{"id":295517,"date":"2024-04-26T11:15:54","date_gmt":"2024-04-26T15:15:54","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?post_type=document&#038;p=295517"},"modified":"2024-04-30T08:52:47","modified_gmt":"2024-04-30T12:52:47","slug":"un-updates-on-probe-into-allegations-of-staff-collusion-during-7-october-attacks","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/un-updates-on-probe-into-allegations-of-staff-collusion-during-7-october-attacks\/","title":{"rendered":"UN updates on probe into allegations of staff collusion during 7 October attacks"},"content":{"rendered":"<p><b>26 April 2024 <\/b><b><\/b><\/p>\n<p>A UN office investigating Israeli accusations that 12 staff members from UN Palestine relief agency UNRWA were involved in the 7 October Hamas-led attacks has closed one of the cases because Israel had not provided any supporting evidence, UN Spokesperson St\u00e9phane Dujarric said on Friday.<\/p>\n<p>\u201cWe are exploring\u00a0<b><strong>corrective administrative action<\/strong><\/b>\u00a0to be taken in that person\u2019s case,\u201d he\u00a0<a href=\"https:\/\/www.un.org\/sg\/en\/content\/ossg\/noon-briefing-highlight\" target=\"_blank\" rel=\"noopener\"><u>said<\/u><\/a>, speaking during the daily press briefing in New York.<\/p>\n<p>Meanwhile, eight staff remain under investigation by the UN\u2019s internal oversight body, OIOS, which also suspended three cases \u201cas the\u00a0<b><strong>information provided by Israel is not sufficient for OIOS to proceed\u00a0<\/strong><\/b>with an investigation\u201d.<\/p>\n<p><a href=\"https:\/\/www.unrwa.org\/\">UNRWA<\/a>\u00a0is now also considering what administrative action to take in those three cases.<\/p>\n<h2>Immediate action taken<\/h2>\n<p>The accusations surfaced in January when Israel informed UNRWA of the alleged involvement of the staff members in the brutal assault on its territory. Some 1,200 people were killed and another 250 were taken to Gaza as hostages.<\/p>\n<p>Of the 12 people implicated, UNRWA immediately identified and terminated the contracts of 10, while two were confirmed dead.<\/p>\n<p>The UN Secretary-General immediately ordered OIOS to investigate, while an independent panel was appointed to conduct a separate assessment into whether UNRWA is doing everything to ensure neutrality and to respond to allegations of serious breaches when they arise.<\/p>\n<p>The panel, headed by former French foreign minister Catherine Colonna,\u00a0<a href=\"https:\/\/news.un.org\/en\/story\/2024\/04\/1148821\">published<\/a>\u00a0its\u00a0<a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/2024\/04\/unrwa_independent_review_on_neutrality.pdf\">report<\/a>\u00a0on Monday which found that \u201cthe set of rules and the mechanisms and procedures in place [at UNRWA] are the most elaborate within the UN system\u201d.<\/p>\n<h2>Seven more cases<\/h2>\n<p>Mr. Dujarric said the UN subsequently received information from Israel about seven more cases \u2013 five in March and two in April. One case has also been suspended pending receipt of additional supporting evidence, and OIOS are investigating the remainder.<\/p>\n<p>\u201cOIOS has also informed us that its investigators had travelled to Israel for discussions with the Israeli authorities and will undertake another visit in May.
