The two-State solution is farther than ever before.&#8221;"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p><em><span style=\"color: #0000ff\"><a style=\"color: #0000ff\" href=\"https:\/\/www.un.org\/unispal\/high-level-conference-two-state-solution-july2025\/\" target=\"_blank\" rel=\"noopener\">To learn more about the High-level international conference, please visit the dedicated page<\/a><\/span><\/em><\/p>\n<p>28 July 2025<\/p>\n<h2 style=\"text-align: center\"><strong>Secretary-General&#8217;s remarks to the wrap-up session (morning) of the High-level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the two-State Solution<\/strong><\/h2>\n<p>Following are UN Secretary-General Ant\u00f3nio Guterres\u2019 remarks to the morning wrap-up session titled \u201cDelivering on Peace: \u00a0Consolidating Outcomes and Charting the Path Forward\u201d, held during the High-Level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution, in New York today:<\/p>\n<div class=\"content\">\n<div class=\"field field-name-body field-type-text-with-summary field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<p>I thank the Governments of France and Saudi Arabia for organizing this international conference on the implementation of the two-State solution.<\/p>\n<p>We are here today with our eyes wide open \u2014 fully aware of the challenges before us.\u00a0 We know that the Israeli-Palestinian conflict has endured for generations \u2014 defying hopes, defying diplomacy, defying countless resolutions, defying international law.<\/p>\n<p>We know that the conflict continues to take lives, destroy futures and destabilize the region and our world.\u00a0 But, we also know its persistence is not inevitable.\u00a0 It can be resolved.\u00a0 That demands political will and courageous leadership.\u00a0 And it demands truth.\u00a0 The truth is: \u00a0we are at a breaking point.\u00a0 The two-State solution is farther than ever before.<\/p>\n<p>Nothing can justify the horrific 7\u00a0October\u00a0[2023] terror attacks by Hamas and the taking of hostages, both of which I have repeatedly condemned.\u00a0 And nothing can justify the obliteration of Gaza that has unfolded before the eyes of the world.<\/p>\n<p>The starvation of the population; the killing of tens of thousands of civilians; the further fragmentation of the Occupied Palestinian Territory; the relentless expansion of settlements; the surge in settler violence against Palestinians; the demolition of homes and forced displacement of populations; the changes to demographics on the ground; the absence of any credible political horizon.<\/p>\n<p>And the support \u2014 as expressed in a Knesset declaration voted last week \u2014 for annexing the Occupied West Bank.\u00a0 Let\u2019s be clear:\u00a0 The creeping annexation of the occupied West Bank is illegal.\u00a0 It must stop.\u00a0 The wholesale destruction of Gaza is intolerable.\u00a0 It must stop.\u00a0 Unilateral actions that would forever undermine the two-State solution are unacceptable.\u00a0 They must stop.<\/p>\n<p>These are not isolated events.\u00a0 They are part of a systemic reality that is dismantling the building blocks of peace in the Middle East.\u00a0 And yet, precisely because of the grim realities, we must do even more to realize the two-State solution.\u00a0 Today\u2019s conference is a rare and indispensable opportunity.\u00a0 We must ensure that it does not become another exercise in well-meaning rhetoric.<\/p>\n<p>It can and must serve as a decisive turning point \u2014 one that catalyses irreversible progress towards ending the occupation and realizing our shared aspiration for a viable two-State solution.\u00a0 The two-State solution remains the only framework rooted in international law, endorsed by this Assembly and supported by the international community.<\/p>\n<p>Specifically: \u00a0Israel and Palestine, living side by side in peace and security, within secure and recognized borders, on the basis of the pre-1967 lines, with Jerusalem as the capital of both States \u2014 in line with international law, UN resolutions and other relevant agreements.<\/p>\n<p>Two independent, contiguous, democratic and sovereign States recognized by all and fully integrated into the international community.\u00a0It is the only credible path to a just and lasting peace between Israelis and Palestinians.\u00a0 And it is the sine qua non for peace across the wider Middle East.<\/p>\n<p>Israel, Palestine and others will have to make difficult decisions on that path.\u00a0 Bold and principled leadership will be required on all sides.\u00a0 We are here to encourage and support that effort.\u00a0 Thank you for coming together to advance this essential cause for the people of Israel, Palestine and all humanity.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp;
