Ordinary Gazans remain in a \u201cconstant state of trauma\u201d over an impending full-scale Israeli attack on the enclave\u2019s southernmost city of Rafah amid a growing number of strikes there, the head of the UN agency for Palestinian refugees said on Tuesday.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

\u201cThere is an extraordinary, deep anxiety prevailing right now in Gaza because the question everybody asks is whether, yes or no, there would be a military offensive,\u201d\u00a0UNRWA<\/a>\u00a0Commissioner-General Philippe Lazzarini told journalists in Geneva.<\/p>\n

Following several\u00a0reports<\/a>\u00a0by the UN aid coordination office,\u00a0OCHA<\/a>, of \u201cintensive strikes on Rafah\u201d that caused dozens of fatalities, Mr. Lazzarini said a full-scale invasion of Rafah \u2013 currently home to around one million displaced Gazans \u2013\u00a0depended on \u201cwhether or not a ceasefire deal will be reached this week\u201d<\/strong>.<\/p>\n

Despite renewed international pressure for a humanitarian pause, including from the United States, no breakthrough in negotiations has yet been announced.<\/p>\n

Hunger still a huge threat<\/strong><\/h2>\n

In the meantime, Gaza\u2019s hunger crisis has not gone away, the UNRWA chief said, pointing to “a spreading hunger and a looming famine”<\/strong>, especially in the northern part of the enclave.<\/p>\n

\u201cThe good news is that my colleagues have reported that there is more food available in the market \u2013 so increase the availability \u2013 but it still does not mean that the food is accessible just because there is\u00a0absolutely no cash circulating<\/strong>\u00a0in the northern part of the Gaza Strip.\u201d<\/p>\n

Safe water emergency<\/strong><\/h2>\n

Echoing concerns in a regular update on the crisis, OCHA noted that the situation remains dire in Rafah, where residents \u201cface severe challenges in accessing basic services such as healthcare, clean water and sanitation facilities\u201d.<\/p>\n

The UN aid coordination office added that the coastal water board had warned that the entire water and sanitation system was \u201cnearing collapse\u201d.<\/p>\n

To address rising needs for safe drinking water, the Gazan utility and the UN Children\u2019s Fund (UNICEF<\/a>) unveiled a solar-operated water desalination station in Rafah last week. It can produce enough potable water for 400 families at a school sheltering displaced people.<\/p>\n

To help meet still-desperate nutrition needs, UNICEF and more than a dozen humanitarian partners have also expanded outpatient treatment services for acutely malnourished children to more than 100 sites across Gaza, including more than 50 in Rafah and three dozen in the north.<\/p>\n

Some aid relief progress<\/strong><\/h2>\n<\/div>\n<\/div>\n

In a glimmer of good news, Mr. Lazzarini said that more humanitarian supplies have entered the enclave in past weeks than in previous months, but it is \u201cstill far from enough<\/strong>\u00a0to reverse the negative trend we have seen\u201d.<\/p>\n

UNRWA\u2019s requests to send aid convoys continue to be \u201csystematically denied\u201d by Israel, he continued, adding that the laborious process of having to unload and reload supplies to allow for inspection increased delays that were already impacted by operating hours of the crossing into Gaza that vary \u201cfrom one day to another\u201d.<\/p>\n

Bodies \u2018dumped\u2019<\/strong><\/h2>\n

The\u00a0crossing into Gaza could also be closed at a moment\u2019s notice and \u201cmany times a week\u201d by the Israeli authorities<\/strong>, the UN official said, \u201cbecause they are just dumping released detainees or dumping sometimes (Palestinians\u2019) bodies who have been taken to Israel and back to the Gaza Strip\u201d.<\/p>\n

After\u00a0renewing his call in common with the UN Secretary-General for the \u201cunconditional and immediate release\u201d of all Israeli hostages<\/strong>\u00a0still held in Gaza, the UNRWA chief underscored deep concerns for all Gazans detained by the Israeli Security Forces.<\/p>\n

Citing testimonies of released detainees, Mr. Lazzarini explained that they described being \u201croutinely rounded up, stripped to their underwear and loaded into trucks, blindfolded and bound\u201d.<\/p>\n

Once arrested, the detainees remained incommunicado and faced \u201cshocking inhumane treatment, including waterboarding, severe beatings, attacks by dogs<\/strong>\u00a0and being forced to hold that stress position for hours, sometimes 12 hours, 24 hours\u201d.<\/p>\n

Detainees who Israel suspected of Hamas affiliation were also forced to wear a diaper instead of being able to go to the toilet and were also\u00a0\u201cpressured\u201d to state that UNRWA was \u201cpolitically affiliated\u201d in the Gaza Strip<\/strong>, in violation of its neutral status.<\/p>\n

182 fallen staff<\/strong><\/h2>\n

Gazan health authorities report that at least 34,500 Palestinians have been killed and more than 77,700 wounded in Israeli attacks since 7 October. To date, 182 UNRWA staff have been killed and more than\u00a0160 of the agency\u2019s premises\u00a0<\/a>have been damaged or totally destroyed, the Commissioner-General reported.<\/p>\n

\u201cMost of these premises were sheltering displaced people and more than 400 people have been killed in these premises,\u201d he said, before condemning the use of these facilities for military purposes after they were vacated, many in northern Gaza.<\/p>\n

This \u201cblatant disregard of the United Nations\u201d must be investigated once the war ends to prevent it becoming the \u201cnew standard\u201d in warfare, Mr. Lazzarini insisted.<\/p>\n

Defending UNRWA<\/strong><\/h2>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

Turning to unproven allegations of Hamas collusion involving UNRWA staff, the Commissioner-General repeatedly stressed the agency\u2019s neutrality, backed by the recently published findings of the\u00a0Colonna inquiry<\/a>, and noted that\u00a0a separate UN investigation<\/a>\u00a0into 19 individuals had completely cleared one staff member of any wrongdoing and had been paused into four other cases, since\u00a0no further information had been provided to justify the accusations<\/strong>.<\/p>\n

Speaking in French to reject serial, unfounded allegations that have circulated since the outbreak of hostilities that hundreds of UNRWA staff were members of armed groups, Mr. Lazzarini said\u00a0\u201cfor the moment, these were just ‘statements’ lacking any substantiating information<\/strong>.”<\/p>\n

ICJ rejects petition to censure German arms exports<\/h2>\n

In a related development on Tuesday, the UN\u2019s top court\u00a0rejected<\/a>\u00a0a call to take action against Germany over the country\u2019s arms exports to Israel.<\/p>\n

Nicaragua had petitioned the International Court of Justice (ICJ<\/a>) to issue \u201cprovisional measures\u201d, alleging \u201cGermany\u2019s participation in the ongoing plausible genocide and serious breaches of international humanitarian law and other peremptory norms of general international law occurring in the Gaza Strip\u201d.<\/p>\n

The ICJ ruled against the measure by 15 to one, indicating in a short statement that \u201cthe circumstances\u201d of the case as presented to the court \u201care not such as to require the exercise of its power under Article 41 of the Statute to indicate (the implementation of) provisional measures\u201d.<\/p>\n

The court, which is based in The Hague, recently issued\u00a0provisional measures against Israel<\/a>, in a case brought by South Africa, in response to a request from South Africa, which accused Israel of genocide in Gaza.<\/p>\n

The ICJ ordered Israel to take \u201call necessary and effective measures to ensure, without delay, in full cooperation with the United Nations, the unhindered provision at scale by all concerned of urgently needed basic services and humanitarian assistance to Palestinians throughout Gaza\u201d.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n
