    <\/a>I. UN Security Council Authorizes Stabilization Force in Gaza<\/strong><\/h2>\n

    The UN Security Council on 17 November endorsed<\/a> the United States-backed \u201cComprehensive Plan to End the Gaza Conflict\u201d, welcomed its establishment of the Board of Peace and authorized the Board and Member States working with it to establish a temporary International Stabilization Force in Gaza. Adopting resolution S\/RES\/2803 (2025)<\/a> by a vote of 13 in favour to none against, with 2 abstentions (China, Russian Federation), the Council also authorized the Board and Member States participating therein to enter arrangements necessary to achieve the Comprehensive Plan\u2019s objectives. The UN Secretary-General stated<\/a> that the Security Council resolution on Gaza is an important step in the consolidation of the ceasefire.<\/p>\n

    Addressing the press following the adoption of the resolution, US Permanent Representative to the United Nations said<\/a> that \u201ctoday marks a turning point\u2014not just for Gaza, not just for the Middle East, but for what international cooperation under President Trump\u2019s leadership can achieve when we choose diplomacy over destruction, when we choose stability over suffering, and peace over perpetual conflict. Today, the United Nations proved it can be great again.\u201d Meanwhile, Francesca Albanese, the UN Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967, expressed<\/a> serious concern, warning that the resolution \u201cruns counter to the Palestinian right to self-determination, consolidates Israel\u2019s unlawful presence in the occupied Palestinian territory, including ongoing unlawful policies and practices, and therefore risks legitimating ongoing mass violence.\u201d<\/p>\n

      <\/a>II. UN Commemorates the International Day of Solidarity with the Palestinian People<\/strong><\/h2>\n

      On 25 November 2025, the international community, led by the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People, gathered to commemorate the\u00a0International Day of Solidarity with the Palestinian People. In his message on the occasion, the UN Secretary-General called<\/a> on listeners to \u201cdraw inspiration from the Palestinian people themselves, whose resilience and hope are a testament to the human spirit.\u201d In her address<\/a>, the President of the UN General Assembly stated that \u201c78 years long we have denied the Palestinian people their inalienable rights, in particular their right to self-determination.\u201d The Chair of the UN Palestinian Rights Committee called for action, stressing<\/a> that \u201cthe time to act decidedly is now. We must collectively and decisively end this humanitarian, political, legal, and moral catastrophe that remains a stain on the international community.\u201d \u201cThe Palestinian people do not need a peace plan, what we need is a justice plan\u201d, Mosab Abu Toha, poet, founder of the Edward Said Library and winner of the Pulitzer Prize, told<\/a> the Committee on the Exercise of the Inalienable Rights of the Palestinian People.<\/p>\n

        <\/a>III. UN General Assembly Committees Deliberate on the Question of Palestine<\/strong><\/h2>\n

        The UN Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories warned<\/a> on 17 November, that \u201cIsrael\u2019s genocidal practices in Gaza have inflicted unimaginable pain and suffering.\u201d Presenting its latest\u00a0report<\/em><\/a>\u00a0to the General Assembly, the Committee said that Israel continues to expand its presence and control of territory in Palestine, Syria and Southern Lebanon. \u201cIsrael\u2019s constant claims to a borderless \u201cLand of Israel\u201d are incompatible with a just and lasting peace and will bring nothing but more suffering and dispossession to the Middle East region if not reined in by the international community,\u201d the Committee said.<\/p>\n

        The Fourth Committee of the UN General Assembly adopted a resolution on 19 November on assistance to Palestinian refugees and the renewal of the United Nations Relief and Works Agency (UNRWA) mandate, with 149 countries voting in favour, 10 against, and 13 abstaining.\u00a0\u00a0By the terms of the draft resolution on \u201cAssistance to Palestine refugees\u201d (document\u00a0A\/C.4\/80\/L.17<\/a>), the Assembly commended UNRWA for its provision of vital assistance to the Palestine refugees and its role as a stabilizing factor in the region and decided to extend its mandate until 30\u00a0June\u00a02029. Prior to the vote, UNRWA Commissioner-General Philippe Lazzarini highlighted<\/a> the importance of renewing the agency\u2019s mandate to protect and assist Palestinian refugees until a just and lasting solution is achieved.<\/p>\n

          <\/a>IV. UN Palestinian Rights Committee strengthens engagement in Chile and Brazil<\/strong><\/h2>\n

          On 10 November, a delegation of the Bureau of the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People visited<\/a> Bras\u00edlia, Brazil. During the visit, the delegation held bilateral meetings with Brazilian counterparts to strengthen cooperation and advance efforts toward a just and lasting solution to the Question of Palestine.<\/p>\n

          On 12 November, the\u00a0second consultations in 2025<\/a>\u00a0between the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People and civil society organizations was held at ECLAC\u2019s headquarters in Santiago, Chile. Government authorities and representatives of civil society organizations and the Palestinian diaspora in Latin America reaffirmed during the event their commitment to and solidarity with the Palestinian people, and called on the international community to ensure the ceasefire and the comprehensive recovery of Gaza, urging for an end to Israel\u2019s illegal occupation of the Palestinian territory and for resolute progress to be made on implementing the two-State solution as the surest path towards peace and security in the Middle East. In the margins of the\u00a0CSO consultations, the Committee Delegation also held a number of bilateral meetings with\u00a0 Chilean counterparts to strengthen cooperation and advance efforts toward a just and lasting solution on the question of Palestine.<\/p>\n

            <\/a>V. Gaza & OPT Humanitarian Situation Updates<\/strong><\/h2>\n

            On 7 November, the UN Human Rights office in the Occupied Palestinian Territory called<\/a> on Israel to immediately halt the mass demolition orders issued on 28 October 2025 targeting 11 homes and vital community infrastructure in the Bedouin community of Umm Al Khair, South Hebron Hills in the occupied West Bank. The UN Office for the Coordination of Humanitarian Affairs (OCHA) said<\/a> on 10 November that one month into the ceasefire, efforts to ramp up aid in the\u00a0Gaza Strip\u00a0were still \u201cbeing held back by red tape, ongoing bans on key humanitarian partners, too few crossings and routes, and insecurity that persists despite the ceasefire\u201d.<\/p>\n

            \u201cIsrael\u2019s continuing violations of the ceasefire in Gaza are threatening the fragile truce\u201d, 27 UN experts warned<\/a> on 24 November, urging all States to ensure \u201cattacks against civilians cease immediately and unhindered delivery of aid, including medical aid, is allowed into the area.\u201d A new report by UN Trade and Development (UNCTAD) found that the prolonged military operation and long-standing restrictions have driven the economy of the Occupied Palestinian Territory into its most severe contraction on record, wiping out decades of development gains and deepening fiscal and social fragility.<\/p>\n
