The resolution, among other points, demands\u00a0<span lang=\"EN-GB\" xml:lang=\"EN-GB\">immediate, safe and unhindered delivery of humanitarian assistance at scale directly to the Palestinian civilian population throughout the Gaza Strip.<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"block-un-base-theme-content\" class=\"block block-system block-system-main-block block-un-base-theme-content\">\n<div class=\"block-content block__content\">\n<article class=\"node node--type-news-story node--view-mode-full field--type-text-long field--label-hidden field__item\">\n<p>In the resolution, the\u00a0<a href=\"https:\/\/www.un.org\/securitycouncil\/\" target=\"_blank\" rel=\"noopener\">Security Council<\/a>\u00a0reaffirmed the obligations of the parties to the conflict under international humanitarian law, especially regarding the protection of civilians and civilian objects, safety of humanitarian personnel, and\u00a0the provision of humanitarian assistance.<\/p>\n<p>The Council demanded that the parties \u201callow, facilitate and enable\u201d the immediate, safe and unhindered delivery of humanitarian assistance at scale directly to the Palestinian civilian population throughout the Gaza Strip.<\/p>\n<p>It also requested the UN Secretary-General to appoint a Senior Humanitarian and Reconstruction Coordinator with responsibility for \u201cfacilitating, coordinating, monitoring, and verifying\u201d in Gaza, as appropriate, the humanitarian nature of all relief consignments to the enclave provided through States that are not party to the conflict.<\/p>\n<p>It also called for the \u201cexpeditious\u201d establishment of a UN mechanism to accelerate aid consignments to Gaza through States that are not party to the conflict, to expedite, streamline and accelerate assistance while continuing to help ensure that aid reaches its civilian target=\"_blank\" rel=\"noopener\">Security Council<\/a>\u00a0adjourned the meeting.<\/p>\n<p><strong>1:33 PM<\/strong><\/p>\n<h3>Step in the right direction: Egypt<\/h3>\n<p><strong>Egyptian Ambassador and Permanent Representative Osama Mahmoud Abdelkhalek Mahmoud\u00a0<\/strong>welcomed the adoption of the resolution, \u201ca step in the right direction\u201d to address the humanitarian impact of the war and ensure that aid will be delivered unhindered through a UN supervised mechanism.<\/p>\n<p>The representative also thanked the Secretary-General for invoking Article 99 of the United Nations Charter, before saluting the staff of the UN agency assisting Palestine refugees (<a href=\"https:\/\/www.unrwa.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">UNRWA<\/a>) their sacrifice on the ground.<\/p>\n<p>Now that the Security Council has secured a resolution, UN agencies and bodies must implement it without delay by drawing up a comprehensive plan for a functioning mechanism in cooperation with the international community, he said.<\/p>\n<p>But first of all, we must oblige Israel to a cease-fire, he added, asking the Security Council to act on a binding resolution calling for a comprehensive ceasefire.<\/p>\n<p>That is the will of the international community, he indicated, recalling the 153 votes in favour of the resolution adopted by the General Assembly on 12 December. He welcomed the provision to establish a UN mechanism to accelerate the provision of humanitarian relief consignments and call for its rapid implementation.<\/p>\n<p>\u201cThis resolution is a step in the right direction. the quality of aid and calls for the necessary steps to make it possible.<\/p>\n<p>\u201cFor Ecuador, it is of vital importance that humanitarian aid be delivered in sufficient quantity,\u201d he said, noting that the resolution should be seen as an additional step towards the urgent need for a ceasefire.<\/p>\n<p>He also underscored the demand for unconditional release of all hostages, reiterating his country\u2019s \u201crobust condemnation\u201d of the 7 October attacks by Hamas.<\/p>\n<p>Ambassador De La Gasca also highlighted the importance of the two-State solution, \u201cit is blockade strangling Gaza for the last 16 years,\u201d she added.<\/p>\n<p>In her address, Ambassador Nusseibeh also called for urgent action to save the two-State solution, noting that the resolution gives an opportunity to demonstrate \u201cat the very least\u201d the world will not tolerate the continued depravation of the people of Gaza from basic necessities.<\/p>\n<p>&#8220;It puts in place a system necessary now and that will remain necessary when the war ends,\u201d she said, adding \u201cwe are all responsible for making sure it works.\u201d<\/p>\n<p><strong>12:54 the crisis.<\/p>\n<h3>Avoiding another veto<\/h3>\n<p>The Council has been negotiating throughout the week to find language which will avoid a further US veto, having first introduced a draft which called for a \u201ccessation of hostilities\u201d, which now calls for a \u201csuspension\u201d of fighting, to vastly increase access for lifesaving aid.<\/p>\n<p>The US argued on Tuesday and in previous deadlocked sessions that any resolution must condemn the Hamas extremist group\u2019s terror attacks of 7 October which sparked this deadly and unprecedented surge in the Palestine-Israel conflict, and which led to around 1,200 deaths in southern Israel and the capture of more than 200 hostages by extremists, dozens of whom remain captive in Gaza.<\/p>\n<div class=\"align-right thousands of civilian deaths resulting from Israel\u2019s military action since 7 October.<\/p>\n<p>According to media reports, a further sticking point for diplomats negotiating the draft resolution has been the setting up of a UN monitoring mechanism which would be responsible for assessing the effectiveness of aid delivery at scale, independent of either Israeli or Hamas authorities in Gaza.<\/p>\n<h3><strong>Situation in Gaza<\/strong><\/h3>\n<p>Latest casualty figures from authorities in Gaza report around 20,000 civilian deaths since the Israeli retaliatory bombardment and offensive began, most of them women and children.<\/p>\n<p>As of Thursday there are\u00a0<a href=\"https:\/\/news.un.org\/en\/story\/2023\/12\/1145017\" target=\"_blank\" rel=\"noopener\">no functioning hospitals left<\/a>\u00a0in the north of the enclave and injured parents stranded in facilities are &#8220;waiting to die&#8221; there, according to the UN health agency\u00a0<a href=\"http:\/\/www.who.int\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\">WHO<\/a>.<\/p>\n<h3><strong>Tuesday\u2019s meeting<\/strong><\/h3>\n<p>On Tuesday\u00a0<a href=\"https:\/\/news.un.org\/en\/story\/2023\/12\/1144937\" target=\"_blank\" rel=\"noopener\">as the Council met<\/a>\u00a0to discuss the crisis in the Middle East in a scheduled debate, the UN Special Envoy for the peace process said the whole humanitarian system was \u201con the brink\u201d of collapse, and also voiced deep concern at the deteriorating situation for Palestinians in the occupied West Bank.<\/p>\n<p>\u201cI reiterate that security forces must exercise maximum restraint and use lethal force only when it is strictly unavoidable to protect life,\u201d Tor Wennesland
