Collaboration with the OECD-DAC
Network On Gender Equality
An important feature of the IANWGE has been the close collaboration with the
OECD/DAC Network on Gender Equality. This collaboration
provides close links to gender focal points in Ministries
of Foreign Affairs and bilateral development co-operation
agencies.
Joint workshops with the OECD/DAC Network on Gender Equality have provided
critical opportunities for discussions at policy and
operational level on a range of cutting edge topics, such as
gender and post-conflict reconstruction (lessons learned from Afghanistan) (2003),
governance, poverty reduction and gender equality (2001),
women's empowerment and human security (1999),
a rights-based approach to gender equality and advancement of women (1998) and
gender mainstreaming (1997).
Detailed reports of these meetings, including communiqués on
action points, have been widely distributed. Responsibility
for these workshops, organised in response to the priorities
of both groups, has been taken by members spearheading
work in each specific area. Workshops have been hosted
by OECD/DAC and different United Nations entities in a range of locations
(Paris, Geneva, Rome, Bangkok, and Vienna). As a rule, the
workshops rely heavily on the expertise of participating
members, with additional technical expertise of outside
experts on the topic under discussion to ensure cutting
edge information. Presentations by non-governmental
organisations and civil society representatives are
invited to ensure a broader perspective.
New issues paper by the OECD Development Centre:
“Gender Inequality and the MDGs: What are the Missing Dimensions?”
In view of the MDG summit in New York in September 2010, this paper sheds light on the bottlenecks that continue to hinder progress across all the MDG targets.
Using the OECD Development Centre’s Social Institutions and Gender Index (SIGI), research finds that the countries with the highest levels of discrimination against women are also those performing most poorly across the range of MDG targets.
By focusing on MDGs 1, 2 and 5, results show that women’s lack of control over resources, their limited decision-making power and status in the family and household, and the violence that compromises their physical security will continue to be obstacles to the achievement of the MDGs over the next five years. In short, discrimination against women appears to matter.

The United Nations Inter-Agency Network on Women and Gender Equality and the OECD DAC GENDERNET hold a workshop every two years to exchange ideas and share information on issues of mutual relevance and interest. The two groups represent the gender focal points and advisors of the United Nations system, bilateral agencies and the development banks.
Focus of the 2008 workshop:
- The role of multilateral agencies in delivering on commitments to gender equality and women’s empowerment
- How bilateral agencies can best support the efforts of multilateral agencies
- Innovative practices in partnerships between bilateral and multilateral agencies
- Opportunities to enhance and scale up our mutual work to support partner country efforts
- Improved tracking of development assistance focussed on gender equality and women’s empowerment.

The final communiqué that was produced as a result of a Joint workshop of the United Nations Inter-agency Network on Women and Gender Equality and the OECD-DAC Network on Gender Equality entitled "Gender and post-conflict reconstruction: lessons learned from Afghanistan", held in Paris from 10-11 July 2003.
The workshop brought together Afghanistan women leaders, including Madame Habiba Sarabi, the Minister of Women's Affairs, staff of United Nations' entities, representatives of OECD DAC member countries and civil society, and gender and post-conflict experts with field experience in reconstruction.
The communiqué summarises the essential elements for an equitable gender-sensitive reconstruction process that takes full account of the rights of both women and men. It also makes proposals for Afghanistan as well as the way forward to ensure dynamic gender perspectives are incorporated in future post conflict reconstruction efforts.

Collaboration with NGOs
In recent years the IANWGE has increased collaboration with non-governmental organizations
in many aspects of its work. For example, the Task Force
on Women, Peace and Security works closely with NGOs
in addressing the follow-up to Security Council resolution
1325 including in the preparation of the Secretary-General's
study on women, peace and security (published October 2002).
The Task Force on Financing for Development established
working relations with the NGO coalition on gender and
financing for development. NGOs were invited to participate
actively in the Day of Dialogue organized by the Task Force.
