This follows Wednesday\u2019s <a href=\"https:\/\/news.un.org\/en\/story\/2023\/12\/1144447\" target=\"_blank\" rel=\"noopener\">urgent letter<\/a>\u00a0by\u00a0<a href=\"https:\/\/www.un.org\/sg\/en\" target=\"_blank\" rel=\"noopener\">Secretary-General Ant\u00f3nio Guterres<\/a>\u00a0\u2013 one of the most powerful tools at his disposal \u2013 urging the body to help end carnage in the war-battered enclave through a lasting humanitarian ceasefire. A resolution tabled late afternoon in the chamber calling for an immediate humanitarian ceasefire was vetoed by the United States.<\/p>\n<div id=\"block-un-base-theme-content\" class=\"block block-system block-system-main-block block-un-base-theme-content\">\n<div class=\"block-content block__content\">\n<article class=\"node node--type-news-story node--sticky node--view-mode-full clearfix\">\n<header><\/header>\n<div class=\"node__content clearfix\"><\/div>\n<\/article>\n<\/div>\n<\/div>\n<div id=\"block-views-block-content-fields-block-body\" class=\"views-element-container block block-views block-views-block-content-fields-block-body\">\n<div class=\"block-content block__content\">\n<div class=\"view view-content-fields view-id-content_fields view-display-id-block_body js-view-dom-id-729cd02b2b099f8f58147d08d7339577c3e37e450ec9d78892b5b53f5674e460\">\n<div class=\"view-content\">\n<div class=\"views-row\">\n<div class=\"views-field views-field-field-news-story\">\n<div class=\"field-content\">\n<div class=\"paragraph paragraph--type--one-column-text paragraph--view-mode--default\">\n<div class=\"_none\">\n<div class=\"w-100\">\n<div class=\"layout row layout-builder__layout\">\n<div class=\"col-12\">\n<div class=\"_none block block-layout-builder block-field-block-paragraph-one-column-text-field-text-column\">\n<div class=\"block-content block__content\">\n<div class=\"clearfix text-formatted field field--name-field-text-column field--type-text-long field--label-hidden field__item\">\n<p><strong>4:30 PM<\/strong><\/p>\n<p>The\u00a0<a href=\"https:\/\/www.un.org\/securitycouncil\/\" target=\"_blank\" rel=\"noopener\">Security Council<\/a>\u00a0meeting has adjourned.<\/p>\n<h3>Here are the key points:<\/h3>\n<ul>\n<li>The US vetoed a resolution put forward by the United Arab Emirates and backed by over 90 Member States. There were 13 votes in favour and the United Kingdom abstained.<\/li>\n<li>The UN chief began this latest meeting on the crisis\u00a0<a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/statement\/2023-12-08\/secretary-generals-remarks-the-security-council-the-situation-the-middle-east-including-the-palestinian-question-bilingual-delivered-scroll-down-for-all-english\">with a stark warning<\/a>\u00a0that \u201cthe conditions for the effective delivery of humanitarian aid\u00a0<strong>no longer exist<\/strong>.\u201d<\/li>\n<li>He said \u201cthe eyes of the world &#8211; and the eyes of history &#8211; are watching&#8221;, demanding that the international community &#8220;do everything possible&#8221; to end the ordeal of the people of Gaza.<\/li>\n<li>Mr. Guterres said \u201cthe\u00a0<strong>UN is totally committed to stay and deliver<\/strong>\u00a0for the people of Gaza.\u201d<\/li>\n<li>The resolution which failed to pass took note of the Secretary-General\u2019s\u00a0<a href=\"https:\/\/news.un.org\/en\/story\/2023\/12\/1144447\" target=\"_blank\" rel=\"noopener\">invocation of Article 99<\/a>, expressed grave concern over the \u201ccatastrophic situation\u201d in Gaza, and emphasized that both Palestinian and Israeli civilians must be protected.<\/li>\n<li>It demanded an immediate humanitarian ceasefire, and the immediate and unconditional release of hostages as well as humanitarian access.<\/li>\n<li>It did not condemn the terror attacks perpetrated by Hamas on 7 October.<\/li>\n<\/ul>\n<hr \/>\n<p>&nbsp;<\/p>\n<p><strong>4:25 PM<\/strong><\/p>\n<h3>\u2018Humanity must prevail\u2019: Palestine<\/h3>\n<p><strong>Riyad Mansour, Permanent Observer of the Observer State of Palestine<\/strong>, said it was \u201cbeyond regrettable\u201d and \u201cdisastrous\u201d that the Security Council was prevented from upholding its responsibilities &#8211; through a newly adopted resolution &#8211; in the face of the crisis.<\/p>\n<p>\u201cMillions of Palestinian lives hang in the balance, every single one of them is sacred and worth saving,\u201d he said, adding that instead of allowing this Council to follow its mandate by finally making a clear call, after two months of massacres and atrocities, \u201cthe war criminals are given more time to perpetrate their crimes.\u201d<\/p>\n<p>\u201cHow can this be justified? How can anyone justify the slaughter of an entire people?\u201d, he said.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>4:03 PM<\/strong><\/p>\n<h3>UK: Hamas must be condemned<\/h3>\n<p>Explaining the UK\u2019s abstention from the draft resolution,\u00a0<strong>Ambassador Barbara Woodward<\/strong>\u00a0said her country could not vote in favour of a resolution that fails to condemn the atrocities Hamas committed on innocent Israeli civilians on 7 October.<\/p>\n<p>\u201cCalling for a ceasefire ignores the fact that Hamas has committed acts of terror and is still holding civilians hostage,\u201d she said, noting that Israel needs to be able to address the threat posed by Hamas and it needs to do so in a manner that abides by international humanitarian law.<\/p>\n<p>She reiterated the importance of working meaningfully towards a two-State solution \u201cwhich delivers statehood for the Palestinians, security for Israel and peace for people on both sides.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>4:03 PM<\/strong><\/p>\n<h3>\u2018No contradiction\u2019 in fighting terror and protecting civilians: France<\/h3>\n<p><strong>France\u2019s Permanent Representative Nicolas de Rivi\u00e8re<\/strong>\u00a0said the UN chief was correct to raise the alarm over the humanitarian tragedy unfolding in Gaza.<\/p>\n<p>\u201cIt is for this reason that France voted in favour of this resolution and it is for that reason that we plead for an immediate and lasting humanitarian truce\u201d, he added.<\/p>\n<p>\u201cFor our part, we do not see any contradiction in the fight against terrorism and the protection of civilians, in strict respect of international humanitarian law,\u201d he said, adding \u201cwe would have wished for this Council to finally have been able to condemn the Hamas attacks and those of other terrorist groups on 7 October.\u201d<\/p>\n<p>\u201cUnfortunately once again, this Council has failed. With a lack of unity and by refusing to genuinely commit to negotiations in doing this, the crisis in Gaza is getting worse and it runs the risk of extending,\u201d he said.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>3:53 PM<\/strong><\/p>\n<h3>Resolution \u2018divorced from reality\u2019: US<\/h3>\n<p>The US engaged in good faith on the text, said\u00a0<strong>Deputy Permanent Representative Robert A. Wood<\/strong>, that would increase opportunities for hostage release and more aid to reach Gaza.<\/p>\n<p>\u201cUnfortunately, nearly all of our recommendations were ignored\u201d leading to an \u201cimbalanced resolution that was divorced from reality that would not move the needle forward on the ground in any concrete way. And so, we regretfully could not support it.&#8221;<\/p>\n<p>He said the US still could not understand why the resolution\u2019s authors declined to include language condemning \u201cHamas\u2019s horrific terrorist attack\u201d on Israel, of 7 October.<\/p>\n<p>It killed people from a range of nationalities, subjecting many to \u201cobscene sexual violence.\u201d<\/p>\n<p>He said he had explained earlier in the day why an unconditional ceasefire would simply be \u201cdangerous\u201d and leave Hamas in place, able to attack again.<\/p>\n<p>It was \u201ca recipe for disaster for Israel, for Palestinians and for the entire region\u201d.<\/p>\n<p>Any ceasefire leaving Hamas in control would also deny Palestinians the chance to build something better for themselves, he added.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>3:47 PM<\/strong><\/p>\n<h3>US vetoes resolution<\/h3>\n<p>The vote just took place, with 13 members in favour.<\/p>\n<p>The US voted AGAINST, with the UK abstaining. He said if an immediate ceasefire was blocked by the US again, how could the country look its partners in the eye? He called on the US to &#8220;make the right choice&#8221; and support the demand for an end to violence.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>3:37 PM<\/strong><\/p>\n<p>Speaking before the vote, the representative of the UAE, said at least 97 Member States have co-sponsored their resolution: &#8220;<strong>It is clear in its intention &#8211; an immediate humanitarian ceasefire<\/strong>.&#8221;<\/p>\n<p>Saving lives right now, must supercede all other considerations, he said.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>3:34 PM<\/strong><\/p>\n<p>The president of the Council, the permanent representative from Ecuador, has brought the meeting to order again. A long list of non-member countries who have co-sponsored the resolution, are joining.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>3:28 PM<\/strong><\/p>\n<h3>Security Council reconvenes for the vote<\/h3>\n<p>The meeting is back in open session with the cameras rolling and a vote is believed to be imminent once it formally begins.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>3:14 PM<\/strong><\/p>\n<h3>Meeting behind closed doors<\/h3>\n<p>Ambassadors are now<strong>\u00a0meeting behind closed doors<\/strong>, ahead of an anticipated vote on a new draft resolution tabled by the United Arab Emirates, which many members referred to during the morning session discussing the Secretary General\u2019s letter under\u00a0<strong>Article 99<\/strong>.<\/p>\n<p>The resolution\u00a0<strong>takes note and specifies it is acting on<\/strong>\u00a0the\u00a0<a href=\"https:\/\/news.un.org\/en\/story\/2023\/12\/1144447\" target=\"_blank\" rel=\"noopener\">letter from the UN chief<\/a>\u00a0under the special powers invoked by Article 99.<\/p>\n<p>The draft demands an immediate humanitarian ceasefire as well as an immediate and unconditional release of all hostages. Ambassadors have been negotiating intensely in the past few hours over the final text.<\/p>\n<p>The draft also reiterates the demand of the Council for all warring parties to comply with their obligations under international law, notably with regard to protection of civilians in both Palestine and Israel.<\/p>\n<p>Draft resolutions do not represent an official position of the Security Council until they are adopted.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>12:10 PM<\/strong><\/p>\n<h3>Meeting in recess<\/h3>\n<p>The meeting has adjourned. The UN chief began this latest meeting on the crisis\u00a0<a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/statement\/2023-12-08\/secretary-generals-remarks-the-security-council-the-situation-the-middle-east-including-the-palestinian-question-bilingual-delivered-scroll-down-for-all-english\" target=\"_blank\" rel=\"noopener\">with a stark warning<\/a>\u00a0that \u201cthe conditions for the effective delivery of humanitarian aid\u00a0<strong>no longer exist<\/strong>.\u201d<\/p>\n<p>He said \u201cthe eyes of the world &#8211; and the eyes of history &#8211; are watching\u201d, demanding that the international community \u201cdo everything possible\u201d to end the ordeal of the people of Gaza.<\/p>\n<p>Security Council members, meanwhile,\u00a0<strong>continue negotiations on a new draft resolution on the crisis<\/strong>, and are currently scheduled to reconvene at 5:30 PM New York time.<\/p>\n<p>Mr. Guterres said \u201cthe\u00a0<strong>UN is totally committed to stay and deliver<\/strong> for the people of Gaza.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>11:45 AM<\/strong><\/p>\n<h3>We need to respond with urgency: UK<\/h3>\n<p><strong>Barbara Woodward, Ambassador and Permanent Representative of the United Kingdom<\/strong>\u00a0(UK) to the UN, started off by stressing \u201cwe need to respond, and to respond with urgency.\u201d<\/p>\n<p>\u201cThe sheer scale of civilians killed is shocking,\u201d she said.<\/p>\n<p>Noting that her country continues to support Israel\u2019s right to defend itself against Hamas terrorism as it seeks the return of well over 100 hostages still held in Gaza, she stated: \u201cwe are absolutely clear that Israel must be targeted and precise in achieving that goal.\u201d<\/p>\n<p>\u201cCivilians must be protected,\u201d she underscored.<\/p>\n<p>Ambassador Woodward also noted the need for a marked increase in sustainable and unhindered lifesaving aid and essential services to prevent a humanitarian catastrophe from taking place.<\/p>\n<p>\u201cAs we work to halt the humanitarian catastrophe in Gaza, we need also to work to avoid escalation in the West Bank, including in Occupied East Jerusalem,\u201d she said, noting that Israel\u2019s announcements approving new settlements there is alarming and that it will only raise tensions.<\/p>\n<p>\u201cLet us be clear: settlements are illegal under international law. We reaffirm our strong condemnation of recent decisions regarding colonization and the violence carried out by settler groups against Palestinians, said Ambassador de Rivi\u00e8re.<\/p>\n<p>France is considering measures to ban travel and freeze assets. Wood, Ambassador and Deputy Permanent Representative of the United States<\/strong>\u00a0(US) to the UN, said that the Security Council\u2019s failure to condemn Hamas\u2019 7 October terrorist attacks including its acts of sexual violence and other unthinkable evils, is a serious moral failure.<\/p>\n<p>\u201cIt underscores the fundamental disconnect between the discussions we have been having in this chamber and the realities on the ground,\u201d he said.<\/p>\n<p>An \u201cundeniable part of that reality\u201d, he added, is that if Israel unilaterally laid down its weapons today, Hamas would continue to hold hostages.<\/p>\n<p>Ambassador Wood stated that as of today, Hamas continues to pose a threat to Israel and remain in charge of Gaza, stressing that no government would allow such as threat to continue to remain on its borders, after events like the 7 October massacres.<\/p>\n<div class=\"align-right context-un_news_large_uncropped_credit_caption type-entermedia_image media media--type-entermedia-image media--view-mode-un-news-large-uncropped-credit-caption\">\n<div class=\"field field--name-thumbnail field--type-image field--label-hidden field__item\"><img class=\"lazyload\" decoding=\"async\" title=\"Deputy Permanent Representative Robert A. Wood of the United States addresses the UN Security Council meeting on the situation in the Middle East, including the Palestinian question.<\/div>\n<\/div>\n<\/div>\n<h3>Ceasefire will \u2018plant seeds for the next war\u2019<\/h3>\n<p>\u201cFor that reason, while the US strongly supports a durable peace in which both Israel and Palestine can live in peace and security, we do not support calls for an immediate ceasefire. This would only plant the seeds for the next war, because Hamas has no desire to see a durable peace, to see a two-State solution,\u201d he said.<\/p>\n<p>In his remarks, the Ambassador said that Israel must respect international humanitarian law and conduct its operations in a way that minimizes civilian harm.<\/p>\n<p>To back up these words and protect civilians, the US has supported establishing an effective humanitarian deconfliction mechanism with the UN, where it also monitors implementation.<\/p>\n<p>\u201cIn every conversation we also have underscored that Israel must avoid further mass displacement of civilians in the south of Gaza, many of whom previously fled violence,\u201d he said, adding, \u201cIsrael must further ensure sufficient humanitarian support exists for displaced individuals.\u201d<\/p>\n<p>He also noted that civilians displaced in Gaza must have an opportunity to return as soon as conditions permit.<\/p>\n<p>\u201cThere must be no enduring displacement or reduction in Gaza\u2019s territory. Tens of thousands are reported to have been injured, and many are missing, presumably under the rubble.<\/p>\n<p>About 85 per cent of Gaza\u2019s population has been displaced; hospitals, schools and UN facilities have been damaged or destroyed.<\/p>\n<p>There is also a serious risk of starvation and famine, Mr. Guterres reported, noting that half the people in northern Gaza and more than one third of displaced people in the south are \u201csimply starving\u201d.<\/p>\n<p>\u201cAttacks from air, land and sea are intense, continuous and widespread,\u201d he said, adding that people in Gaza \u201care being told to move like human pinballs \u2013 ricocheting between ever-smaller slivers of the south, without any of the basics for survival.\u201d<\/p>\n<div that he is \u201cappalled\u201d by the reports of sexual violence.<\/p>\n<p>\u201cThere is no possible justification for deliberately killing some 1,200 people, including 33 children, injuring thousands more, and taking hundreds of hostages,\u201d he said, adding \u201cat the same time,\u00a0<strong>the brutality perpetrated by Hamas can never justify the collective
