358. To facilitate implementation of the Platform
for Action, interested developed and developing country partners,
agreeing on a mutual commitment to allocate, on average, 20
per cent of official development assistance and 20 per cent
of the national budget to basic social programmes should take
into account a gender perspective.

macro economic and social development policies and national
development programmes;
101 k Promote and accelerate the implementation
of the 20/20 initiative that integrates a gender perspective
to fully benefit all, particularly women and girls;

27. In the context of comprehensive national
strategies on poverty eradication, integrate policies at all
levels, including economic and fiscal policies, capacity building
and institution-building, and giving priority to investments
in education and health, social protection and basic social
services, in order to help empower people living in poverty,
by:
(o) Ensuring a gender equality perspective at
all levels, and taking measures to counteract the feminization
of poverty, keeping in mind the potential role of women and
girls in poverty eradication;
77. The elimination of discrimination against
women and their empowerment and full participation in all areas
of life and at all levels should be priority objectives at the
national as well as the international level, and an intrinsic
part of social development. Equitable social development requires
full respect for human dignity, equality and equity between
women and men, the mainstreaming of gender considerations in
all levels of policy-making and in the planning of programmes
and projects. Despite some progress, gender mainstreaming is
not yet universal, and gender-based inequality continues in
many areas of most societies.
79. Ensure gender mainstreaming in the implementation
of each of the further initiatives related to each of the commitments
made at the Summit, considering the specific roles and needs
of women in all areas of social development, by, inter alia,
evaluating the gender implications of proposals and taking action
to correct situations in which women are disadvantaged. The
use of positive or affirmative action and empowerment programmes
is commended to both Governments and international organizations. |
