The Participants
Andrew Massey is professor of Government at the University of Portsmouth, United Kingdom, where he is Director of Postgraduate Studies in the Faculty of Humanities and Social Sciences. He has also taught at the Universities of London and Salford. He has worked in the British Civil Service and continues to be involved in research and writing on British, US and European governance. He has published many books and articles, including: "Public Policy in the New Europe: Eurogovernance in theory and practice", "Globalization and Marketization of Government Services: Comparing Contemporary Public Sector Developments", and "Managing the Public Sector: A Comparative Analysis of US and UK", among many other publications. |
Professor O.P. Dwivedi teaches comparative public and development policy and administration in the Department of Political Science , University of Guelph, Canada. He has been with the University since 1967. He has written, co-authored and edited 31 books and over 85 chapters/articles in professional journals and scholarly books. He has held several visiting appointments with Canadian universities, India, Australia and US. He has done several consultancy services with the Canadian federal government departments, the International Development Research Centre, World Bank chief environmental adviser to Mauritius, CIDA Adviser to the Government of Papua New Guinea, WHO adviser to the Government of India and a member of the Group of Experts with the Division of Public Administration and Public Economics of the Department of Economic and Social Affairs of the UN on Globalization and the State. |
Professor Gerard Timsit teaches Comparative Administration, Administrative Science and Law Theory at the University of Paris 1 Pantheon-Sorbonne. He is also Director of the Centre for Public Administration Studies and Research. He has taught in the University of Algeria, Sarrebruck (Germany), in the International Institute for Public Administration and the Europe School. He has also been visiting professor at the University of Lausanne, Switzerland. He holds an Honoris Causa Doctorate from the l'Université nationale et capodistrienne d'Athenes (Greece). Prof. Timsit is author of several publications. Among them: "The role and notion of administration in French Administrative Law", "Theory of Administration", and "Administrations and States: A Comparative Study". |
Ignacio
Pichardo Pagaza is Guest research fellow at National Institute
of Public Administration (Mexico). He is former president of the international
Institute of Administrative Sciences at Brussels and member of the Executive
Committee of this institution. He is also member of the Executive Committee
of International Association of Institutes and Schools of Administration.
He was two times ambassador of Mexico (Spain and Netherlands), two times
Minister of Federal Government, two times federal congressman, Governor
of the State of Mexico, Deputy Minister in charge of revenue and tax policy
and president of the National Committee of the Partido Revolucionario
Institucional. |
María del Carmen Pardo is professor researcher in the Center for International Studies of the Colegio de Mexico since 1981. She holds a Ph.D in History from the Universidad Iberoamericana, graduate studies in the University of Paris in Political Science and Public Administration. She is member of the National System of Researchers, member of the Board of Directors of the National Public Administration Institute (INAP), editor of the Foro Internacional, publication of the Center for International Studies. Author of La Modernizacion Administrativa en Mexico, published by El Colegio de Mexico and INAP. She has taught in state universities in Mexico and has been consultant to international organizations and agencies, such as the United Nations and the Latin American Administration for Development Center (CLAD). |
