In one attack, Israeli war planes struck a tent sheltering displaced people in Mawasi, killing 7 Palestinians, including 3 children, while in another attack on a building in Gaza City, Israeli occupying forces killed 5 Palestinians, including another 3 children, in addition to other strikes across the territory and the killing of 43 other Palestinians, including children and 3 more journalists, in the span of two weeks, from 14 to 28\u00a0January.<\/p>\n<p>Once again, hospitals in Gaza have become the gruesome sites of mass fatalities, of dismembered bodies, burnt flesh and grieving families, as those wounded in Israeli assaults were brought in by emergency services \u2013 31 men, women and children whose lives could not be saved and dozens of other critically injured victims now struggling to survive in hospitals where medical supplies remain depleted.<\/p>\n<p>What kind of a ceasefire allows for the slaughter of civilians? What kind of a ceasefire allows for over a thousand violations \u2013 military attacks, killings and executions, of humanitarian aid, desecration of cemeteries \u2013 without a single consequence? What kind of a ceasefire allows the aggressor to run rampant while condemning the oppressed to perpetual suffering and loss?<\/p>\n<p>Since the ceasefire agreement came into effect over three months ago, Israel has killed at least 509 Palestinians and wounded over 1,405 other children, women and men.<\/p>\n<p>The death toll inflicted by Israel since it began its genocidal war in Gaza thus continues to climb, with no end in sight. More than 72,000 Palestinians have been killed, not counting thousands still missing, crushed to death under buildings, in mass graves or long ago decomposed, denied the dignity of identification and proper burial, and over 171,000 have been wounded, with thousands disabled for life. And although Israel has systematically denied the toll it caused \u2013 shamefully claiming that all Palestinians, the United Nations and human rights organizations were lying \u2013 its military has itself just confirmed these horrific numbers.<\/p>\n<p>In what context could such brutality and carnage be acceptable? How can it be that such blatant, repeated violations of Security Council resolution <a href=\"https:\/\/docs.un.org\/en\/S\/RES\/2803(2025)\" target=\"_blank\" rel=\"noopener\">2803 (2025)<\/a> have not triggered action by the Council? How can it be that such grave breaches of international humanitarian law and human rights law, of provisional measures orders of the International Court of Justice and of countless of the Council\u2019s other resolutions are permitted to pass without any accountability?<\/p>\n<p>Unchecked, Israel continues to inflict maximum loss of Palestinian life, whether by slow death policies, resulting in daily casualties by military attacks or denial of essentials for survival, or by acts of mass aggression, as witnessed again these past days, causing mass casualties, sowing fear and chaos among a severely traumatized and distressed population and making life hell for Palestinians in Gaza and across the rest of Occupied Palestine, including Jerusalem. This has long been a pillar of Israel\u2019s sadistic policies of coercion and torment, which are aimed at making life not only unbearable, but at making the very existence of the Palestinian people in their homeland impossible.<\/p>\n<p>These have been the undeniable objectives of Israel\u2019s repeated aggressions on Gaza; its policies of blockade, siege and collective punishment; the terror of its army and settler militias in the West Bank, including East Jerusalem; the abduction, incarceration and torture of thousands of Palestinian civilians; the theft of our land and resources and the destruction of homes and livelihoods; and, equally, its war on the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), the United Nations as a whole and other international organizations providing aid and sustenance to our people \u2013 to leave no way for Palestinians to survive, to leave no way for them to remain in their land.<\/p>\n<p>This is part and parcel of Israel\u2019s racist, apartheid policy of \u201cdemographic engineering\u201d, openly admitted to by Israeli officials who long ago labelled Palestinians a \u201cdemographic threat\u201d and who for decades have devised and implemented plans to \u201cthin out\u201d and displace them, compel so-called \u201cvoluntary migration\u201d or forcibly transfer them from their own land, with some bluntly calling for their annihilation.<\/p>\n<p>From claims of \u201cself-defence\u201d \u2013 which Israel is not entitled to as the illegal occupant in our land \u2013 to groundless allegations of terrorism, including even targeting children and humanitarians, to denigration of the indigenous population and denial of their nationhood, Israel has used every false and inhumane pretext imaginable to justify illegal, repugnant policies that have led to mass atrocities, ethnic cleansing and genocide against our people.<\/p>\n<p>This must be stopped. The Security Council cannot remain silent as Israel continues to wage war on the Palestinian people and on the two-State solution. The Council, and the mediators as the guarantors of the ceasefire, cannot remain silent as Israel shreds it on a daily basis, violates resolution <a href=\"https:\/\/docs.un.org\/en\/S\/RES\/2803(2025)\" target=\"_blank\" rel=\"noopener\">2803 (2025)<\/a> and thwarts the implementation of the second phase of the Comprehensive Plan to End the Gaza Conflict.<\/p>\n<p>The international community must act with urgency in respect of collective legal, political and moral obligations to impose a permanent ceasefire to stop the massacres and terror against our people and to lift all obstructions to humanitarian access by the United Nations, including UNRWA, and other international organizations and ensure sufficient aid for them in line with international humanitarian law, without delay.<\/p>\n<p>This must be accompanied by all efforts to stop the colonization and annexation of our land and by the acceleration of a political horizon to finally bring an end to Israel\u2019s illegal occupation and the horrors of this ongoing <a href=\"https:\/\/www.un.org\/unispal\/about-the-nakba\/\" target=\"_blank\" rel=\"noopener\">Nakbah<\/a>. Time is past due to realize the rights and freedom of the Palestinian people and the independence and sovereignty of the State of Palestine, with East Jerusalem as its capital, in conformity with the rule of law and the relevant United Nations resolutions and based on the two-State solution.<\/p>\n<p>The present letter is in follow-up to our 883 letters on the ongoing crisis in the Occupied Palestinian Territory, including East Jerusalem, which constitutes the territory of the State of Palestine. These letters, dated from 29 September 2000 (<a href=\"https:\/\/docs.un.org\/en\/A\/55\/432\" target=\"_blank\" rel=\"noopener\">A\/55\/432-S\/2000\/921<\/a>) to 21 January 2026 (<a href=\"https:\/\/docs.un.org\/en\/A\/ES-10\/1053\" target=\"_blank\" rel=\"noopener\">A\/ES-10\/1053-S\/2025\/39<\/a>), constitute a basic record of the crimes being committed by Israel, the occupying Power, against the Palestinian people since September 2000. For all of these war crimes, acts of State terrorism and systematic human rights violations against our people, Israel, the occupying Power, must be held accountable and the perpetrators brought to justice.
