field--label-hidden\">\n<div class=\"field__items\">\n<div class=\"field__item\">\n<p>While the Security Council heard today that a window exists for Israelis and Palestinians to move away from the conflict and suffering that have long defined their relationship, speakers warned that this opportunity is neither assured nor indefinite.<\/p>\n<p>\u201cThe decisions taken in the coming weeks \u2014 by the parties and by members of this Council \u2014 will determine whether it is sustained,\u201d said <a href=\"https:\/\/www.un.org\/unispal\/document\/un-under-secretary-general-stresses-seizing-the-opportunity-to-restore-a-credible-political-horizon-in-the-middle-east\/\" target=\"_blank\" rel=\"noopener\">Rosemary DiCarlo<\/a>, Under-Secretary-General for Political and Peacebuilding Affairs.\u00a0 Collective efforts must consolidate the ceasefire in Gaza and promote stabilization and recovery.\u00a0 To these ends, the 19\u00a0February meeting of the\u00a0<a href=\"https:\/\/www.un.org\/unispal\/document\/security-council-meeting-coverage-17nov25\/\" target=\"_blank\" rel=\"noopener\">Board of Peace<\/a>\u00a0is an important step.\u00a0 However, she underscored that \u201cdespite the ceasefire, Gaza is still not at peace\u201d.\u00a0 The Israeli military has recently intensified strikes across the Strip and armed exchanges between Palestinian armed groups and Israeli soldiers have continued.<\/p>\n<p>Meanwhile, the situation in the occupied West Bank is \u201cdeteriorating rapidly\u201d, she reported.\u00a0 Israeli forces have continued large-scale operations \u2014 frequently involving live fire \u2014 while widespread raids have been accompanied by home takeovers, mass detentions, movement restrictions and repeated displacement of Palestinian families.\u00a0These unfold alongside settlement expansion, and \u2014 echoing the Secretary-General\u2019s\u00a0<a href=\"https:\/\/www.un.org\/unispal\/document\/statement-of-the-secretary-general-on-israeli-security-cabinet-authorizing-a-series-of-administrative-and-enforcement-measures-in-the-west-bank\/\" target=\"_blank\" rel=\"noopener\">concern<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.un.org\/unispal\/document\/un-secretary-general-condemns-the-israeli-governments-decision-to-resume-land-registration-procedures-in-area-c-of-the-occupied-west-bank-statement\/\" target=\"_blank\" rel=\"noopener\">condemnation<\/a>\u00a0over Israeli Government actions \u2014 she stressed:\u00a0\u201cWe are witnessing the gradual de facto annexation of the West Bank, as unilateral Israeli steps steadily transform the landscape.\u201d<\/p>\n<p>\u201cWe cannot afford half measures\u201d at this fragile juncture, she said, urging a reversal of the dangerous trajectory in the West Bank and restoration of a political horizon towards lasting peace in Gaza, an end to the occupation and pursuit of a two-State solution.<\/p>\n<p>Two members of the \u201cUniting for a Shared Future\u201d initiative \u2014 a coalition of more than 550 Israeli and Palestinian leaders \u2014 then took the floor, agreeing on both the urgency of the situation and the need for normalization.<\/p>\n<h3><strong>From Trauma to Opportunity<\/strong><\/h3>\n<p>Hiba Qasas, Founding Executive Director of the Principles for Peace Foundation, said that this coalition \u201ccarries the trauma, fears and aspirations of both peoples\u201d.\u00a0 Stressing that the status quo is not sustainable for either Israelis or Palestinians, she added:\u00a0 \u201cNeither side can have lasting security, dignity and prosperity at the expense of the other.\u201d\u00a0 While the next phase of the Gaza ceasefire will decide whether halted hostilities will become a bridge to stability or merely a pause before the next war, she pointed out that \u201cGaza cannot succeed if the West Bank collapses\u201d.<\/p>\n<p>\u201cAs long as this conflict remains unresolved, regional normalization, integration and the expansion of the Abraham Accords will remain contested, fragile and fraught,\u201d she continued.\u00a0 She outlined several urgent recommendations, including easing movement and access in Gaza and the West Bank, reversing the ban on humanitarian organizations, restoring Palestinian fiscal and banking functionality and backing Palestinian Authority reforms with realistic expectations and verification.\u00a0She also urged the Council to apply consequences for terrorism and settler violence.<\/p>\n<p>\u201cDespite the profound trauma experienced by both Israelis and Palestinians following the 7\u00a0October massacre and the devastating war that followed, this moment presents a historic opportunity \u2014 one that must not be missed,\u201d said Nadav Tamir, Executive Director of J Street Israel. \u00a0The growing international urgency about the Middle East must be translated into a clear, irreversible pathway towards a demilitarized Palestinian State alongside Israel, he said, calling for both sides to be integrated into a regional coalition that rejects jihadist and terrorist forces.<\/p>\n<p>\u201cIsraelis understand that the path to security passes through normalization,\u201d he stressed, rejecting the de facto annexation of the West Bank and stressing the need to prevent Hamas from retaining an armed militia.\u00a0 \u201cWe stand at a crossroads between annexation and expulsion \u2014 which would lead to endless bloodshed \u2014 and a negotiated future grounded in mutual recognition and regional integration,\u201d he said.\u00a0 Here, the voice and engagement of the international community are critical.\u00a0 \u201cHistory shows that trauma can be transformed into opportunity if leadership is courageous and the international community is resolute,\u201d he urged.<\/p>\n<h3><strong>Competing Narratives\u00a0<\/strong><\/h3>\n<p>Following the briefers,\u00a0the observer for the State of Palestine urged the Security Council \u2014 \u201cand all States who are seeking peace\u201d \u2014 to act.\u00a0 Israel\u2019s Government is \u201cseeking an explosion in the West Bank\u201d, he said. \u00a0This would allow it to \u201cgo all the way\u201d, and this is the reason for military incursions, settler policies, theft of financial resources and the undermining of the Palestinian Authority \u2014 \u201canything that would allow it to liquidate the Palestine question\u201d.\u00a0 The two-State solution must not become the \u201ctwo-State illusion\u201d, he said. \u00a0\u201cIf you believe it is the only way forward, then you must end the occupation and save the Palestinian State to save peace.\u201d<\/p>\n<p>However, Gideon Saar, Minister for Foreign Affairs of Israel, said \u201cthere has simply never been a Palestinian State\u201d.\u00a0 Stressing that \u201cwe are the Indigenous People in the land of Israel\u201d, he recalled the 1917 Balfour Declaration that \u201creestablished a national home for the Jewish people in our land\u201d.\u00a0 Holding up a map of this \u201cBritish mandate\u201d, he pointed to Judea and Samaria \u2014 \u201csome of you call it the West Bank\u201d \u2014 and said that claims that Jewish people cannot live in this area are inconsistent with international law and \u201cmorally distorted\u201d.\u00a0 Asking those present to reflect on which gathering mattered more \u2014 today\u2019s Council debate or the upcoming Board of Peace meeting \u2014 he urged the UN to \u201cwake up before it loses its remaining importance, influence and status\u201d.<\/p>\n<p>On that point, the representative of the United States said the Board of Peace is expected to announce over $5\u00a0billion in pledges for reconstruction at its inaugural meeting in Washington, D.C., on 19\u00a0February.\u00a0 While some have criticized the Board\u2019s unconventional structure, he stressed that \u201cold structures were not working\u201d and thanked Member States for choosing a new path.\u00a0 \u201cThe Board of Peace is a board of action,\u201d he declared.\u00a0 \u201cWe call on [you] to work with the Board and commit your time and treasure in a meaningful way.\u201d<\/p>\n<p>Yvette Cooper, Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom \u2014 Council President for February \u2014 spoke in her national capacity to note that her Government has provided over $100\u00a0million for humanitarian support in Gaza in 2026.\u00a0 Noting ceasefire violations on both sides, she warned that the Strip \u201cmust not get stuck in a no-man\u2019s land between peace and war\u201d.<\/p>\n<h3><strong>Growing Alarm over Annexation of West Bank, Future of Two<\/strong>\u00a0<strong>States<\/strong><\/h3>\n<p>Events in the West Bank were also a focus, with many delegates denouncing recent measures taken by Israel to expand control over Areas A, B and C \u2014 moves that threaten the lives of Palestinians and extinguish any hope of a two-State solution.<\/p>\n<p>Mohammad Ishaq Dar, Deputy Prime Minister of Pakistan, described Israel\u2019s decisions as \u201cgravely disturbing\u201d and called for a timebound horizon towards Palestinian statehood.<\/p>\n<p>Many Council members \u2014 among them, Bahrain, China, Colombia, Denmark, Greece, Latvia and Somalia \u2014 called on the international community to oppose attempts to alter the demographic composition of Palestinian territories.\u00a0 France\u2019s representative, like others, said that this \u201cmomentum of annexation\u201d undermines prospects for peace at a time of decisive diplomacy, while the Russian Federation\u2019s representative condemned Israel\u2019s attempt to give itself \u201ccarte blanche\u201d to irrevocably change the status quo in the West Bank by \u201centrenching creeping expansion\u201d and expelling the local population.<\/p>\n<p>\u201cHistory shows that when political horizons narrow, extremism widens,\u201d Liberia\u2019s representative observed.\u00a0 \u201cA freeze on settlement is not ideological \u2014 it is preventive diplomacy\u201d he said, explaining that \u201cpeace cannot grow where facts on the ground are engineered to avoid it or to foreclose it.\u201d\u00a0 Rather, a just and lasting solution can only be arrived at through peaceful means, the representative of the Democratic Republic of the Congo said.\u00a0 Panama\u2019s representative warned that \u201cthe ceasefire alone is not enough\u201d. \u00a0What is needed is political will from all actors.<\/p>\n<h3><strong>Regional Calls for Reconstruction and Renewal<\/strong><\/h3>\n<p>Speakers from the region also weighed in, with Ayman Safadi, Deputy Prime Minister of Jordan, stressing that \u201cannexing the West Bank means destroying all chances of a just peace\u201d.\u00a0 He called for operational steps to protect the two-State solution, and citing resolution 2803 (2025), said the international community protects the rights of all peoples in the region to live in security and peace by preventing Israel from annexing the territory.<\/p>\n<p>The representatives of Saudi Arabia and Syria, the latter speaking for the Arab Group, both similarly rejected Israel\u2019s attempt to \u201cassassinate the Palestinian State\u201d.\u00a0 Badr Ahmed Mohammed Abdelatty, Minister for Foreign Affairs of Egypt, condemned these practices while underlining the need to begin recovery and reconstruction in Gaza \u2014 not just physically, but also towards the \u201crestoration of the elements of a normal life\u201d.<\/p>\n<p>Also opposing Israel\u2019s \u201cexpansionist policies and unlawful measures\u201d in the West Bank was Qatar\u2019s representative, who said that these actions violate international law, fuel regional conflict and hinder peace efforts.\u00a0 Qatar supports the mandate of the Board of Peace as a \u201ctransitional\u201d body, she said \u2014 a point echoed by the representative of T\u00fcrkiye.\u00a0 Meanwhile, the representative of the United Arab Emirates stressed that the promise of reconstruction and renewal \u201ccan only be fully realized if accompanied by a political pathway that leads to the two-State solution\u201d.<\/p>\n<p>For his part, Sugiono, Minister for Foreign Affairs of Indonesia, said that the work of the Council and the Board must reinforce each other.\u00a0 \u201cPeace may have different tracks,\u201d he stressed, \u201cbut it cannot afford different directions.\u201d<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div><em>Related
