The Secretary-General has been closely monitoring the situation in Cote d'Ivoire. Mr. Gbagbo remains currently in the custody of President Ouattara's Government, which remains responsible for Mr. Gbagbo's physical safety.
At the request of Mr. Gbagbo and in line with its mandate, the United Nations Operation in Cote d'Ivoire (UNOCI) will provide security and protection while he is in custody.
The Secretary-General spoke by telephone with President Ouattara today. He underlined to President Ouattara the expectation that with Mr. Gbagbo's now in the hands of the President's forces any further bloodshed will be avoided. He stressed in particular the need to ensure that there is no retaliation against Mr. Gbagbo's supporters.
In this regard the Secretary-General welcomed President Ouattara's call for the immediate establishment of a Truth and Reconciliation Committee. As the Secretary-General has stated on numerous occasions, those responsible for human rights abuses, regardless of their affiliation, must be held accountable. He called on all parties to take advantage of this historic opportunity and do their utmost to foster national reconciliation establish a national unity government, ensure accountability for the serious human rights violations committed during the post-elections conflict reunify the security forces disarm the numerous irregular forces that participated in the conflict re-establish State authority throughout the country and complete the unfinished aspects of the peace process.
The UN Mission will continue to provide the necessary support to the Ivorian Government in re-establishing law and order to avert the risk of a security vacuum. The Mission will continue to execute its mandate to protect civilians and stands ready to support the efforts to address the critical humanitarian situation in the country and the forthcoming domestic and international investigations into human rights violations.
The Secretary-General calls on all parties to work together to put an end to this tragic chapter, which could have been avoided had Mr. Gbagbo respected the will of the people at a far earlier stage.

Déclaration attribuable au porte-parole du Secrétaire général sur la situation en Côte d'Ivoire
Le Secrétaire général a suivi de près la situation en Côte d'Ivoire. M. Gbagbo demeure sous la garde du gouvernement du Président Ouattara qui est responsable de la sécurité physique de M. Gbagbo.
À la demande de M. Gbagbo et en conformité avec son mandat, l'Opération des Nations Unies en Côte d'Ivoire (ONUCI) contribuera à sa sécurité et sa protection pendant qu'il est en détention.
Le Secrétaire général s'est entretenu aujourd'hui par téléphone avec le Président Ouattara. Il a souligné au Président Ouattara que, du fait de la détention de Mr. Gbagbo par les forces du Président, il s'attendait à ce que d'autres effusions de sang soient évitées. Il a insisté en particulier sur le besoin d'assurer qu'il n'y ait pas de représailles contre les partisans de M. Gbagbo.
À cet égard, le Secrétaire général a salué l'annonce du Président Ouattara quant à la création immédiate d'une Commission Vérité et Réconciliation. Ainsi que l'a déclaré le Secrétaire général à plusieurs reprises, les responsables de violations des droits de l'homme, quelle que soit leur affiliation, doivent en répondre. Il a exhorté toutes les parties à saisir cette occasion historique afin de tout mettre en ?uvre pour encourager la réconciliation nationale; mettre en place un gouvernement d'unité nationale; traduire en justice les auteurs des violations sérieuses des droits de l'homme commises pendant le conflit postélectoral; réunifier les forces de sécurité ; désarmer les nombreuses forces irrégulières qui ont participé au conflit; rétablir l'autorité de l'État sur l'ensemble du pays et mener à terme les aspects inachevés du processus de paix.
La Mission des Nations Unies continuera de fournir l'appui nécessaire au Gouvernement ivoirien afin de rétablir l'état de droit et d'éviter les risques d'un vide sécuritaire. La Mission continuera de mettre en ?uvre son mandat de protection des civils. Elle est prête à appuyer les efforts visant à remédier à la grave situation humanitaire dans le pays ainsi que les futures enquêtes nationales et internationales sur les violations des droits de l'homme.
Le Secrétaire général appelle toutes les parties à travailler ensemble pour mettre un terme à ce chapitre tragique, qui aurait pu être évité si M. Gbagbo avait bien plus tôt respecté la volonté du peuple.
