Mr. Alberto van\u00a0Klaveren, and former Chilean diplomats and current international affairs practitioners at the Permanent Forum on Foreign Policy. The impact of this Opinion\u00a0would\u00a0be decisive to improve the tragic situation in Gaza.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Mr.\u00a0Salazar-Xirinachs\u00a0concluded\u00a0that\u00a0<\/span><span data-contrast=\"auto\">the United Nations\u00a0would\u00a0continue to do everything possible to support a peaceful resolution of the question of Palestine including through the efforts of the United Nations Special Coordinator for the Middle East Peace Process.\u00a0He highlighted the support to the\u00a0UN Palestinian\u00a0Rights\u00a0Committee\u00a0and its mandate, including outreach to civil society partners in efforts towards realizing Palestinian self-determination and return, and to achieving the two-State solution\u00a0on the basis of\u00a0the pre-1967 lines.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The\u00a0<\/span><b><span data-contrast=\"auto\">Chair of the Committee\u00a0and Permanent Representative of Senegal to the United Nations in New York, Ambassador Coly Seck<\/span><\/b><span data-contrast=\"auto\">,\u00a0warned\u00a0<\/span><span data-contrast=\"auto\">that international law continues to be\u00a0ignored by Israel, impunity prevails and the credibility of the international community and international norms for conflict prevention and resolution are undermined. In the West Bank, continuing displacement, dispossession, settler violence and de facto annexation and expansion of illegal settlements, particularly in the E1 area, are seriously eroding the viability of the two-State solution. Yet, glimmers of hope have re-emerged with important\u00a0Member\u00a0States initiatives,\u00a0chiefly among them\u00a0the High-Level Conference on the Peaceful Settlement of the Question of Palestine and the Implementation of the two-State Solution, co-chaired by France and Saudi Arabia. The Committee\u00a0had\u00a0welcomed this political momentum for peace and endorsed the <a href=\"https:\/\/www.un.org\/unispal\/document\/un-high-level-international-conference-new-york-declaration-29jul2025\/\" target=\"_blank\" rel=\"noopener\">New York\u00a0Declaration<\/a>\u00a0and\u00a0celebrated the recognition of the State of Palestine by ten more Member States,\u00a0including two permanent members of the Security Council.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Ambassador Seck\u00a0reiterated the need for\u00a0an immediate, safe,\u00a0unconditional\u00a0and unhindered delivery of humanitarian\u00a0assistance\u00a0through all crossings and throughout Gaza and the lifting of all crossings by Israel for the resumption of power supplies, entry of fuel, medical supplies,\u00a0food\u00a0and water. Gaza is an integral part of a Palestinian State, and as underlined in the New York Declaration, there must be no occupation, siege, territorial reduction or forced displacement.\u00a0The international community\u00a0must continue to reaffirm the two-State solution as the only viable solution to ending illegal occupation and express\u00a0its\u00a0commitments to taking concrete measures in accordance with international law, and in line with the relevant UN resolutions and the ICJ Advisory Opinion, to help realize the right of the Palestinian people to self-determination and to counter threats of annexation and forcible displacement.\u00a0He further\u00a0stated\u00a0that the world is watching Gaza and the whole of Palestine\u00a0and that\u00a0States must step\u00a0up\u00a0to\u00a0their responsibilities.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In her\u00a0remarks,\u00a0the\u00a0<\/span><b><span data-contrast=\"auto\">Ambassador of Palestine in Chile,<\/span><\/b><span data-contrast=\"auto\">\u00a0<\/span><b><span data-contrast=\"auto\">H.E. Ms.\u00a0Vera\u00a0Baboun<\/span><\/b><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">said it\u00a0was\u00a0no coincidence that this conference\u00a0was\u00a0taking\u00a0place in Chile, a nation that has long championed Palestine\u2019s right to justice, freedom, and statehood.\u00a0Chile hosts the largest Palestinian community outside the Arab world, a vibrant and influential diaspora that has tirelessly advanced the Palestinian cause through political, legal, cultural, and humanitarian initiatives. Alongside it, Palestinian communities from across Latin America\u00a0\u2013\u00a0including Brazil, Colombia, Bolivia, Mexico, and Peru\u00a0\u2013\u00a0stand united in this gathering, embodying the strength of civil society as a force for Palestine\u2019s justice, dignity, and independence. This includes the initiative of Chilean civil society, which has shown an extraordinary sense of moral and political responsibility by filing legal action before the International Criminal Court (ICC) against Israeli Prime Minister Netanyahu and other Israeli officials for crimes committed in Gaza.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Ambassador\u00a0Baboun\u00a0<\/span><span data-contrast=\"auto\">lamented that in Gaza, humanity itself stands on the brink. What was once a living, breathing society has been reduced to ashes\u00a0\u2013\u00a0its cities crushed, its hospitals silenced, its people trapped between the ruins and the siege.\u00a0Amid immense suffering, the call for justice endures. In 2025, during the\u00a079th session of the UN General Assembly, <a href=\"https:\/\/www.un.org\/unispal\/document\/un-high-level-international-conference-new-york-declaration-29jul2025\/\" target=\"_blank\" rel=\"noopener\">the New York Declaration<\/a> was launched under\u00a0French\u00a0and\u00a0Saudi\u00a0Arabian\u00a0leadership, with wide Arab and global support.\u00a0That\u00a0conference culminated in\u00a010\u00a0new recognitions of Palestine, raising the total to 160 out of 193\u00a0UN\u00a0Member States.\u00a0She expressed\u00a0her\u00a0profound appreciation to the civil society organizations and the Palestinian communities in Chile and across Latin America whose voices lent\u00a0moral weight and human depth to the\u00a0conference. Their presence\u00a0was not symbolic\u00a0\u2013\u00a0it\u00a0was\u00a0indispensable,\u00a0and\u00a0\u00a0their\u00a0role\u00a0in the conference,\u00a0pivotal. Civil society provides the\u00a0accountability that sustains international law\u00a0\u2013\u00a0monitoring human rights violations, supporting victims, and mobilizing global advocacy to demand justice and an end to the occupation.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">During the\u00a0first\u00a0plenary session\u00a0\u201c<\/span><i><span data-contrast=\"auto\">Overview of the Current Situation in the Occupied Palestinian Territory, including East Jerusalem, and International Community Obligations\u201d<\/span><\/i><span data-contrast=\"auto\">,\u00a0the<\/span><b><span data-contrast=\"auto\">\u00a0President of the Palestinian Community\u00a0of\u00a0Chile, Mr.<\/span><\/b><span data-contrast=\"auto\">\u00a0<\/span><a href=\"https:\/\/www.youtube.com\/watch?v=pe_Hly2odDE\" target=\"_blank\" rel=\"noopener\"><b><span data-contrast=\"auto\">Mauricio Khamis<\/span><\/b><\/a><span data-contrast=\"auto\">,\u00a0said that the Palestinian\u00a0<\/span><span data-contrast=\"auto\">Community\u00a0brings together more than forty Arab and Palestinian organizations across the country: social and cultural centers, charitable entities such as the Bel\u00e9n 2000 Foundation, the Arab Charity Union, the General Union of Palestinian Women and the Palestinian Ladies, as well as sports institutions like the Palestino Sports Club, which has proudly carried the Palestinian flag to every corner of Latin America.<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">The Palestinian diaspora \u2013 scattered around the\u00a0world, but\u00a0united by memory and identity \u2013 has become an extension of Palestine,\u00a0saying that\u00a0\u201cWe are the voices that speak when attempts are made to silence those living under occupation.\u201d\u00a0In\u00a0that regard, he explained\u00a0that through\u00a0their\u00a0organizations, civil society, the media, universities and links with the political world,\u00a0Chileans\u00a0have managed to\u00a0establish\u00a0Palestine as a state issue, as a shared ethical and legal conviction.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Mr. Khamis\u00a0mentioned the\u00a0example\u00a0of civil society\u2019s advocacy for a draft bill\u00a0that prohibits the import of products from illegal Israeli settlements in the OPT.\u00a0This project, supported transversally by parliamentarians from all political sectors, sets a historic precedent in the region and constitutes an act of coherence with international law.\u00a0He concluded\u00a0that\u00a0the\u00a0strength of civil society and organized communities shows that the Palestinian cause does not belong only to diplomats or foreign ministries, but to all human beings who believe in justice.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Mr. <a href=\"https:\/\/www.youtube.com\/watch?v=0hur1C2vr5M\" target=\"_blank\" rel=\"noopener\">Xavier Abu Eid<\/a>,\u00a0<\/span><\/b><b><span data-contrast=\"auto\">Former\u00a0Communication\u00a0Advisor to the PLO<\/span><\/b><span data-contrast=\"auto\">,\u00a0described the situation in the OPT\u00a0and\u00a0stated\u00a0that\u00a0the last two years\u00a0have unfortunately not\u00a0demonstrated\u00a0anything new\u00a0as\u00a0previous\u00a0Israeli violations\u00a0had\u00a0been extensively documented and\u00a0made\u00a0available to the public. and under\u00a0President Boric\u00a0who\u00a0has\u00a0maintained\u00a0a firm and clear voice in defense of the rights of the Palestinian people.\u00a0Chile was the first country in the world to recall its ambassador to Israel for consultations after the beginning of the genocide in Gaza; The situation in the OPT is not a political crisis\u00a0but flagrant violations of international law as recognized in\u00a0numerous\u00a0UN resolutions. All\u00a0States\u00a0have the obligation\u00a0of not recognizing or\u00a0assisting\u00a0in sustaining this illegal situation but to cooperate to end it.\u00a0Discussions have also charted the path\u00a0for the future based on the need for an accountability process, recognition of a\u00a0Palestinian State and\u00a0support to\u00a0the two-State solution\u00a0and\u00a0right to self-determination.
