\u2018We Hope It Will Last,\u2019 Egypt\u2019s Representative Says, Citing\u00a0Diplomatic Foray by Cairo, Calling for Swift Activation of Middle East Quartet<\/h4>\n

With the Security Council unable to respond to the worst round of fighting between Israel and the Palestinians in years, and as welcome news of a ceasefire agreement broke, speakers in the General Assembly today demanded an immediate halt to the violence and intensified efforts to restart peace talks that advance a two\u2011State solution to a conflict nearly as old as the United Nations itself.<\/p>\n

The day-long special debate was convened by the President of the General Assembly following a request from the representatives of Niger and Algeria, in their capacities as Chairs of the Organisation of Islamic Cooperation\u00a0(OIC) and the Arab Group, respectively, in response to more than 10\u00a0days of deadly fighting in Israel and the Occupied Palestinian Territory.<\/p>\n

\u201cIf there is a hell on earth, it is the lives of children in Gaza,\u201d Ant\u00f3nio Guterres, Secretary-General of the United Nations, said in opening remarks.\u00a0\u00a0 With every passing day, the risk that the violence could spread beyond Israel and the Occupied Palestinian Territory grows, he cautioned, calling on Israel to exercise maximum restraint and urging Hamas to stop the indiscriminate launching of rockets and mortars.\u00a0 Describing the Organization\u2019s diplomatic efforts \u2014 alongside Egypt, Jordan and Qatar \u2014 to secure a ceasefire, he also called on Member States to support its humanitarian efforts in Gaza.<\/p>\n

Volkan Bozkir (Turkey), President of the General Assembly, echoed global calls for an immediate ceasefire and for swift action by the Security Council.\u00a0 He acknowledged that Israel\u2019s decades-long occupation of Palestinian lands, coupled with a political impasse, has led to widespread feelings of hopelessness among Palestinians.\u00a0 Civilians in Israel are also being impacted and he called on that Government to comply with the principle of proportionate use of force.<\/p>\n

Riyad al-Malki, Minister for Foreign Affairs of the Observer\u00a0State of Palestine, condemned Israel\u2019s decision to break into one of the holiest places during the holiest month of Ramadan, during the holiest of nights of Al-Qadr.\u00a0 Israel\u2019s criminal occupation has caused so much pain that the situation cannot be solved by a ceasefire. \u00a0\u201cJerusalem is not for sale,\u201d he insisted, as he reaffirmed the holy city\u2019s cultural, legal and historical status.<\/p>\n

Palestinians will not accept a peace process that \u201cleaves Palestinians out\u201d or attempts to \u201cgift\u201d Jerusalem to the occupier, he said.\u00a0 Israel, with its settlement activities, is seeking to displace forcibly Palestinian families from East Jerusalem to erase any Arab Palestinian presence in the city.\u00a0 To those who say that Israel has the right to defend itself, he asked: \u00a0\u201cHow can an occupying Power have the right to defend itself when the people under occupation are deprived of the same right?\u201d\u00a0 Israel\u2019s Government does not believe in a two-State solution, he informed, and Member States should not acknowledge the illegal status created by its policies.<\/p>\n

Israel\u2019s representative said that \u201cthis is a war between Israel and Hamas, not Israel and Palestine,\u201d adding that Hamas is an internationally designated jihadi terrorist organization.\u00a0 Quoting from its charter, he said that that Hamas is committed to the genocide of the Jewish people.\u00a0 Speakers who fail to condemn Hamas and who cannot distinguish between its war crimes and Israel\u2019s legitimate right to self-defence are emboldening terrorist organizations, he stressed.<\/p>\n

Hamas rockets are indiscriminate by design and have killed Jewish and Muslim Israelis, whereas Israel\u2019s air strikes are precise and surgical, he said. \u00a0A false moral equivalent is being drawn between Israel, which abides by international law, and a murderous terrorist organization with an ideology similar to Islamic State in Iraq and the Levant\u00a0(ISIL\/Da\u2019esh).\u00a0 Israel wants a ceasefire, but only after reducing the power of Hamas\u2019s terrorist regime.<\/p>\n

During the marathon debate, speaker after speaker called for an immediate ceasefire and reiterated their countries\u2019 support for a two-State solution, with Israel and Palestine living in security side by side and East Jerusalem serving as the Palestinian capital. \u00a0Many emphasized the humanitarian cost of the conflict on both sides, with some describing Gaza as the world\u2019s biggest open-air prison.\u00a0 Speakers also voiced frustration at the Security Council\u2019s lack of action.<\/p>\n

Egypt\u2019s representative took the rostrum as news of a ceasefire deal reached the Assembly in mid-afternoon, calling it the fruit of intensive efforts by Cairo and others.\u00a0 \u201cWe hope it will last,\u201d he said.\u00a0 Looking ahead, he called for the swift activation of the Middle East Quartet and an international peace conference, under United Nations auspices, aimed at renewing negotiations for a Palestinian State with pre-1967 borders and East Jerusalem as its capital.<\/p>\n

The United States representative said that no country is working more urgently for peace in the Middle East than hers.\u00a0 Pointing to some 60\u00a0diplomatic meetings in recent days, including a telephone conversation between President Joseph R. Biden and Prime Minister Benjamin Netanyahu of Israel, she said the Security Council\u00a0has met four times in the last 10\u00a0days to discuss the situation.\u00a0 Israel now is now in a position to de-escalate hostilities, she said, reaffirming its right to protect itself and condemning Hamas\u2019s rocket launches.<\/p>\n

The Russian Federation\u2019s delegate, emphasizing that events in the Middle East have a direct impact on his country\u2019s security, said that there is no alternative to a political solution.\u00a0 \u201cWe have no further margin of error,\u201d he said, adding that Moscow also favours activating the Quartet, starting with a ministerial meeting with regional participation that would seek to restore calm and build trust.<\/p>\n

Iran\u2019s representative said that, with the United States obstructing action by the Security Council, the Assembly \u2014 as the \u201ccollective conscience\u201d of the international community, should condemn Israel\u2019s military aggression and hold it accountable for war crimes and crimes against humanity.\u00a0 The only path to peace, he said, lies in a referendum among all residents of Palestine \u2014 including Jews, Christians and Muslims \u2014 in which displaced Palestinians would also have a vote.<\/p>\n

Ireland\u2019s speaker, whose country is a non-permanent Security Council member, was among many who candidly laid bare their frustration that, despite four rounds of discussions, no pronouncement has been forthcoming from that organ.\u00a0 Ireland will keep working in the Council so that it might find a collective voice on this matter. \u00a0\u201cWe cannot return to business as usual after this,\u201d she said. \u00a0On that front, Germany\u2019s delegate pointed out that high-level German officials are facilitating discussions between Israeli and Palestinian leaders, and that France presented a draft resolution to the Council on the need for a cessation of hostilities, protection of civilians and resumed negotiations.<\/p>\n

Cuba\u2019s delegate, meanwhile, blamed the Council\u2019s failure on the repeated obstruction of the United States \u2014 \u201cin complicit silence with Israel\u201d. \u00a0Turkey\u2019s delegate suggested the establishment of an international protection force for Palestine.<\/p>\n

Senegal\u2019s delegate, in his capacity as Chair of the Committee on the Inalienable Rights of the Palestinian People, said Israelis and Palestinians, \u201cas well as the region at large\u201d, could be on the brink of a more dangerous conflict, with unthinkable consequences.\u00a0 Commending Egypt\u2019s efforts to negotiate a ceasefire, he said \u201cthis is just a first step to stop the suffering on both sides\u201d. \u00a0Echoing that point, Venezuela\u2019s representative accused Israel of orchestrating ethnic cleansing against the Palestinian people.\u00a0 He described the fresh round of fighting as \u201ca new phase in the colonial war against Palestine\u201d.<\/p>\n

Japan\u2019s speaker, casting a spotlight on the humanitarian impact, said civilian facilities must be protected and aid permitted to reach the 2\u00a0million people of Gaza, while the Minister\u00a0<\/strong>for Foreign Affairs of Maldives likewise emphasized that the United Nations commitment to \u201cevery right, for every child\u201d must include Palestinian children.<\/p>\n

The Head of Delegation of the European Union, in its capacity as observer,<\/strong>\u00a0condemned indiscriminate rocket attacks by Hamas and other terrorist groups, and expressed support for Israel\u2019s right to self-defence, which must be exercised in a proportionate manner.\u00a0 He reiterated the bloc\u2019s strong opposition to Israel’s settlement policy, adding that, to achieve peace in the region, a political horizon must be created that can provide meaningful re-engagement between the parties, build confidence, improve living conditions and open the path towards relaunching the peace process. \u00a0In that context, the holding of Palestinian elections, including in East Jerusalem, must be a priority, he emphasized.<\/p>\n

Algeria\u2019s representative, speaking for the Arab Group, said the Palestinian people\u2019s only fault is their refusal to accept occupation. \u00a0Impunity for the occupation must stop, he said, calling on the Secretary-General to declare a state of humanitarian emergency.\u00a0 \u201cWe have to start calling the occupation by its name,\u201d he said, pointing to a chain of broken promises, from the Madrid Peace Conference and the Oslo Accords to dozens of Security Council resolutions and hundreds of Assembly texts.<\/p>\n

Also speaking today were representatives of Qatar, Jordan, Turkey, Pakistan,\u00a0 Indonesia, Kuwait, Tunisia, Saudi Arabia, Sweden (on behalf of the Nordic Group), Comoros (on behalf of the African Group), Azerbaijan (on behalf of the Non-Aligned Movement), Mexico, Morocco, China, Niger, France, Lebanon, United Kingdom, Venezuela, Germany, Ecuador, Ireland, Sudan, Saint Vincent and the Grenadines, Malaysia, Guyana, Canada, New Zealand, Somalia, Mauritania, Bahrain, Bangladesh, Australia, Kenya, San Marino, Democratic People\u2019s Republic of Korea, Nepal, Iraq, Syria, Afghanistan, Yemen, Chile, Libya, Kazakhstan, Ukraine, South Africa, Malta, Peru, Italy, Republic of Korea, Albania, Luxembourg, Viet Nam, India, United Arab Emirates, Argentina, Bolivia, Estonia, Czech Republic, Uruguay, Spain, Austria, Hungary, Guatemala, Liechtenstein, Slovakia and Brazil.<\/p>\n

The Observer of the League of Arab States also spoke.<\/p>\n

The General Assembly will reconvene at 10\u00a0a.m. on Monday, 24\u00a0May, to take action on a draft decision related to participation in its high-level meeting on HIV-AIDS, submitted by its President, and a draft resolution on peacekeeping put forward by its Fourth Committee (Special Political and Decolonization).\u00a0 The Assembly will resume its debate on the situation in the Middle East, including the question of Palestine, at 10\u00a0a.m. on Tuesday, 25\u00a0May.<\/p>\n

Opening Remarks<\/u><\/p>\n

VOLKAN BOZKIR\u00a0(Turkey), President of the General Assembly, condemning the attacks against civilians and religious sites, called it heart\u2011breaking that the escalation of violence began at the end of the holy month of Ramadan. \u00a0Urging respect for all places of worship, including the Aqsa Mosque compound, he noted that the fatalities in Gaza include 63\u00a0children and 35\u00a0women. \u00a0The situation in the occupied West Bank is also dire, he said, noting that civilians in Israel are likewise impacted, with fatalities and hundreds of injuries. \u00a0Sending thoughts and prayers to the families of those who died, he echoed the call for a ceasefire. \u00a0Israel, as an occupying Power, must ensure compliance with its international human rights law obligations, including proportionate use of force.\u00a0 Pointing out that the insecurity that Palestinians experience has been exacerbated by the pandemic, he called for immediate humanitarian relief. \u00a0United Nations Relief and Works Agency for Palestine Refugees in the Near East\u00a0(UNRWA) facilities have become refuges for thousands of Palestinians, he said, requesting Member States to ensure that the Agency, whose work is critical for regional security, receives support.<\/p>\n

The Palestine question, he continued, is the longest\u2011standing issue on the United Nations agenda and has been around as long as the Organization itself.\u00a0 This latest escalation did not happen in a vacuum and cannot be divorced from the decades-long crisis, and the protracted military occupation of Palestinian territories. \u00a0Coupled with the political impasse and lack of negotiations, such a sustained occupation has led to widespread feelings of hopelessness among Palestinians. \u00a0Noting that the Organization\u2019s position has been documented in countless reports and resolutions, he said: \u00a0\u201cWe have to show the Palestinians and Israelis that there is light at the end of the tunnel.\u201d \u00a0The institutional record of the United Nations clearly prescribes the way forward \u2014 swift return to negotiations, with the goal of ending the occupation, addressing all final status solutions and achieving two independent, sovereign, viable States living side by side in peace and security. \u00a0Stressing the role of ongoing negotiation efforts, including by the Middle East Quartet, he called on the Security Council to overcome its paralysis and demonstrate to the Palestinians that their legitimate aspirations will be heard.<\/p>\n

ANT\u00d3NIO GUTERRES, United Nations Secretary-General, recalled the surge of deadly violence in the Occupied Palestinian Territory over the past 10\u00a0days and reiterated his call for an immediate ceasefire on both sides.\u00a0 The hostilities have caused serious damage to vital civilian infrastructure in Gaza, including roads and electricity lines, contributing to a humanitarian emergency.\u00a0 \u201cIf there is a hell on earth, it is the lives of children in Gaza.\u201d<\/p>\n

He said UNRWA is providing drinking water, sanitation and electricity generators for those sheltering in its schools, while the World Food Programme\u00a0(WFP) has provided electronic vouchers to 74,000\u00a0people in Gaza. \u00a0In addition, he is working on an allocation from the Central Emergency Response Fund, and the Humanitarian Coordinator intends to release $14\u00a0million from the Humanitarian Fund for the occupied Palestinian territories, he said. \u00a0Israel has a duty to allow and facilitate rapid and unhindered access for humanitarian aid including food, fuel and medical supplies into Gaza.<\/p>\n

\u201cEven wars have rules,\u201d he insisted. \u00a0\u201cFirst and foremost, civilians must be protected.\u00a0 Indiscriminate attacks, and attacks against civilians and civilian property, are violations of the laws of war.\u201d \u00a0He called on Israel to exercise maximum restraint in the conduct of military operations, likewise urging Hamas and other militant groups to stop the indiscriminate launching of rockets and mortars from highly populated civilian neighbourhoods into civilian population centres in Israel.<\/p>\n

Turning to the violent clashes between Israel\u2019s security forces and Palestinians in the West Bank, he urged Israel to cease demolitions and evictions in the Occupied Palestinian Territory, including East Jerusalem, in line with its obligations under international humanitarian and human rights law.\u00a0 With every day that passes, the risk that the violence could spread beyond Israel and the Occupied Palestinian Territory increases. \u00a0The conflict creates an environment that is ripe for exploitation by radicals and extremists.\u00a0 He said he and the Special Coordinator for the Middle East Peace Process are undertaking \u201cextensive\u201d diplomatic efforts with Egypt, Jordan and Qatar, and engaging directly with the parties to conflict \u2014 including Hamas \u2014 in efforts to secure an end to hostilities.<\/p>\n

\u201cWe know far too well that violence begets violence,\u201d he said. \u00a0\u201cThe unconscionable death, suffering and destruction of the past 10\u00a0days only serve to push the prospect of sustained peace further into the future.\u201d He called for resumed negotiations to address final status issues, as well as an end to the occupation, allowing for the realization of a two-State solution on the basis of the 1967\u00a0lines, United Nations resolutions, international law and mutual agreements, with Jerusalem as the capital of both Israel and Palestine.<\/p>\n

Statements<\/u><\/p>\n

RIYAD Al-MALKI, Minister for Foreign Affairs, Observer\u00a0State of Palestine<\/u>, said that the current meeting is a clear message to Israel to end the massacre. \u00a0Families are being targeted as they sleep, he said, and Israel is not even pretending it was a mistake. \u00a0Instead of apologizing, Israel is asserting that it has a right to kill innocent people and then blame the victims. \u00a0Noting the deaths of 230\u00a0Palestinians and the destruction of 1,500\u00a0residential apartments and 50\u00a0schools, he said Israel also displaced Palestinians during the pandemic, despite clear calls against such actions from the United Nations. \u00a0To those who say that Israel has the right to defend itself, he raised the question: \u00a0\u201cWhat right? \u00a0Israel asks, \u2018What would you have done if missiles were targeting your cities?\u2019, but Israel forgets that the occupation is the root cause,\u201d he asserted. \u00a0\u201cHow can an occupying Power have the right to defend itself when the people under occupation are deprived of the same right?\u201d, he asked.<\/p>\n

The Palestinian people are facing many disasters and\u00a0nakbas<\/em>, he said, adding that they have never let go of their struggle. \u00a0Israel is attempting to displace forcibly Palestinian families from East Jerusalem in order to erase any Arab Palestinian presence in the city, with the compliance of the military and settlers. \u00a0Pointing to the obliteration of the Islamic and Christian identities of Jerusalem, he condemned Israel\u2019s decision to break into one of the holiest places during the holiest month of Ramadan, during the holiest of nights of Al-Qadr. \u00a0To those who were willing to make a peace that \u201cleft Palestinians out\u201d, and were ready to make a gift of Jerusalem to the occupier, he said Palestinians responded that Jerusalem is not for sale. \u00a0Reaffirming the cultural, legal and historical status of the holy sites, he said that Palestine has long accepted political and peaceful strategies to end the occupation.<\/p>\n

However, he added, the occupying Power has procrastinated since the Oslo Accords of the\u00a01990s and Israel\u2019s current Government does not believe in the two\u2011State solution. \u00a0Dealing with Israel as if it is above the law only encourages it to act as such, he warned, urging Member States not to acknowledge the illegal status created by its policies. \u00a0Every country in the world has a responsibility to hold Israel accountable, he said, calling on the international community to not just \u201cwatch and idle\u201d. \u00a0Some accuse the United Nations of siding with the Palestinians when, in reality, it is siding with its own Charter and human rights. \u00a0Condemning the former United States Administration\u2019s \u201cshameful deal that pretended that Palestine is not a relevant question anymore\u201d, he said the international solidarity for Palestinians demonstrates otherwise. \u00a0Israel\u2019s criminal occupation has caused so much pain that the situation cannot be solved by a ceasefire, he said, recalling the stories of children in Gaza and West Bank, from Suzie who went to sleep with her family and woke up in the rubble, to Muhammad who now lives in a prison cell.<\/p>\n

MOHAMMED BIN ABDULRAHMAN BIN JASSIM AL THANI (Qatar<\/u>) called on the international community bring an end to Israel\u2019s aggression against Palestinian civilians and protect the holy sites of Jerusalem.\u00a0 Despite the condemnation of the international community in response to attempts by the Israelis to evict Palestinians in Sheikh Jarrah, those activities have continued. \u00a0In addition, the numerous attacks on the Aqsa Mosque compound, with no respect for the Ramadan holiday, is a provocation towards millions of Muslims throughout the world.<\/p>\n

He said the use of disproportionate force and attacks against civilian populations, including in refugee camps, must stop immediately.\u00a0 In Gaza, residential neighbourhoods continue to be targeted.\u00a0 When will the international community act to protect international law?, he asked, calling on Member States to ensure that the sanctity of holy sites is respected.\u00a0 Inaction is undermining the authority of the United Nations and its ability to maintain international peace and security, he warned.<\/p>\n

AYMAN SAFADI (Jordan<\/u>) said the conflict over the last 11\u00a0days has displaced 75,000\u00a0people in Gaza, most of whom took shelter in schools run by UNRWA, an agency that requires additional support.\u00a0 Israel\u2019s practices push the region towards conflict, he cautioned, stressing that the occupation has turned the Aqsa Mosque compound into a centre for injustice, provoking millions of Muslims around the world.\u00a0 Furthermore, Israel attempts to alter the demographic character of East Jerusalem with evictions, where Palestinians have a clear right to live in their homes and the occupation has no authority.\u00a0 Jordan will continue to dedicate all its resources to protect the status and Hashemite custodianship of the holy sites in Jerusalem.<\/p>\n

If left unchecked, he said Israel\u2019s aggression will lead to more serious escalations.\u00a0 There are now more than 700,000\u00a0Israeli settlers in East Jerusalem and the occupied West Bank, a sharp and unprecedented increase over the past several years and one that undermines the two-State solution.\u00a0 There will be no peace and security in a one-State apartheid regime, he insisted.\u00a0 Instead, one escalation will follow another in a deadly cycle of violence.\u00a0 Immediate action to address the root causes of the conflict is a both a strategic choice and regional necessity, he asserted.<\/p>\n

SABRI BOUKADOUM (Algeria<\/u>), speaking for the Arab Group, recalled the graphic images of killing and destruction, and said that the Palestinian people\u2019s only fault is their refusal to accept occupation.\u00a0 Is it possible to stay silent after counting the victims and witnessing the destruction?, he asked, cautioning against equating the oppressed with the oppressor. \u00a0Pointing to irrefutable evidence of houses being destroyed while innocent civilians were sleeping, he said that the impunity given to the occupying force must stop.\u00a0 The Arab Group believes that the Assembly must act quickly to reach a comprehensive cessation of violence against Palestinians and protect them and their holy sites. \u00a0The gravity of the situation requires collective efforts, he said, pointing to the catastrophic humanitarian situation across the occupied territories.<\/p>\n

Calling for accountability for the crimes against civilians, he requested the Secretary-General to declare a state of humanitarian emergency to allow the international community to alleviate the suffering of the Palestinians and reconstruct Gaza.\u00a0 \u201cWe have to start calling the occupation by its name,\u201d he said, adding that the Palestinian question cannot be solved without ending that occupation, and allowing Palestinians to practise their right to self\u2011determination. \u00a0Though Al-Quds Al-Sharif remains occupied, he said, Jerusalem will forever be the capital of Palestine. \u00a0Reaffirming the historic and legal status of Jerusalem and its holy sites, he noted the many promises to Palestinians that were not kept, from the Madrid Peace Conference and the Oslo Accords to hundreds of Assembly resolutions and dozens of Council resolutions.<\/p>\n

MEVL\u00dcT \u00c7AVU\u015eO\u011eLU, Minister for Foreign Affairs of\u00a0Turkey<\/u>, said that the world must not remain silent in the face of unspeakable brutalities and oppression against Palestinian people, because such a silence is equal to complicity.\u00a0 Calling for a diagnosis of the root causes of the conflict, he pointed to the continuing Israeli provocations in Jerusalem, the desecration of the Aqsa Mosque compound and the forced evictions of the Palestinian people. \u00a0All these acts of aggression took place during the holy month of Ramadan, he noted, adding that, not only high rises, but schools and hospitals were targeted. \u00a0Not even the UNRWA buildings were spared, he said, noting the deaths of the Agency\u2019s doctors. \u00a0A land of 365\u00a0square kilometres with more than 2\u00a0million people is a prison, he said. \u00a0Noting the disturbing lack of action from the Security Council, he said:\u00a0 \u201cThe world is bigger than five.\u201d \u00a0Recalling that the Assembly has adopted landmark resolutions in the face of the Council\u2019s paralysis, he pointed to the need for establishment of an international protection force for Palestine with military and financial contributions from the international community. \u00a0Calling for a revival of a two-State solution, he said that the status of Jerusalem is an important component of any lasting resolution.<\/p>\n

MAKHDOOM SHAH MAHMOOD HUSSAIN QURESHI, Minister for Foreign Affairs of\u00a0Pakistan<\/u>, said Israel, emboldened by impunity, has launched attacks on Palestinian civilians with air strikes responsible for taking the lives of an entire family.\u00a0 With limited access to basic services, water and fuel for its power plants, \u201cGaza has plunged into darkness, literally and metaphorically\u201d.\u00a0 In full view of the world, Israel\u2019s strikes bring down entire apartment buildings.\u00a0 It is appalling that the Security Council has failed to exercise its primary responsibility.\u00a0 There is no moral or military equivalence between the beleaguered Palestinian people and the powerful Israeli military machine.\u00a0 Instead, it is a war between a military occupier and an occupied people.\u00a0 He called on the Assembly to mobilize all humanitarian help for the devastated population in Gaza and the other occupied Palestinian territories, stressing that Israel must open all access points to Gaza to ensure the delivery of aid.\u00a0 He went on to call for the deployment of an international protection force to the region.\u00a0 Short of that effort, a coalition of the willing can be built to observe and supervise the delivery of aid to the Palestinians.\u00a0 Cautioning against impunity for any violation of international law, he said the Human Rights Council, International Criminal Court and International Court of Justice should be activated to ensure accountability for Israel\u2019s war crimes.\u00a0 The onus for restoring peace rests on Israel, he underscored.\u00a0 It is only through decisive action that the United Nations can restore its credibility as a keeper of international peace and security.<\/p>\n

RETNO LESTARI PRIANSARI MARSUDI, Minister for Foreign Affairs of\u00a0Indonesia<\/u>, said the conflict in the Occupied Palestinian Territory is asymmetric by nature, with the issue of occupation at its core.\u00a0 The international community owes Palestinians a long\u2011overdue territory where they can live peacefully; it must be able to prevent the reoccurrence of atrocities. \u00a0In that context, the Assembly should call for an international presence in Al-Quds to maintain peace and protect the holy sites there.\u00a0 In addition, the international community must step up efforts to provide aid to the Palestinian people and urge Israel to allow access to Gaza for its delivery.<\/p>\n

SHEIKH AHMAD NASSER ALMOHAMMED AL-SABAH, Minister for Foreign Affairs and Minister of State for Cabinet Affairs of\u00a0Kuwait<\/u>, praising Palestinians for their tenacity in defending their rights, said the United Nations was established to spare future generations the scourge of war. \u00a0The acts of hate perpetrated by Israel and Israeli settlers against innocent Palestinian civilians, within sight of the international community, are a blatant affront to the Charter of the United Nations. \u00a0Condemning the seizure of Palestinian homes and properties, especially in the Sheikh Jarrah neighbourhood, he said the Palestinian cause is a key issue for all Arabs and Muslims. \u00a0East Jerusalem has been and is an integral part of Palestine, he stressed, noting the special importance of the Aqsa Mosque compound. \u00a0If the international community wishes to resolve the current surge of violence, it must also acknowledge that it is the consequence of the longest military occupation in the contemporary world. \u00a0Drawing attention to the 86\u00a0Council resolutions concerning this issue, he stressed that it is time to activate international political and legal mechanisms to hold the occupying Power accountable.<\/p>\n

ABDULLA SHAHID, Minister for Foreign Affairs of\u00a0Maldives<\/u>, noting that, while the Assembly has been discussing the question of Palestine and passing resolutions for seven decades, Palestinians are now waking up to the sound of bombs. \u00a0Innocent people, including children, are dying, and buildings are crumbling under rocket fire, even during the holy month of Ramadan and Eid al-Fitr, usually, a time for celebration, family and kindness. \u00a0While the COVID-19 pandemic may have normalized the term \u201cisolation\u201d globally, for almost 15\u00a0years, over 2\u00a0million people in Gaza have been forcibly isolated from the rest of the world. \u00a0At just 41\u00a0kilometres long and 12\u00a0kilometres wide, it remains the world\u2019s largest open-air prison. \u00a0There is no safe place in Gaza, he said, adding that the United Nations commitment to \u201cevery right, for every child\u201d must also include Palestinian children. \u00a0Also stressing that Palestinian people depend on UNRWA\u2019s support, for shelter, food, education and health care, he called for unhindered humanitarian access to the people of Gaza.\u00a0 The internationally accepted two-State solution is the only viable and long-term solution to find lasting peace in the region, he said, joining the global call for an immediate ceasefire.<\/p>\n

OTHMAN JERANDI, Minister for Foreign Affairs and Tunisians Abroad of\u00a0Tunisia<\/u>, said that Israel\u2019s refusal to de-escalate violence is not surprising given its lack of accountability for decades of ethnic cleansing and genocide.\u00a0 How many more martyrs will have to fall, how many more children have to be orphaned and how many families have to be homeless before the international community takes steps to end this unprecedented crisis?, he asked. \u00a0No crime could be worse that killing innocent children, he said, noting the 65\u00a0children who died in the recent violence. \u00a0The continuation of occupation and settlement is aimed at changing the composition of Palestinian towns, he said, adding that Israel will continue to act above the law unless held accountable. \u00a0Since the beginning of this unjust occupation, Tunisia has supported Palestine and will spare no effort during its membership in the Council as well as through regional diplomatic efforts to put more pressure on the occupying force. \u00a0One doesn\u2019t need to be Arab or Palestinian or Muslim to understand the justness of this cause, he stressed.<\/p>\n

FAISAL BIN FARHAN AL SAUD, Minister for Foreign Affairs of\u00a0Saudi Arabia<\/u>, said Israel\u2019s recent aggression is a clear violation of international law and undermines the chance for two-State solution.\u00a0 At a recent meeting of the Organisation of Islamic Cooperation\u00a0(OIC) Executive Committee, members condemned the occupation of the Palestinian territories and establishment of an apartheid regime there, he said.\u00a0 Israel\u2019s expansionist policies in Palestinian territories only perpetuate a cycle of violence and further ignite the conflict.\u00a0 He called for an end to Israel\u2019s military actions, as well as unhindered access to Palestinian territories to allow for the delivery of aid.<\/p>\n

LINDA THOMAS-GREENFIELD (United States<\/u>) said no country is working more urgently or forcefully towards peace in the region than the United States, reporting that there have been 60\u00a0diplomatic meetings at the highest levels to discuss the recent escalation of violence, including a phone conversation between President Joseph R. Biden and Prime Minister Benjamin Netanyahu.\u00a0 While the United States stands by Israel\u2019s right to protect itself, it is now in a position to de\u2011escalate hostilities, she said.\u00a0 The Security Council has met 4\u00a0times in the last 10\u00a0days to deliberate over the situation.\u00a0 Condemning rocket attacks by Hamas, she said the United States will champion every diplomatic effort towards peace.\u00a0 She urged the international community to step up contributions to meet the immense needs of Gazans, and more broadly ensure that aid delivery serves the Palestinian people, rather than Hamas.<\/p>\n

BJ\u00d6RN OLOF SKOOG, Head of Delegation of the\u00a0European Union<\/u>, in its capacity as observer, condemning the indiscriminate rocket attacks by Hamas and other terrorist groups on Israeli territory, expressed support for Israel\u2019s right to self-defence, but warned that it must be carried out in a proportionate manner.\u00a0 He went on to reiterate the bloc\u2019s strong opposition to Israel’s settlement policy and said it will be important not to proceed with the evictions in Sheikh Jarrah.\u00a0 To achieve peace in the region, a political horizon must be created that can provide meaningful re-engagement between the parties, develop confidence-building measures, improve living conditions for ordinary people and open the path towards the potential relaunch of the peace process.\u00a0 In that context, the holding of Palestinian elections, including in East Jerusalem, must be considered a priority, he stressed.<\/p>\n

ANNA KARIN ENESTR\u00d6M (Sweden<\/u>), speaking on behalf of the Nordic countries, said that a ceasefire must be reached without any delay.\u00a0 She strongly condemned the indiscriminate firing of rockets into Israel by Hamas or any other group in the Gaza Strip and recognized Israel\u2019s legitimate right to protect itself and its citizens.\u00a0 However, the response must be in line with international law, with obligations under international humanitarian law strictly observed.\u00a0 Noting the large number of children who had died, she said that all minors must be protected from violence and harm, including psychosocial stress arising from the conflict.<\/p>\n

She commended the pivotal humanitarian role that UNRWA is playing and urged donors to support that agency, as well as other humanitarian actors.\u00a0 Looking beyond the urgent need to achieve a ceasefire, she said that the international community must address the root causes of the conflict and facilitate steps towards realizing the two-State solution and ending the occupation.\u00a0 \u201cWe must draw lessons from the current events,\u201d she said, adding that, while the destination is well-known, \u201cthe road itself needs to, once again, be paved\u201d.<\/p>\n

ISSIMAIL CHANFI (Comoros<\/u>), speaking on behalf of the African Group, said that the clashes in the occupied Jerusalem, including in the Aqsa Mosque compound, have caused the displacement of thousands of Palestinians, many of whom are seeking refuge with UNRWA. \u00a0This crowding of people in shelters during the COVID-19 pandemic has exacerbated the insecurity and danger that they face. \u00a0Calling on Israel to uphold its many obligations, he said that, while the international community must intensify its efforts to find a just and lasting solution to the conflict, it must start with urgent action. \u00a0African support to the Palestinian cause is premised on the values of humanitarian principles and freedom. \u00a0Palestine must be able to exist as a viable State, he stressed, adding that the Assembly, Security Council, Middle East Quartet and the Secretary-General must recommit to finding a peaceful solution, which ensures a sovereign Palestinian State with East Jerusalem as its capital<\/p>\n

YASHAR T. ALIYEV (Azerbaijan<\/u>), speaking on behalf of the Non-Aligned Movement, condemned all acts of aggression by Israel against Palestinians, including the clashes in the Aqsa Mosque compound.\u00a0 Attacks have also caused destruction of homes and infrastructure, including schools and hospitals, causing displacement during a pandemic.\u00a0 Calling for urgent protection for the Palestinian civilian population, he reaffirmed the Movement\u2019s solidarity for the Palestinian struggle for their inalienable rights.\u00a0 Recalling relevant decisions and declarations of the Movement, he said that an immediate halt to the military aggression and settlements is crucial. \u00a0Pointing to the massive collective punishment inflicted on Palestinians in Gaza, he also condemned all Israeli actions and policies that aim at altering the demographic character and legal status of East Jerusalem.\u00a0 Such actions constitute grave breaches of international law, he said, adding that Israel must respect the right of Muslims to worship in peace at the Aqsa Mosque compound.<\/p>\n

Calling on the Council to uphold its responsibilities, he noted that Israel continues to not comply with Council resolutions.\u00a0 Respect for the Charter and the Organization\u2019s resolutions is a cornerstone for global and regional peace.\u00a0 The international community must translate its long\u2011standing principles into urgent action, he stressed, also pointing to the need to provide humanitarian support to the Palestinians by funding UNRWA fully.\u00a0 The Agency\u2019s financial needs are further exacerbated by the current attacks, he said, underscoring that emergency food, medicine and shelter needs must be met immediately. \u00a0Reiterating the call for an immediate end to the current aggression, as well as the 54-year military occupation, he expressed the Movement\u2019s continued support for the Palestinian people, including their right to return and self-determination.<\/p>\n

GILAD ERDAN (Israel<\/u>), stressing that Hamas is an internationally designated jihadi terrorist organization, quoted passages from its charter, contrasting its stated aims with those of the United Nations.\u00a0 In the current Assembly debate, there is no defence of the United Nations goals, but, rather, a defence of Hamas\u2019s charter, which is committed to the genocide of the Jewish people. \u00a0There is a false moral equivalent being drawn between Israel, which abides by international law, and a murderous terrorist organization with an ideology similar to Islamic State in Iraq and the Levant\u00a0(ISIL\/Da\u2019esh).\u00a0 Today\u2019s debate should be about differentiating between those who are on the side of moderation and dialogue, and those who are on the side of extremism and hate.\u00a0 Every speaker who fails to condemn Hamas, who does not distinguish between its war crimes and Israel\u2019s legitimate right to defend itself is emboldening terrorist organizations all over the world to use human shields and undermine peace and security.<\/p>\n

While the United Nations usually works slowly, he pointed out that it took the General Assembly just 11\u00a0days to call a meeting to condemn Israel\u2019s right to defend itself.\u00a0 \u201cWhat a disgrace,\u201d he said.\u00a0 \u201cHamas targets civilians; Israel targets terrorists.\u201d\u00a0 Hamas rockets are indiscriminate by design and have killed Jewish and Muslim Israelis, as well as citizens from India and Thailand and numerous Gazan children.\u00a0 In fact, out of every 100\u00a0rockets fired by Hamas at Israel, 25\u00a0fall within Gaza, spreading death and destruction on its own people, he said.\u00a0 By contrast, Israel\u2019s strikes are precise and surgical, going \u201cabove and beyond international law\u201d to protect civilians, with warning phone calls and text messages sent to Palestinians before strikes.<\/p>\n

As for the charge of disproportionate Israeli force, he wondered if the Assembly would have held meetings during the Second World War to condemn coalition force attacks against Germany.\u00a0 \u201cThis is a war between Israel and Hamas, not Israel and Palestine,\u201d he stressed.\u00a0 Furthermore, the unprovoked Hamas assault had nothing to do with Sheikh Jarrah or the Aqsa Mosque compound conflicts, but was instead a result of Hamas frustration over President Mahmoud Abbas\u2019s decision to cancel elections in the West Bank.\u00a0 Israel wants a ceasefire, but only after reducing the power of Hamas\u2019s terrorist regime, he said, adding that his country continues to work towards peace as evidenced this year when it signed agreements with four Arab nations.\u00a0 If the United Nations fails to condemn Hamas, it makes the likelihood of its spread across the West Bank much more likely, and with it the opportunity for dialogue and peace farther out of reach.<\/p>\n

JUAN RAM\u00d3N DE LA FUENTE RAMIREZ (Mexico<\/u>) noting the increasing number of civilians affected in Israel, as well as in Gaza, said that it is particularly tragic that fatalities included minors.\u00a0 While this spiral of violence is increasing day by day, the Council remains unable to take action, he pointed out, calling on it to rise to the occasion and uphold its responsibility as the principal guarantor of international peace and security.\u00a0 Voicing support for the efforts of the Special Coordinator and the Quartet, he said that, nevertheless, it is the Council that must take a position immediately.\u00a0 Expressing alarm about the intercommunity violence, he underscored that nothing justifies the violent interruption of religious worship.\u00a0 Jerusalem must maintain its special status and must be a place of harmonious coexistence, he said, condemning any measure to change the nature and demographic composition of East Jerusalem. \u00a0Condemning the attacks launched by Hamas against Israel, he said that a lasting solution must make it possible to build a Palestinian State while also addressing Israel\u2019s legitimate security concerns.<\/p>\n

OMAR KADIRI (Morocco<\/u>), noting that the Israel-Palestine conflict has now become a direct threat to regional peace and security, said this is the inevitable result of an untenable situation, exacerbated by repeated provocations and hate speech against the Palestinian people.\u00a0 Condemning actions aimed at terrorizing the faithful in holy places and attempts to evict the inhabitants of Al Jarrah, he stressed the need to preserve the holy city, which is part of global heritage and a symbol of religious harmony.\u00a0 Calling on the Quartet and the Council to redouble diplomatic efforts and revitalize efforts to find a peaceful solution, he also spotlighted the importance of providing humanitarian assistance to Palestinian people in the Gaza Strip and the West Bank.\u00a0 His country has sent food and medicine, he said, adding that this is part of Morocco\u2019s sustained support for the Palestinian people. \u00a0Reaffirming the centrality of the Palestinian question, he said that resolving this conflict is a strategic choice for peace in the region.<\/p>\n

ZHANG JUN (China<\/u>) said the Security Council held four meetings on the situation in the Middle East and proposed a draft statement to urge all parties to cease hostilities.\u00a0 Most Council members supported the call for a ceasefire, he said, emphasizing the importance of the international community speaking with one voice to find a just solution to the conflict.\u00a0 Israel, in particular, should exercise restraint, he said, emphasizing that no \u201cso-called precise strike\u201d can avoid civilian causalities. \u00a0There is a need to earnestly implement United Nations resolutions and protect the rights of the Palestinian people.\u00a0 Israeli settlements are in violation of international law and are at the core of the Palestine question. \u00a0The confounding effects of conflict, the COVID-19 pandemic and lack of aid has produced a dire situation on the ground in Gaza, he cautioned.\u00a0 As such, Israel should lift the blockade on Gaza and facilitate the supply of aid to the territory.<\/p>\n

ABDOU ABARRY (Niger<\/u>) said that, after four meetings, the Security Council has not been able to condemn the violence in Gaza and Occupied Palestinian Territory.\u00a0 The violence is a direct consequence of Israel\u2019s settlement\u2011building policy over the last 54\u00a0years. \u00a0No one would question Israel\u2019s right to defend itself if its own territory was occupied, he emphasized.\u00a0 Both the military bombardments of Palestinian civilians and Hamas rocket launches against Israel must end, and he welcomed the intense diplomatic efforts of the United Nations in that regard.\u00a0 However, a true solution will only be found when Israel brings to an end its expansionist activities and a viable State for Palestinians is established.\u00a0 The destruction of buildings, housing, basic services, schools and hospitals in Gaza also hinder efforts to curb the COVID-19 pandemic, he stressed, calling for increased support for UNRWA.<\/p>\n

NATHALIE BROADHURST ESTIVAL (France<\/u>), condemning the firing of rockets by Hamas, reaffirmed her country\u2019s support for Israel\u2019s security. \u00a0Stressing the need to protect civilians, especially children, she also noted that it is vital to ensure safety for the staff and infrastructure of humanitarian agencies, as well as journalists.\u00a0 The current escalation must be placed in context, she said, adding that the cycles of violence will continue if there\u2019s no movement towards the establishment of two States living in peace and security, each of them with Jerusalem as the capital. \u00a0The international community must be totally committed to peace in the Middle East, she said, warning that the Palestinians and Israelis will pay the price each time the violence recurs.<\/p>\n

Also expressing concern about the evictions of Palestinians in East Jerusalem, she said that settlements are illegal and reaffirmed the special status of holy sites, and the role of Jordan in that regard.\u00a0 The Council must assume its responsibility under the Charter, she stressed, noting its primary role when it comes to maintenance of international security.\u00a0 Highlighting President Emmanuel Macron\u2019s initiative with other world leaders to attain a solution, she noted that France is presenting a draft resolution in the Security Council.\u00a0 That text emphasizes the need for an immediate cessation of hostilities, protection of civilians and urgent resumption of negotiations, while also condemning the indiscriminate rocket attacks. \u00a0The French initiative is complementary to other peace efforts, she said, urging the Council to act responsibly.<\/p>\n

AMAL MUDALLALI (Lebanon<\/u>) said that all seven of Israel\u2019s military operations against Gaza since\u00a02006 \u201cstarted the same and ended with the same pain and suffering\u201d. \u00a0They turned Gaza into a large prison of 2\u00a0million people, with thousands of dead and wounded.\u00a0 Like previous operations, the current one will end in a ceasefire, but it will not end the conflict.\u00a0 Palestinian anger does not \u201ccome out of thin air\u201d; rather, it is the result of decades of occupation, humiliation, dispossession, annexation and settlement activities aimed at liquidating Palestinian rights and land, with the attack on the Aqsa Mosque compound being another turning point.\u00a0 She emphasized that the postponement of Palestinian elections had more to do with Israel\u2019s refusal to allow Palestinians in Jerusalem to vote, than for any other reason.\u00a0 \u201cThe Palestinians and the world are demanding change.\u201d\u00a0 She called on the Security Council to shoulder its responsibility under the United Nations Charter and end the war, and for the United Nations and the international community to renew their support and commitment to a settlement that guarantees the political rights of Palestinians and a solution based on international law, Council resolutions, the 2002\u00a0Arab Peace Initiative and the principle of land for peace.\u00a0 She went on to warn that extremism and radicalization are on the rise in Israel and that its Government bears a responsibility to protect Palestinians under the Geneva Conventions and international humanitarian law.<\/p>\n

BARBARA WOODWARD (United Kingdom<\/u>), calling for an immediate ceasefire, voiced support for the ongoing mediation efforts spearheaded by Egypt, Qatar and the United Nations.\u00a0 Unequivocally condemning the firing of rockets at civilian populations by Hamas, she said Israel has a legitimate right to defend itself. \u00a0In doing so, Israel must make every effort to avoid civilian casualties and adhere to the principles of necessity and proportionality. \u00a0Noting the alarming destruction of medical infrastructure and schools, she said the United Kingdom is donating \u00a33.2\u00a0million to UNRWA\u2019s emergency flash appeal to ensure that the Agency can provide life-saving support to those most in need. \u00a0The historic status quo in Jerusalem must be maintained, she added, stressing Jordan\u2019s role as the custodian of the holy sites. \u00a0The current events demonstrate the urgent need for progress towards a two-State solution, she said, adding that her country will continue pushing for an end to the violence and a political pathway to peace.<\/p>\n

Mr. ZAKI,<\/strong>\u00a0observer for the\u00a0League of Arab States<\/u>, said Israel continues to present itself as the aggressed instead of the aggressor to justify its violence, describing forced evictions in Palestinian territories as a new form of ethnic cleansing.\u00a0 The current unrest was sparked in occupied East Jerusalem with a series of racist and deliberate measures on the part of the occupying forces, seizing the property of the indigenous people and replacing them with settlers, he said.\u00a0 Palestinians live under constant threat of expulsion and do not have the right to practise their religion or move freely.\u00a0 The recent violence represents a dangerous tipping point, marked by the increasing power of Israel\u2019s extreme right, he stressed.<\/p>\n

SAMUEL MONCADA (Venezuela<\/u>), associating himself with the Non-Aligned Movement, condemned the indiscriminate bombings by Israel against civilians in Palestinian territories.\u00a0 \u201cWe are witnessing a new phase in the colonial war against Palestine,\u201d he said, adding that Israel continues to orchestrate ethnic cleansing against the Palestinian people.\u00a0 He accused Israel of constantly disregarding United Nations resolutions as it continues to expropriate lands and expand illegal settlements, and warned that fuel, food and water shortages are being exacerbated by bombardments.\u00a0 Further, indiscriminate attacks against civilians are hindering COVID-19 recovery efforts.\u00a0 Still, the United States has paralysed efforts at the Security Council to cease hostilities, thus providing a framework that encourages the crimes of the Israeli Government.<\/p>\n

GUENTER SAUTTER (Germany<\/u>), associating himself with the European Union, warned that the recent escalation of violence has resulted in high levels of civilian casualties and condemned the indiscriminate firing of rockets from Gaza into Israel.\u00a0 \u201cOur first priority must be the immediate cessation of all violence and the implementation of a ceasefire,\u201d he declared, noting that high-level German officials are currently facilitating discussions between Israeli and Palestinian leaders.\u00a0 He stressed the need to protect civilian infrastructure and that any military operation must respect the principle of proportionality.\u00a0 Germany remains highly concerned over the eviction of Palestinian families in Jerusalem, he said, urging Israel to end settlement\u2011expansion.\u00a0 All stakeholders must work to address the root causes of conflict to avoid future escalation, he noted.<\/p>\n

CRISTIAN ESPINOSA CA\u00d1IZARES (Ecuador<\/u>), underscoring his country\u2019s concern about the escalation of violence, called on the parties to avoid aggravating the conflict.\u00a0 He condemned attacks on civilians in Israel and Palestine, called on the two sides to immediately agree a ceasefire, and urged all parties to step up efforts to launch credible negotiations while also intensifying regional and international diplomatic efforts for a broad, lasting and just Middle East peace.\u00a0 He went on to call on the Security Council to adopt an urgent decision that would include an appeal for an immediate and unconditional ceasefire.<\/p>\n

GERALDINE BYRNE NASON (Ireland<\/u>), associating herself with the European Union and noting that her country is a non-permanent Council member, expressed regret that, despite four rounds of discussions, no pronouncement has been forthcoming from that organ.\u00a0 The Council is failing to live up to its responsibilities in the face of a grave situation.\u00a0 \u201cLet\u2019s be clear \u2014 this is an unconscionable human tragedy,\u201d she said, pointing to the appalling number of civilian casualties, including scores of children.\u00a0 Calling for an immediate ceasefire, she added that Israel, as the occupying Power, is duty-bound to ensure safe and unimpeded humanitarian access to the Gaza Strip, whose 2\u00a0million inhabitants have nowhere else to go.\u00a0 For their part, Palestinian armed groups must allow the United Nations and humanitarian partners to bring in fuel, food and other supplies.\u00a0 Going forward, Ireland will continue to work in the Council so that it might find a collective voice on this matter.\u00a0 However, \u201cwe cannot return to business as usual after this \u2014 that is not an option\u201d.\u00a0 The international community must reinvigorate efforts to being political engagement that will get the parties back to the negotiating table, she said.<\/p>\n

MOHAMED IBRAHIM MOHAMED ELBAHI (Sudan<\/u>) said the current violence in the Middle East stems from the provocation of Jerusalem residents worshiping at the Aqsa Mosque compound and the eviction of Palestinian residents from East Jerusalem and the occupied West Bank. \u00a0The clashes quickly turned into a full-scale military offensive by Israel, he said, adding that such acts of aggression undermine the chances for peace in the region.\u00a0 He went on to call for the resumption of negotiations towards establishing a Palestinian State and an immediate cessation of violence, demolition and seizure of Palestinian homes.<\/p>\n

INGA RHONDA KING (Saint Vincent and the Grenadines<\/u>), calling for an immediate ceasefire and a return to direct negotiations, said that peace in the Middle East will remain elusive and illusory unless the fundamental rights of the Palestinians are fully recognized and upheld.\u00a0 \u201cTheir pain and suffering, endured on a protracted quest for peace and freedom, remains an unfortunate stain on the international community and one that this august body must ignore no more.\u201d\u00a0 The international community must revisit the question of Palestine’s full membership to the United Nations, she said, adding that recognition of the State of Palestine’s legitimate sovereignty and statehood forms an essential component of the two-State solution. \u00a0She went on to say that Israel\u2019s unquestionable right to exist in peace and to defend itself does not give it unfettered license to suppress the rights of the Palestinian people. \u00a0\u201cWe must be mindful that apartheid is a crime against humanity, and we condemn all forms of discrimination that divide people based on race, class, religious belief or any other social construct,\u201d she said.<\/p>\n

SYED MOHAMAD HASRIN AIDID (Malaysia<\/u>), associating himself with the non-Aligned Movement and the Organisation of Islamic Cooperation, said the excessive use of force in occupied Palestinian lands is inhumane and unacceptable.\u00a0 \u201cThe cycle of violence and bloodshed must end,\u201d he declared, expressing regret over the absence of a unified voice in the Security Council about the plight of Palestinians.\u00a0 \u201cThe Council must respond swiftly to Israeli aggressions,\u201d he stressed, urging the international community to pursue diplomatic channels to pressure Israel to cease hostilities.\u00a0 Citing Malaysia\u2019s recent condemnation of hostilities, he reaffirmed support for a two-State solution and called for the deployment of United Nations\u2011mandated forces to improve the safety and well\u2011being of Palestinian civilians.<\/p>\n

CAROLYN RODRIGUES-BRIKETT (Guyana<\/u>) implored all parties to the conflict to behave responsibly, declaring: \u00a0\u201cWe condemn all acts of violence and find repugnant the invasion of the Aqsa Mosque compound and attacks on medical facilities and media houses.\u201d\u00a0 Recent events underscore the need to end Israel\u2019s occupation that dates to\u00a01967, as prolonged occupation of Palestinian lands has led to extremely challenging economic and social conditions.\u00a0 \u201cGuyana stresses that constructive dialogue between the Israeli and Palestinian authorities is pivotal to advancing the peace process and to the realization of the two-State solution as the legitimate end to the conflict,\u201d she noted, urging all concerned parties to do their utmost to secure a reconciliation between the Israeli and Palestinian sides.<\/p>\n

ROBERT KEITH RAE (Canada<\/u>) said that no issue since\u00a01945 has preoccupied the Assembly more than the Israeli and Palestinian question.\u00a0 Canada has played an active role since the outset, supporting the principle of two States for two peoples.\u00a0 News that peace may be emerging is good news, but it can only be a start.\u00a0 All sides must demonstrate the utmost restraint, adding that Canada strongly supports efforts by the United Nations and others to negotiate a sustainable ceasefire and restore calm.\u00a0 Canada stands clearly with both the Israeli and Palestinian people and their right to live peace, security and dignity, without fear and with their human rights fully respected. \u00a0Voicing concern at the humanitarian situation, he said violence against journalists is completely unacceptable.\u00a0 Turning to settlement expansion, he said that \u201cthey do not serve peace, to put it mildly, and they are a violation of international law\u201d.<\/p>\n

JUSTIN PETER FEPULEAI (New Zealand<\/u>) said that, as the conflict rages, prospects for genuine peace are worse than at any time in recent memory.\u00a0 \u201cThis is not a time for political posturing, it is a time for urgent de-escalation,\u201d he said, adding that prospects for the two-State solution look distant if both sides are unwilling to call a ceasefire.\u00a0 He urged the international community to take urgent action to preserve the two-State solution and advance the peace process, adding that, without progress in that regard, the violence that the world is witnessing now will simply reoccur later down the track.<\/p>\n

ABUKAR DAHIR OSMAN (Somalia<\/u>) said the deteriorating situation in the Occupied Palestinian Territory shows the disproportionate and unlawful force used by the Israeli security forces.\u00a0 Citing more than 700\u00a0unrealized United Nations resolutions, he called for the recognition of the Palestinian people\u2019s right to self-determination.\u00a0 In an environment affected by COVID-19 and compounded with the illegal blockade of Gaza, he expressed deep concern over the hinderance of aid to Gaza and lack of sufficient funding for UNRWA.\u00a0 The Palestine cause is not just a question, but a symbol of the collective will of humanity, he said.<\/p>\n

SIDI MOHAMED LAGHDAF (Mauritania<\/u>), citing violence and the death of hundreds of Palestinian civilians over the recent days, said the occupying Israeli Power cannot simply ignore resolutions from the international community.\u00a0 The resolution to the conflict in the Middle East will not be achieved through Israel\u2019s violent tactics which do not present a sustainable viable solution for the region. \u00a0Instead, they put the region in danger of a deepening cycle of violence and counter violence, he warned, calling on the international community to demand an end to Israeli aggression.<\/p>\n

JAMAL FARES ALROWAIEI (Bahrain<\/u>) called on the international community to uphold its humanitarian responsibility to ensure all States respect relevant United Nations resolutions on the situation in the Middle East.\u00a0 Rejecting attempts by Israeli settlers to evict Palestinian families from their homes, he warned that escalating tensions undermine regional security.\u00a0 Moreover, Israel must not change the legal or historic status of holy sites, he noted.\u00a0 \u201cBahrain expresses its flat rejection of the continued cycle of violence,\u201d he declared, noting that innocent civilians bear the brunt of the violence.\u00a0 Calling for a comprehensive ceasefire, he voiced support for the Egyptian initiative to achieve a truce between parties to the conflict with the goal to achieve a cessation of hostilities.\u00a0 \u201cPeace cannot be achieved without recognizing the right of Palestinians to establish an independent State,\u201d he stressed.<\/p>\n

RABAB FATIMA (Bangladesh<\/u>), associating herself with the Non-Aligned Movement and Organisation of Islamic Cooperation, said unspeakable acts of aggression continue to take place in Palestine with total impunity and called on the international community to hold Israel accountable for its actions.\u00a0 The latest outbreak of violence is totally unacceptable, she declared, expressing her continued support for the Palestinian people.\u00a0 Ongoing raids against holy sites and the destruction of Palestinian homes are flagrant violations of international human rights and humanitarian law, she stressed, calling for an immediate end to Israeli aggression.\u00a0 Reiterating that Israel must end its illegal occupation of Palestinian lands, she urged the international community to address root causes of conflict and to end the history of inaction by the Security Council on the matter.<\/p>\n

MITCHELL FIFIELD (Australia<\/u>) wholeheartedly welcomed the announcement of a ceasefire.\u00a0 Emphasizing that \u201cviolence is not the solution\u201d, he called on all leaders to put a stop to violence without delay towards a sustainable peace.\u00a0 The international community must condemn attacks on civilians, he said, adding that using civilian population centres as shields runs contrary to international norms.\u00a0 Civilians have already paid a heavy price for the actions of Hamas and its ruthless pursuit of violence.\u00a0 Israel has a right to self-defence, but the principle of proportionality must be upheld, with Palestinians able to live in peace and dignity.\u00a0 Turning to the humanitarian situation, he said civilians should not bear the compounded costs of conflict and pandemic.\u00a0 Journalists must be protected and places of worship must not be scenes of fear, chaos and violence.\u00a0 Going forward, all parties must focus on a return to negotiations leading to a just and durable peace agreement, he said.<\/p>\n

MOHAMED FATHI AHMED EDREES (Egypt<\/u>), associating himself with the Arab Group, African Group and the Non-Aligned Movement, said that efforts by his country and others have borne fruit in the form of a ceasefire.\u00a0 \u201cWe hope it will last,\u201d he said, adding that any life saved warrants all the efforts being made.\u00a0 The Palestinian question has seen many setbacks in recent decades, but now is the time to reflect on a way out of vicious cycles of violence in the absence of serious negotiations.\u00a0 Egypt has often said that there will be no stability in the Middle East without a fair, lasting and comprehensive solution to the Palestinian question.\u00a0 Going forward, the first step is to bring an end to military action and to prevent any provocations in Jerusalem.\u00a0 Once a ceasefire is in place, a series of measures must be taken to restore calm and allow for the reconstruction of Gaza, while also enabling all parties to consider the resumption of peace talks.\u00a0 In that regard, he called for the swift activation of the Quartet and an international peace conference, under United Nations auspices, aimed at renewing negotiations for a Palestinian State with pre-1967 borders with East Jerusalem as its capital.\u00a0 Egypt is determined to continue its efforts in the context of the Munich formula or any other initiative, and to cooperate as well with the United States Administration.\u00a0 He went on to say that Egypt has allocated $500\u00a0million for Gaza\u2019s reconstruction, with the involvement of specialist Egyptian enterprises.<\/p>\n

NJAMBI KINYUNGU (Kenya<\/u>) said the current situation in the Middle East could offer momentum towards a push to achieve security or even peace.\u00a0 Escalating violence, particularly at holy sites, will fuel racism and extremism globally, she cautioned.\u00a0 She went on to condemn Hamas\u2019 rocket launches and said no course can excuse indiscriminate attacks on civilians.\u00a0 She also expressed alarm at Hamas\u2019 exploitation of civilian infrastructure and urged Israeli security forces to embrace de-escalation tactics and consider the long-term consequences of its actions.\u00a0 Powerful delegitimizing narratives are being propelled all over the world where illegal settlement activity in the Occupied Palestinian Territory is a powerful supplier of conflict and plays into the hands of extremists, with spillover effects everywhere, including terrorist groups in Africa.<\/p>\n

DAMIANO BELEFFI (San Marino<\/u>), echoing the Secretary-General\u2019s call for an immediate ceasefire by all involved, condemned the indiscriminate firing of rockets into Israel by Hamas in the Gaza Strip, and while recognizing Israel\u2019s right to self-defence, stressed that Israel\u2019s response must be proportionate and accord with international humanitarian law.\u00a0 Expressing concern over the unacceptable number of civilian casualties \u2014 including women and children \u2014 he said the protection of civilians must be guaranteed at all times.\u00a0 Further, the humanitarian and socioeconomic situation in Gaza must be urgently addressed and humanitarian access thereto must be guaranteed.\u00a0 He added that settlements are illegal under international law and that the only way forward is through mediation and dialogue, with an ultimate goal of a two-State solution that sees Jerusalem as the capital of both.<\/p>\n

KIM SONG (Democratic People\u2019s Republic of Korea<\/u>), associating himself with the Non-Aligned Movement, strongly condemned indiscriminate military attacks by Israel in Gaza and called for an immediate stop to aggressions against the Palestinian people.\u00a0 He said discussions over the past four decades have failed to yield positive results, all the while Israel\u2019s brutality has intensified.\u00a0 The international community cannot overlook Israel\u2019s illegal territorial expansions, he declared, voicing his support for the establishment of an independent Palestinian State.<\/p>\n

RODRIGO A. CARAZO (Costa Rica<\/u>) warned that the latest escalation in violence is set to become the darkest period in the long\u2011standing crisis.\u00a0 Citing visits to Palestinian refugee camps, he said the international community cannot overlook the plight of a Palestinian population that continues to suffer from a humanitarian catastrophe.\u00a0 \u201cWe must put human beings before anything else,\u201d he stressed, highlighting the need to immediately cease the transfer of military equipment into Gaza and any other conflict zones.\u00a0 Further, he urged clear and coherent action to stop the targeting of civilian infrastructure which is disproportionately affecting Palestinian children.\u00a0 \u201cThe Security Council has long agreed on the path to peace,\u201d he noted, condemning the lack of political will on behalf of the chamber to take any concrete steps towards ending the conflict.<\/p>\n

MAJID TAKHT RAVANCHI (Iran<\/u>) said that, for 70\u00a0years, Israel\u2019s regime, with its apartheid policies, has negated the Palestinians\u2019 right to self-determination.\u00a0 The past week has seen, amid a pandemic, Israeli forces bombard Gaza, \u201cthe world\u2019s biggest open-air prison\u201d, massacre hundreds of Palestinians, injure thousands of civilians and destroy many buildings and infrastructure.\u00a0 Yet, the Security Council remains obstructed by the United States from carrying out its duties under the Charter of the United Nations.\u00a0 As the collective conscience of the international community, the Assembly has a responsibility to condemn Israel\u2019s military aggression and hold it accountable for war crimes and crimes against humanity.\u00a0 Denying the conflict\u2019s asymmetrical nature is tantamount to complicity in the crimes perpetrated against the Palestinians, who have the right to defend themselves against a racist apartheid regime.\u00a0 The only path to peace lies in a referendum among all residents of Palestine, including Jews, Christians and Muslims, in which displaced Palestinians would also be able to vote, he said.<\/p>\n

AMRIT BAHADUR RAI (Nepal<\/u>) said that peace is only possible when both sides respect each other\u2019s existence and dignity. \u00a0\u201cHatred never incubates peace,\u201d he said, calling on both sides to exercise maximum restraint and foster dialogue to address the problem. \u00a0He reaffirmed Nepal\u2019s support for the two-State solution and for all efforts towards a just, peaceful and lasting solution to the question of Palestine.\u00a0 The United Nations and the international community must undertake all possible measures to bring both sides together for peace talks, he added.<\/p>\n

EDRO LUIS PEDROSOCUESTA (Cuba<\/u>), associating himself with the Non-Aligned Movement, Organisation of Islamic Cooperation and the Arab Group, said the Assembly must act immediately and resolutely to end Israel\u2019s military aggression, particularly in Gaza, which has been under siege for more than 13\u00a0years.\u00a0 \u201cThe occupying Power is viciously wrecking houses, hospitals and civil infrastructure, which constitutes a flagrant violation of all the norms of international law,\u201d he stressed, adding that, due to the repeated obstruction of the United States \u2014 \u201cin complicit silence with Israel\u201d \u2014 the Security Council remains unable to condemn those actions and took days to convene a public meeting on the situation.\u00a0 \u201cThe paralysis of the Security Council has led Israel to believe it has been given the green light to commit its crimes with impunity,\u201d he stressed, condemning the occupation and other violations in the strongest terms.\u00a0 He called on Israel to end its despicable practices and respect the United Nations Charter, international law and relevant Council resolutions.<\/p>\n

DMITRY A. POLYANSKIY (Russian Federation<\/u>) said that recent events showed that, when it comes to the Palestinian question, the smallest spark can trigger a large-scale confrontation. \u00a0Time and again, the international community has seen how settlement activities, evictions, property destruction and tension around holy sites have prompted an escalation of violence.\u00a0 Calling for an immediate ceasefire and a halt to the bloodletting, he said that developments in the Middle East, including a deterioration in Israel-Palestinian relations, has a direct impact on the Russian Federation\u2019s security, as well as regional stability.\u00a0 There is no alternative to a political solution and both sides must assume their responsibilities and engage in dialogue.\u00a0 \u201cWe have no further margin of error,\u201d he said, adding that the two-State solution involves a series of concrete steps and that attempts to impose unilateral solutions will not lead to comprehensive regional stability.\u00a0 The normalization of relations between Israel and Arab States, while important, cannot lead to Middle East stability.\u00a0 Referring to breaking news that a ceasefire has been reached, he said that the Russian Federation \u201cvery much wants to see that ceasefire become a long-term one\u201d.\u00a0 He went on to say that his country favours activating the Quartet, starting with a ministerial meeting with regional participation that would aim to restore calm and build trust.\u00a0 Divisions among Palestinians must also be overcome, and to that end the Russian Federation is ready to contribute, first and foremost with its Egyptian friends.<\/p>\n

MOHAMMED HUSSEIN BAHR ALULOOM (Iraq<\/u>), associating himself with the Arab Group, Non-Aligned Movement and the Organisation of Islamic Cooperation, stressed the relevance of allowing United Nations Member States to express their views on the situation in the Middle East.\u00a0 \u201cIraq condemns the aggression by Israel against the Palestinian people,\u201d he declared, warning the Assembly that such acts disrupt regional peace and stability.\u00a0 He said the escalation of Israeli aggression only serves that State\u2019s expansionist agenda and takes the region further away from peace.\u00a0 In calling for the creation of an independent Palestinian State, he rejected Israeli efforts to change the legal status of holy sites.\u00a0 \u201cWe must come together to bring justice to the people of Palestine as they suffer from genocide,\u201d he stressed, calling on the international community to shoulder its moral and legal responsibility to protect civilians under occupation.<\/p>\n

FAISAL MEKDAD, Minister for Foreign Affairs and Expatriates of\u00a0Syria<\/u>, said today\u2019s Assembly meeting reflects paralysis in the Security Council, due to the United States preventing that organ from assuming its responsibility for the maintenance of international peace and security.\u00a0 For 73\u00a0years, Palestinians have been living a human tragedy without parallel in history, one that testifies to the international community\u2019s failure to end Israel\u2019s occupation and brutal practices.\u00a0 Israel\u2019s provocations against Palestinians in Jerusalem took place in the context of Israeli plans to annex the city in its entirety, thus creating pretexts for more aggression, while also covering up an internal political impasse.\u00a0 Drawing attention to Israel\u2019s repeated attacks on Syria and Lebanon, and its support for armed terrorist groups, he said the casualties arising from that country\u2019s ongoing war against the Palestinians represent war crimes and crimes against humanity.\u00a0 The international community must urgently bring an end to Israel\u2019s crimes and its occupation of Arab lands, including Jerusalem and the Syrian Golan, in accordance with relevant United Nations resolutions, he stressed.<\/p>\n

ADELA RAZ (Afghanistan<\/u>) condemning Israel\u2019s illegal aggression and indiscriminate violence against Palestinian civilians, echoed the Secretary\u2011General\u2019s call for an immediate ceasefire. \u00a0There is an urgent need to facilitate humanitarian access to all affected areas and address the protection needs of the most vulnerable, including women and children.\u00a0 Noting that Afghanistan serves as Vice-Chair of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, she said perpetrators of war crimes and crimes against humanity must be held accountable, including through the International Criminal Court. \u00a0Underscoring the urgent need to resume direct negotiations with support from the Middle East Quartet, she said resolving the conflict on the basis of a two-State solution must ensure the establishment of an independent Palestinian State with pre\u20111967 borders and East Jerusalem as its capital.<\/p>\n

ABDULLAH ALI FADHEL AL-SAADI (Yemen<\/u>) condemned Israel\u2019s indiscriminate shelling of civilian infrastructure in Gaza and its efforts to evict Palestinian families from their homes.\u00a0 He rejected Israel\u2019s policy to change the legal and historic status of holy sites and the issuance of permits to expand settlements.\u00a0 \u201cIsrael is imposing a suffocating siege on Gaza,\u201d he warned, noting that hundreds of civilian deaths have been recorded because of such aggressions.\u00a0 These actions clearly indicate that Israel is not committed to establish peace,\u201d he stated.\u00a0 Therefore, the international community must take all proper measures to protect the Palestinian people and the Security Council must oblige Israel to cease expansionist policies.<\/p>\n

MILENKO ESTEBAN SKOKNIC TAPIA (Chile<\/u>) highlighted that a fair and lasting solution to the conflict must remain a priority on the agenda of the United Nations system.\u00a0 Citing recent statements by his country, he reaffirmed that any actions targeting civilian infrastructure warrant the complete repudiation of the international community.\u00a0 He said the disproportionate use of force by Israel and indiscriminate launch of rockets by Hamas are unacceptable, adding that the expansion of Israeli settlements is jeopardizing the viability of the two-State solution.\u00a0 Voicing support for relevant Security Council resolutions, he urged all parties to the conflict to take necessary steps to protect civilians.\u00a0 \u201cMeasures must be adopted to protect the most vulnerable populations,\u201d he said, stressing that humanitarian access is essential to ensuring stability in the region.<\/p>\n

TAHER M. EL-SONNI (Libya<\/u>), associating himself with the Non-Aligned Movement, called on the international community to oppose the dangerous developments witnessed recently in the Occupied Palestinian Territory, where the practices of the occupying forces have \u201cgone beyond all imagination\u201d to violate international law and human rights.\u00a0 Stressing that the world is bearing witness to real war crimes committed against civilians in the Gaza Strip \u2014 where more than 200\u00a0martyrs have fallen, including women and children \u2014 he said that the occupying forces are also attempting to alter the character of the city of Jerusalem and utilizing apartheid practices including the displacement of Palestinian families.\u00a0 These crimes necessitate the international will to end the bloodshed and destruction and to guarantee the rights of the Palestinian people.\u00a0 He called on the international community to adopt a clear position stressing Palestinian rights and reject the practices of the Israeli occupying forces, and on the Security Council to shoulder its responsibility to maintain international peace and security.<\/p>\n

MAGZHAN ILYASSOV (Kazakhstan<\/u>), echoing the Secretary-General\u2019s concern over the cycle of conflict in the Middle East, pointed out that the conflict between Israel and Palestine over the last two weeks has resulted in fatalities and suffering on both sides.\u00a0 Welcoming the recent ceasefire announcement, he called on all parties to refrain from acts leading to further casualties and from further provocation in East Jerusalem.\u00a0 The only viable option for durable peace is a two-State solution that affords Palestine the right to statehood and Israel the right to security.\u00a0 He also stressed the importance of strong support for UNRWA, which plays a critical role in mitigating the deteriorating situation in Gaza, where a blockade has left two thirds of the population dependent on humanitarian aid, and deepening poverty and economic regression threaten to further existing conflict.\u00a0 He also urged Israeli and Palestinian leaders to demonstrate mutual goodwill so that both sides can live in peace and prosperity.<\/p>\n

SERGIY KYSLYTSYA (Ukraine<\/u>), condemning ongoing violence and rockets launched from Lebanon and Syria, called for calm. \u00a0While Israel has a right to defend itself, all parties must prioritize civilian protection, he said, expressing deep concern about reports that Hamas is using civilian sites as a cover.\u00a0 Given the current events in Gaza, he called on the parties to ensure unhindered access for humanitarian aid.\u00a0 Reiterating Ukraine\u2019s position on settlements, he said the issue must be addressed through United Nations resolutions.\u00a0 The peace process must advance towards the goal of a two-State solution, with diplomatic efforts influencing the parties to end the violence.\u00a0 The international community\u2019s eyes are on the Security Council, which acts on its behalf, he reminded, adding that Ukraine defends full respect for international law in all areas.<\/p>\n

MATHU JOYINI (South Africa<\/u>), associating herself with the African Group and the Non-Aligned Movement, condemned Israel for attacking Palestinians under the guise of self-defence.\u00a0 If the Council fails to act on these grave breaches of international peace, then the Assembly must step in.\u00a0 The Council is quick to act in some cases, but not in others, which only undermines its credibility and underlines the need for reform.\u00a0 The General Assembly must take steps to end the decades-long suffering of the Palestinian people.\u00a0 Israel\u2019s actions are a blatant violation of international law, she said, emphasizing that the world cannot stand by as one country continuously shows contempt for everything the United Nations has accomplished.\u00a0 Appealing to Member States and the international community to provide assistance to the Palestinians, she called for an urgent political dialogue towards a just, sustainable peace plan for all who have a right to live in Israel and Palestine, she said.<\/p>\n

FRANCESCA MARIA GATT (Malta<\/u>), associating herself with the European Union, called for an immediate end to all violence, calling for the protection of civilians, unimpeded humanitarian access and the safety and security of humanitarian personnel. \u00a0Citing the conflict\u2019s disproportionate impact on children, she said all forms of violence against children are completely unacceptable and must end.\u00a0 \u201cThere will be no peace until both the Israelis and the Palestinians enjoy equal human rights in two sovereign and secure States recognizing each other\u2019s right to exist,\u201d she stressed, while both noting Israel\u2019s right to defend itself and condemning the firing of rockets from the Gaza Strip. \u00a0However, that right must be exercised in line with the principle of proportionality under international law.\u00a0 Reaffirming Malta\u2019s long\u2011standing support for a two-State solution along pre-1967 borders, with Jerusalem as the common capital, she\u00a0<\/strong>underlined the crucial role being played by UNRWA and urged the responsible authorities to allow for the free distribution of COVID-19 vaccines across the Gaza Strip.<\/p>\n

N\u00c9STOR POPOLIZIO (Peru<\/u>) expressed regret over the violence in Gaza, the Palestinian territory and Israel, including that affecting minors, infrastructure and press facilities, the latter mainly in Gaza.\u00a0 The parties blame each other, heightening mistrust, perpetuating indiscriminate violence by Hamas and a disproportionate response by Israel.\u00a0 Human rights are flouted in an environment of impunity, with unpredictable consequences for the region and world.\u00a0 Expressing alarm over conditions in Gaza, he called on Israel to facilitate the safe access of humanitarian aid and goods.\u00a0 In the current delicate circumstances, he called for leaders of both parties to show restraint and commitment to a ceasefire, protecting civilians.\u00a0 A two-State solution requires Israel to abide by relevant Security Council resolutions, he said, ending the illegal settlement policy and respecting the status quo of holy sites in Jerusalem without altering their legal status or composition.\u00a0 The Assembly must reach a level of consensus, as the risk of escalation in the Middle East must be addressed.<\/p>\n

ISHIKANE KIMIHIRO (Japan<\/u>), citing the indiscriminate launching of rockets by Palestinian militants and strikes by Israeli forces, as well as incidents in the West Bank and Israel, strongly condemned the violence, extending condolences to all those affected.\u00a0 Civilian facilities must be protected, and humanitarian aid must be permitted to reach the people of Gaza.\u00a0 He stressed that the current situation goes against efforts by the international community to seek a two-State solution.\u00a0 The ceasefire agreement just announced should be fully implemented, he said, urging the parties to exercise maximum restraint to avoid perpetuating the cycle of violence.<\/p>\n

STEFANO STEFANILE (Italy<\/u>), associating himself with the European Union, echoed concerns over the recent escalation of hostilities in and around Gaza.\u00a0 \u201cWe are dismayed at the increasing number of casualties,\u201d he declared, calling for the immediate adoption of de-escalation measures.\u00a0 He condemned the indiscriminate launch of rockets by Hamas and stressed that Israel\u2019s response to these attacks must be proportional and in line with international law.\u00a0 \u201cHostilities have shown once again that the humanitarian situation in Gaza is unsustainable,\u201d he warned, reaffirming that Israel\u2019s expansion settlements place a two-State solution in jeopardy.\u00a0 \u201cOnly by addressing the roots causes of conflict will the vicious cycle of violence be broken,\u201d he stressed.<\/p>\n

CHO HYUN (Republic of Korea<\/u>) voiced concern over the high number of civilian casualties resulting from the firing of rockets from Gaza and Israel\u2019s response to the attacks.\u00a0 \u201cViolence against civilians cannot be justified,\u201d he said, commending efforts to reach a ceasefire.\u00a0 However, a ceasefire is only the starting point, he stated, expressing hope that enduring peace is within reach.\u00a0 Tensions and violence in East Jerusalem and intercommunal violence across Israel have emerged as major concerns, he said, expressing further alarm over the deteriorating humanitarian situation in the region.\u00a0 \u201cWe call on all parties to ensure humanitarian access,\u201d he emphasized, reaffirming Seoul\u2019s commitment to work constructively towards peace.<\/p>\n

BESIANA KADARE (Albania<\/u>), associating herself with the European Union, said the images of death and destruction are a tragic reminder of what happens to civilians \u201cwhen guns and bombs do the talking\u201d.\u00a0 She expressed alarm at the impact of the violence on journalists, humanitarian workers and medical personnel, whose crucial roles must be respected.\u00a0 Echoing calls for an immediate ceasefire, she said that indiscriminate rocket fire against civilian areas from Hamas and other terrorist groups is unacceptable and must stop immediately.\u00a0 While a ceasefire is a matter of urgency, so, too, is finding a solution to the conflict, she added.\u00a0 Israelis and Palestinians both have a right to live in dignity and prosperity, but that can only happen if all parties avoid actions that undermine a peaceful future.<\/p>\n

CHRISTIAN BRAUN (Luxembourg<\/u>), aligning himself with the European Union, said that the recent escalation of violence between Israel and the Occupied Palestinian Territory must cease immediately.\u00a0 While Israel has the right to self-defence, it must comport with the principle of proportionality.\u00a0 Pointing out that 64\u00a0children have been killed by shelling in Gaza, he called on the international community to hold accountable under international law those who commit crimes against children and on the concerned parties to urgently work towards a ceasefire.\u00a0 He also underscored that the recent escalation did not occur overnight; rather, the region has been suffering from Israeli occupation since\u00a01967 and the proposed two-State solution is being systematically called into question by Israel\u2019s settlement policy.\u00a0 The threat of eviction faced by Palestinian families and the violence perpetrated during Ramadan further confirms that the two-State solution is in danger, and he called on the international community to focus on Palestinian rights and attack the structural inequalities that separate Israelis and Palestinians.<\/p>\n

DINH QUY DANG (Viet Nam<\/u>), associating himself with the Non-Aligned Movement, expressed concern over the heightened tension and violence between Israelis and Palestinians that has caused civilian casualties on both sides and damaged critical infrastructure.\u00a0 Condemning disproportionate attacks against civilians \u2014 including women and children \u2014 he urged all concerned parties to enact a real, permanent ceasefire.\u00a0 He also noted the declining humanitarian situation in the region, where health care, water and food shortages abound, and where the displacement of Palestinians into crowded shelters heightens the risk of COVID-19 transmission.\u00a0 The destruction of the only COVID-19 testing lab in Gaza worsens the situation further still.\u00a0 He called on Israel to halt its use of excessive force and settlement activities and on all parties \u2014 especially Israel \u2014 to ensure unimpeded humanitarian access to those in need and to fulfil international legal obligations.<\/p>\n

T. S. TIRUMURTI (India<\/u>) noted that his delegation has consistently expressed its deep concern over violence in Jerusalem during recent Security Council meetings and voiced concern that such diplomatic efforts have failed to abate the violence.\u00a0 He condemned the indiscriminate firing of rockets from Gaza into Israel, noting that the attacks have resulted in the death of an Indian national.\u00a0 \u201cRetaliatory strikes into Gaza have also resulted in deaths and destruction,\u201d he stated, reiterating his strong condemnation of all acts of provocation.\u00a0 Underscoring the need for the immediate resumption of dialogue between Israel and Palestine, he pledged India\u2019s continued assistance to resolve the conflict, including through the supply of essential medicines and pandemic relief items to Palestinian authorities.<\/p>\n

LANA ZAKI NUSSEIBEH (United Arab Emirates<\/u>), aligning herself with the Arab Group, welcomed today\u2019s news of a ceasefire and expressed hope this can be a step towards establishing peace.\u00a0 Alarmed at targeted violence against Palestinians, she said Israel must comply with international law and United Nations resolutions and halt all illegal actions.\u00a0 The sanctity of Jerusalem for all three Abrahamic faiths must be upheld and protected.\u00a0 The growing number of civilian casualties in the past two weeks requires action to swiftly advance peace efforts towards achieving a two-State solution, in accordance with United Nations resolutions and the Arab Peace Initiative.\u00a0 Concerned about worsening humanitarian conditions in occupied Palestinian territories, exacerbated by COVID-19, she said assistance is needed urgently.\u00a0 The United Arab Emirates will work towards achieving real and lasting peace, she said, adding that the region\u2019s youth must not be consumed by hatred, but in charting a course for lasting peace.<\/p>\n

FABI\u00c1N ODDONE (Argentina<\/u>) raised concerns about a warning by the Office of the United Nations High Commissioner for Human Rights\u00a0(OHCHR) about violations of international law.\u00a0 A comprehensive solution to the conflict first requires an end to hostilities, which have caused many deaths alongside damages to civilian infrastructure.\u00a0 Raising concerns about violence in East Jerusalem, he said that only through diplomacy and negotiations can talks advance towards the goal of a two-State solution.\u00a0 Expressing support for this objective, he said the United Nations must now urge the parties to do their part, in line with relevant resolutions, to advance peace talks and agree to a lasting peace between Israel and Palestine, with no further excuses or delays.<\/p>\n

DIEGO PARY RODR\u00cdGUEZ (Bolivia<\/u>), associating himself with the non-Aligned Movement, strongly condemned acts of aggression against the Palestinian population over the last few days, a major military operation by the occupying Power.\u00a0 Israel is committing war crimes and using collective punishment, he said, violating Palestinians\u2019 right to life and freedom of movement.\u00a0 Its use of military power to confiscate Palestinian land and build illegal settlements gravely breaches international law and the Charter of the United Nations.\u00a0 \u201cThe Palestinian people have no way out, there are no safe places,\u201d he said, with little hope for a safe future.\u00a0 Violations must not go unpunished.\u00a0 The international community must not remain paralysed in the face of the situation.\u00a0 He repeated Bolivia\u2019s unwavering support for Palestinian self-determination, and the establishment of an independent and sovereign Palestinian State based on pre-1967 borders, with East Jerusalem as its capital.<\/p>\n

GERT AUVAART (Estonia<\/u>), associating himself with the European Union, sounded alarm over the increasing number of civilian casualties on both sides of the conflict.\u00a0 All parties have an obligation to protect civilians, especially children.\u00a0 Any indiscriminate targeting of civilian, humanitarian and media structures violate international law and must be avoided at all costs.\u00a0 Echoing the Secretary-General\u2019s urgent appeal for an immediate ceasefire and welcoming the announcement during the course of the meeting of truce by the parties, he strongly condemned the firing of rockets by Hamas and other militant groups against Israeli civilians, for which there can be no justification.\u00a0 While Israel has a legitimate right to self-defence, it is essential to ensure proportionality of all actions, in line with international law.\u00a0 As the humanitarian situation in Gaza is deteriorating, it is also vital to allow unhindered and sustained humanitarian access for those in need, he said, calling for steps to calm the volatility and incitement around the Temple Mount\/Haram al-Sharif.<\/p>\n

MARIE CHATARDOV\u00c1 (Czech Republic<\/u>), associating herself with the European Union, said that Hamas and other terrorist groups in Gaza bear primary responsibility for the outbreak of violence and the tragic developments on the ground.\u00a0 Their large-scale and unjustifiable rocket attacks must stop immediately, she said, emphasizing that Israel\u2019s full and legitimate right to self\u2011defence.\u00a0 The Czech Republic remains committed to a negotiated two-State solution, but rockets fired by terrorists from Gaza targeting Israeli civilians threatens any effort to resume direct talks.<\/p>\n

CHEIKH NIANG (Senegal), in his capacity as Chair of the\u00a0Committee on the Inalienable Rights of the Palestinian People<\/u>, said Israelis and Palestinians, \u201cas well as the region at large\u201d, could be on the brink of a new and more dangerous conflict, with unthinkable consequences.\u00a0 Urging the Security Council and the international community to uphold their responsibility for the maintenance of peace and security and respect for international law, including the protection of civilians, he said the recent escalation has caused much suffering and many casualties.\u00a0 Israel\u2019s occupying forces use excessive and lethal force against Palestinian civilians in the occupied West Bank, including East Jerusalem.\u00a0 Meanwhile, the humanitarian situation in Gaza is becoming more dire by the day, aggravated by the 14-year blockade, intra-Palestinian divisions, recurring hostilities and the COVID-19 pandemic.<\/p>\n

Echoing the Secretary-General\u2019s appeal for intensified mediation efforts, he also called for support for UNRWA and other United Nations agencies providing assistance to Palestinians, including during the present emergency.\u00a0 Accountability is critical for the violations of international law and human rights, including Israel\u2019s deadly air strikes on defenceless civilians.\u00a0 Commending Egypt\u2019s efforts to negotiate a ceasefire, he said \u201cthis is just a first step to stop the suffering on both sides\u201d. \u00a0Immediate action must also be taken to revive the stalled peace process.\u00a0 He called on Israel, as the occupying Power, to ensure that the rights of Palestinians \u2014 including the inalienable rights to security, freedom, dignity and an independent State \u2014 are respected and upheld.\u00a0 The cycles of violence can only stop with a just political resolution to the conflict that addresses all final status issues, including Jerusalem and the plight of the Palestine refugees, and brings an end to the occupation, he said.<\/p>\n

CARLOS AMOR\u00cdN (Uruguay<\/u>) said the violence in East Jerusalem is a cause of concern, encouraging the two parties to make all efforts to curb it and guarantee the security of all holy sites, maintaining their sacred and legal status.\u00a0 Strongly condemning the uptick in terrorist attacks from Gaza upon Israeli territory, he called for the resumption of negotiations towards a settlement of the violence.<\/p>\n

AGUST\u00cdN SANTOS MARAVER (Spain<\/u>), aligning himself with the European Union, pointed to the unacceptable number of civilians falling victim to the recent violence and stressed that the current priority is the immediate cessation of all violence and respect for the recent ceasefire agreement.\u00a0 He supported Israel\u2019s right to self\u2011defence, but underscored that any response must be proportional, adhere to international law and distinguish between combatants and civilians.\u00a0 Health\u2011care facilities and workers, schools and training facilities must never be attacked.\u00a0 He called for the application of new United Nations guidance that protects places of worship and for the status quo in Jerusalem to be respected.\u00a0 This new war in Gaza serves as a cruel, dramatic reminder that there must be a definitive solution to the Palestinian question in line with international law.\u00a0 He added that the peace process must be restored to end military occupation and the illegal settlement policy and to pave the way for a Palestinian State, translating outcry for civilians into tangible progress towards peace and security in the region.<\/p>\n

ALEXANDER MARSCHIK (Austria<\/u>), aligning himself with the European Union, condemned the loss of civilian life on both sides and welcomed the recent announcement of a mutual ceasefire brokered by Egypt, to which the concerned parties must strictly adhere.\u00a0 He condemned Hamas\u2019 belief in \u201cterror instead of dialogue\u201d and choice of \u201crockets instead of words\u201d, expressing support for all international and regional efforts to de-escalate violence in the region.\u00a0 In the face of terrorist attacks, Israel has the right to self-defence, which must be exercised within the boundaries of international humanitarian law.\u00a0 He also said that the recent intercommunal violence in Israeli towns and cities must cease, and that genuine peace can only be achieved through a negotiated two-State solution that allows Israelis and Palestinians to live side by side in peace and security.<\/p>\n

ZSUZSANNA HORV\u00c1TH (Hungary<\/u>), condemning the targeting of civilians, said the senseless violence must stop immediately.\u00a0 Recognizing Israel\u2019s right to self\u2011defence, she emphasized the importance that a one-sided approach or one-sided statements and dangerous rhetoric only provoke terrorist groups and further escalate tensions and clashes.<\/p>\n

LUIS ANTONIO LAM PADILLA (Guatemala<\/u>), expressing condolences for the loss of life amid the violence, condemned terrorist acts being carried out.\u00a0 Calling on the parties to curb the use of force, he welcomed the ceasefire agreement.\u00a0 The only way to move towards coexistence is by resuming direct negotiations anchored in international humanitarian law.\u00a0 Reiterating the call for a peaceful solution, he said dialogue can help to safeguard peace for the entire region.<\/p>\n

CHRISTIAN WENAWESER (Liechtenstein<\/u>) echoed concerns over escalating violence and stressed the need for all actors to show full respect for international human rights and humanitarian law.\u00a0 \u201cThe indiscriminate firing of rockets and targeting of civilians are grave violations of international law,\u201d he stressed, calling for safeguards to be put in place to protect civilian populations.\u00a0 At the same time, he voiced concern over Israel\u2019s settlement activities and spurred the Security Council to take concrete action towards implementing a ceasefire and bringing an end to violence.\u00a0 Only through credible negotiations conducted in good faith can peace be achieved, he said, urging full implementation of relevant United Nations resolutions.<\/p>\n

MICHAL MLYN\u00c1R (Slovakia<\/u>), associating himself with the European Union, expressed concern over the escalation of violence and called for an immediate cessation of hostilities and swift implementation of a ceasefire.\u00a0 He condemned the indiscriminate firing of rockets by Hamas and other militant groups in the Gaza Strip into Israel, noting that, in recent days, more than 3,000\u00a0rockets have been fired towards Israeli civilian targets.\u00a0 While Israel has the right to defend its territory, any response must be proportionate and in line with international humanitarian law.\u00a0 \u201cWe call for maximum restraint in the use of military and coercive means with regard to the security of the civilian population,\u201d he declared, stressing that the lives of innocent victims have the same value in Israel as in Palestine.\u00a0 He closed by voicing Slovakia\u2019s commitment to a two-State solution that meets Israeli and Palestinian security needs, Palestinian aspirations for statehood and sovereignty, and that which holds the potential to bring a long\u2011overdue end to the conflict.<\/p>\n

RONALDO COSTA FILHO (Brazil<\/u>) expressed concern over the dangerous escalation between Israelis and Palestinians, with violence in East Jerusalem and rockets launched from Gaza, and many injured, including, sadly, children. \u00a0The death toll and destruction are appalling.\u00a0 Receiving the news of the ceasefire with cautious optimism, he stressed there can be no justification for any attacks on civilians.\u00a0 Condemning the launch of rockets by Hamas and other militant groups, he added the lives and infrastructural damage caused by Israeli forces is cause for extreme concern.\u00a0 He urged Israel to exercise maximum restraint and observe international law, while exercising its inalienable right to self-defence.\u00a0 Additionally, Israel must respect freedom of the press, and allow access of vital supplies to Gaza, given the situation in the enclave is worsened by COVID-19.\u00a0 Noting with concern clashes around East Jerusalem, he called for the sacred and legal status of holy sites to be respected, and the right to peaceful worship observed.\u00a0 The eviction of Palestinian families will exacerbate the situation, he said, and reports of rockets from southern Lebanon and Syria may cause the crisis to spill over to the whole region.\u00a0 Emphasizing that no person should have to live in fear, seeking shelter from a barrage of violent attacks, he called for a just and lasting peace, with both parties living side by side within secure borders.<\/p>\n
