In November 2011, a claim for compensation was brought against the United Nations on behalf of victims of the cholera outbreak in Haiti.  Today, the United Nations advised the claimants’ representatives that the claims are not receivable pursuant to Section 29 of the Convention on the Privileges and Immunities of the United Nations. The Secretary-General telephoned Haitian President Michel Martelly to inform him of the decision, and to reiterate the commitment of the United Nations to the elimination of cholera in Haiti.

Since the outbreak began in 2010, the United Nations and its partners have worked closely with the people and Government of Haiti to provide treatment, improve water and sanitation facilities, and strengthen prevention and early warning. In December 2012, the Secretary-General launched an initiative for the Elimination of Cholera in Haiti, which aims to strengthen Haiti’s own National Cholera Elimination Plan through significant investments and the use of an oral cholera vaccine.

The Secretary-General again expresses his profound sympathy for the terrible suffering caused by the cholera epidemic, and calls on all partners in Haiti and the international community to work together to ensure better health and a better future for the people of Haiti.

Déclaration du Porte-parole du Secrétaire général sur Haïti

En novembre 2011, une demande d’indemnisation a été introduite contre l’Organisation des Nations Unies au nom des victimes de l’épidémie de choléra en Haïti. Aujourd’hui, l’Organisation a fait savoir aux représentants des demandeurs que cette demande n’était pas recevable au titre de la section 29 de la Convention sur les privilèges et immunités des Nations Unies. Le Secrétaire général a téléphoné au Président d’Haïti, Michel Martelly, pour l’informer de la décision prise et lui redire que l’ONU est déterminée à éliminer le choléra en Haïti.

Depuis que l’épidémie s’est déclenchée en 2010, l’ONU et ses partenaires collaborent étroitement avec le peuple et le Gouvernement haïtiens sur les plans du traitement, de l'amélioration des infrastructures de distribution d'eau et d'assainissement, de la prévention et de l'alerte rapide. En décembre 2012, le Secrétaire général a lancé une initiative d’élimination du choléra en Haïti qui a pour objet de renforcer le Plan national d'élimination du choléra adopté par le pays lui-même moyennant des investissements considérables et l'utilisation d’un vaccin anticholérique oral.

Le Secrétaire général réaffirme qu’il est extrêmement sensible aux terribles souffrances causées par l’épidémie de choléra et demande à tous les partenaires présents dans le pays, ainsi qu’à la communauté internationale, d’œuvrer ensemble afin que les conditions de santé s’améliorent pour le peuple haïtien, et qu’un avenir meilleur s’ouvre à lui.
