de la Médiation menée par la République du Congo à l'appui de la transition politique en République centrafricaine, qui restent indispensables à l’établissement d’une paix et d’une stabilité durables.
Le Secrétaire général exprime sa profonde gratitude pour le travail du personnel des Nations Unies en République centrafricaine, en particulier pour le dévouement exemplaire de son Représentant spécial Babacar Gaye, et le travail mené par le Bureau intégré des Nations Unies pour la consolidation de la paix en République centrafricaine (BINUCA).
