of\u00a0SARS-CoV-2,\u00a0with\u00a0increasing\u00a0numbers\u00a0of\u00a0COVID-19\u00a0cases<\/li>\n<li>While\u00a0the\u00a0health system\u00a0at this stage\u00a0can\u00a0cope with\u00a0the\u00a0increasing number of people\u00a0requiring treatment for COVID-19,\u00a0there is a\u00a0mounting\u00a0risk\u00a0that\u00a0the health system\u00a0may\u00a0reach its\u00a0capacity\u00a0limits and get\u00a0overwhelmed<\/li>\n<li>Decisive public health measures\u00a0and\u00a0strict\u00a0adherence\u00a0to\u00a0hygiene\u00a0protocols\u00a0and physical\u00a0distancing\u00a0are\u00a0needed\u00a0to\u00a0regain\u00a0control\u00a0and reduce\u00a0the\u00a0spread\u00a0of the\u00a0disease<\/li>\n<li>Oxygen supply\u00a0generators have been\u00a0identified\u00a0as critical gap,\u00a0in particular in\u00a0the\u00a0dedicated treatment facility for COVID-19 patients in\u00a0Gaza,\u00a0and the health cluster is working on mobilizing respective equipment through international suppliers<\/li>\n<li>WHO\u00a0and partners\u00a0have\u00a0co-ordinated\u00a0the delivery of\u00a035\u00a0ventilators, to arrive over the coming days\u00a0in Gaza\u00a0to augment treatment capacities\u00a0accordingly.<\/li>\n<\/ul>\n<p><img decoding=\"async\" class=\"lazyload aligncenter\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-orig-src=\"https:\/\/i3.createsend1.com\/ei\/j\/A0\/F71\/6B9\/041251\/csfinal\/vent-9906db079e028a3c.JPG\" alt=\"\" width=\"267\" \/><\/p>\n<p><em>Thanks to the generous support of the Government of Kuwait,\u00a0WHO\u00a0delivered five ventilators\u00a0to\u00a0local health authorities in the Gaza Strip to support the management of critical patients with COVID-19.\u00a0\u00a0<\/em><br \/>\n<em>A further 30 ventilators are due to arrive in Gaza this week, 15 procure with funding from Kuwait, 15 are a donation from the Government of Germany. \u200b<\/em><\/p>\n<h3><strong>WHO preparedness, readiness and response<\/strong><\/h3>\n<p>WHO is continuing to work with partners to support Ministry of Health\u2019s (MoH) efforts to respond to the COVID-19 outbreak.<\/p>\n<p><strong>\u00a0Coordination,\u202fplanning\u202fand monitoring\u00a0\u200b<\/strong>\u200b<\/p>\n<p><img decoding=\"async\" class=\"lazyload aligncenter\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-orig-src=\"https:\/\/i4.createsend1.com\/ei\/j\/A0\/F71\/6B9\/041251\/csfinal\/EGH2-990000000003cf3c.jpg\" alt=\"\" width=\"300\" \/><\/p>\n<p><em>WHO conducted a monitoring visit to\u00a0the European Gaza Hospital (EGH), the dedicated facility in the Gaza Strip to manage critical, severe and moderate COVID-19 cases.\u00a0The WHO team observed the COVID-19 patients\u2019 pathway and visited the Emergency Unit, Intensive Care Unit, Maternal and Child Unit as well as the wards where moderate and severe cases are hospitalized.\u00a0<\/em><\/p>\n<ul>\n<li><strong>In the West Bank<\/strong>,\u00a0a\u00a0weekend and\u00a0night-time\u00a0closure and movement restrictions\u00a0will be imposed from\u00a027 November 2020\u00a0to\u00a0mitigate\u00a0a\u00a0further\u00a0increase in\u00a0case\u00a0numbers<\/li>\n<li>The\u00a0Rafah\u00a0Border Crossing, between\u00a0the\u00a0Gaza\u00a0Strip\u00a0and Egypt, has been open for\u00a0three\u00a0days (24-26 November).\u00a0During the first two days, 595 Palestinians entered Gaza, and 1,849 people exited to Egypt. All returnees were requested to present a COVID-19 PCR certificate\u00a0or tested\u00a0upon entry.<\/li>\n<\/ul>\n<p><strong>Surveillance\u00a0\u00a0<\/strong><\/p>\n<ul>\n<li>The WHO risk assessment\u00a0remains\u00a0very high<\/li>\n<li>The oPt is\u00a0witnessing\u00a0a concerning increase in COVID-19 cases, with\u00a0significant\u00a0community transmission of SARS-CoV-2\u00a0over\u00a0the\u00a0reporting\u00a0period,\u00a0in the West Bank and\u00a0in the\u00a0Gaza\u00a0Strip<\/li>\n<li>A\u00a066% increase in confirmed cases\u00a0(by 10,1716)\u00a0and\u00a0a\u00a057% increase in deaths\u00a0(by\u00a083)\u00a0was reported\u00a0between\u00a020-26 November,\u00a0compared to the previous week\u00a0(13-19 November).\u00a0The overall Case Fatality Rate (CFR)\u00a0remains\u00a0at\u00a00.8 % since the beginning of the outbreak. The CFR is the proportion of deaths among\u00a0identified\u00a0confirmed cases<\/li>\n<li>Gaza accounts for 42% of all active cases in oPt, followed by the West Bank governorates of Nablus (15%), Bethlehem (8%), Hebron (6%), Ramallah and Jenin (5%) Jerusalem (3%)<\/li>\n<li>On\u00a021\u00a0November,\u00a0891\u00a0new confirmed cases were reported in Gaza,\u00a0the highest number over a 24-hour period<\/li>\n<li>WHO\u00a0is strongly\u00a0recommending and advocating stricter adherence to public health\u00a0measures.\u00a0At this stage it is critical\u00a0that communities\u00a0implement effective\u00a0prevention\u00a0protocols\u00a0to help\u00a0curb the\u00a0current\u00a0increasing transmission\u00a0trends,\u00a0to\u00a0save lives and\u00a0to\u00a0ease the pressure on\u00a0the health\u00a0system. Essential\u00a0protective measures\u00a0include\u00a0wearing a mask;\u00a0following good respiratory hygiene;\u00a0regularly\u00a0washing\u00a0hands;\u00a0social\u00a0distancing of at least 1 metre including avoiding crowds and gatherings;\u00a0staying\u00a0\u00a0home and self-isolating\u00a0if\u00a0people develop Corona\u00a0related symptoms.<\/li>\n<li>Meanwhile\u00a0health system\u00a0strengthening efforts\u00a0with a focus on\u00a0enhanced\u00a0surveillance,\u00a0further\u00a0contact tracing\u00a0capacity, and\u00a0improved\u00a0case\u00a0management\u00a0are needed.<\/li>\n<\/ul>\n<p><strong>Laboratory diagnostics\u00a0\u00a0\u200b<\/strong><\/p>\n<p><img decoding=\"async\" class=\"lazyload aligncenter\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-orig-src=\"https:\/\/i5.createsend1.com\/ei\/j\/A0\/F71\/6B9\/041251\/csfinal\/kitsdelivery-39f426754a59a771.jpg\" alt=\"\" width=\"277\" \/><\/p>\n<p><em>WHO delivered 200 testing kits to local health authorities in the Gaza Strip on November 17 and 19 to conduct more than 19,000 COVID-19 tests. The delivery arrived at a critical time, with laboratory supplies and tests in demand due to the higher numbers of COVID-19 cases detected in Gaza. In addition, 70,000 swabs were delivered to help maintain Gaza\u2019s testing capacity and support the detection of new COVID-19 cases.\u200b<\/em><\/p>\n<ul>\n<li>The\u00a0number\u00a0of\u00a0tests conducted\u00a0has increased significantly\u00a0in the reporting period (20\u201426 November), with 47,408 more tests conducted compared the previous week<\/li>\n<li>In Gaza, while the\u00a0continued\u00a0supply of\u00a0lab testing kits and\u00a0consumables\u00a0remains\u00a0a\u00a0challenge, testing has\u00a0been sustained.\u00a0WHO delivered 200 testing kits on 17 and 19 November, to conduct\u00a0almost 2,500\u00a0tests per\u00a0day.\u00a0Additionally,\u00a0on November 25,\u00a0WHO delivered 70,000 swabs to help maintain Gaza\u2019s testing capacity and support the detection of new COVID-19 cases.<\/li>\n<\/ul>\n<p><strong>Infection Prevention and Control (IPC), Isolation and Case Management, Operations Support and Logistics\u00a0<\/strong><\/p>\n<p><img decoding=\"async\" class=\"lazyload aligncenter\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-orig-src=\"https:\/\/i6.createsend1.com\/ei\/j\/A0\/F71\/6B9\/041251\/csfinal\/PNIPH-a02b56b18f19f542.jpg\" alt=\"\" width=\"262\" \/><\/p>\n<p><em>&#8220;I found the training useful, especially during the spread of COVID-19 because it refreshed our knowledge and skills in infection prevention and control&#8221; &#8211; Eman, Midwife, Primary Healthcare Center, Khan Younis.\u00a0\u00a0A comment from one of the 137 health workers being trained in the Gaza Strip on Infection Protection and Control during the COVID-19 pandemic. The latest course, conducted on November 17-18 by PNIPH and WHO, included role playing demonstrations, discussions, and practical sessions.\u00a0<\/em><\/p>\n<ul>\n<li><strong>In the\u00a0Gaza Strip<\/strong>,\u00a0the overall occupancy rate\u00a0of dedicated\u00a0COVID-19\u00a0beds in health\u00a0facilities\u00a0is\u00a061% (307 beds). Local health authorities expanded the\u00a0capacity to manage critical and severe cases at European Gaza Hospital\u00a0(EGH)\u00a0by 30%\u00a0to 150 beds,\u00a0including 70 intensive care units (equipped\u00a0with ventilators) and 80 high-dependency beds.\u00a0The Gaza health authorities\u00a0have\u00a0identified\u00a0the provision\u00a0of oxygen\u00a0for treatment of COVID-19 patients\u00a0through the\u00a0central supply\u00a0system in\u00a0the\u00a0EGH\u00a0as critical\u00a0bottleneck. The\u00a0Health Cluster has been working\u00a0with\u00a0partners\u00a0to\u00a0mobilize\u00a0essential\u00a0oxygen generation\u00a0equipment\u00a0through international suppliers,\u00a0but complex international\u00a0logistics\u00a0will\u00a0likely\u00a0allow\u00a0delivery only\u00a0by\u00a0early\u00a02021.<\/li>\n<li>Local authorities introduced \u2018home isolation\u2019 for mild COVID-19 cases on November 14, while\u00a0patients who\u00a0require\u00a0medical care will remain isolated at the two designated treatment facilities:\n<ul>\n<li>moderate, severe, and critical cases to be hospitalized at\u00a0EGH<\/li>\n<li>mild cases\u00a0with co-morbidities\u00a0to be hospitalized at the Turkish\u00a0Hospital<\/li>\n<\/ul>\n<\/li>\n<li>WHO delivered 25 adjustable beds to support the screening of people for COVID-19 in\u00a0respiratory\u00a0triage\u00a0centres\u00a0outside Gaza\u2019s five main hospitals on November\u00a09.\u00a0With more medical equipment for case\u00a0management\u00a0due\u00a0to arrive\u00a0in\u00a0Gaza\u00a0to\u00a0further\u00a0scale-up\u00a0hospital\u00a0capacity,\u00a0WHO is recommending\u00a0health authorities consider\u00a0increasing\u00a0human resources\u00a0capacity, particularly\u00a0for\u00a0ICU nurses<\/li>\n<li>WHO has supported the provision of fuel to Palestine Red Crescent Society (PRCS) ambulances, through\u00a0UNRWA, in response to an increased demand for its\u00a0services.\u00a0Since COVID-19 community transmission was detected in Gaza in August,\u00a0PRCS\u00a0has increased their services by more than 300%. The fuel will cover the needs of ambulances in Gaza and Rafah governorates for\u00a0approximately two\u00a0weeks.<\/li>\n<\/ul>\n<p><strong>East Jerusalem<\/strong><\/p>\n<ul>\n<li>Since November 20, 44 cases and 10 deaths were reported in East Jerusalem (EJ)<\/li>\n<li>31 COVID-19 patients are\u00a0currently\u00a0hospitalized in EJ\u00a0hospitals, 16\u00a0are\u00a0at St. Joseph\u00a0Hospital, 11 at\u00a0Makassed\u00a0hospital and 4 at Augusta Victoria Hospital.\u00a0Since March 2020, St. Joseph hospital treated 368 COVID-19 patients.<\/li>\n<\/ul>\n<p><strong>COVID-19 vaccination:\u00a0\u200b<\/strong><\/p>\n<ul>\n<li>The\u00a0Prime Minister\u2019s Office\u00a0organised two meetings of the\u00a0National Immunisation Technical Advisory Group (NITAG)\u00a0for introduction of the COVID-19 vaccine. The Minister of Health, Dr Mai Al-Kaila,\u00a0chaired the meetings which were attended by the\u00a0MoH, other line ministries, WHO, UNRWA\u00a0and\u00a0UNICEF.\u00a0The meetings reviewed the status of implementation of the mandatory tasks ahead, including the completion of the GAVI AMC-92 application, cold chain assessment, WHO-UNICEF Vaccine Introduction Readiness Assessment Tool (VIRAT) and the World Bank\u2019s VRAF tool.<\/li>\n<\/ul>\n<p><strong>Sustaining Essential Health Services\u00a0<\/strong><\/p>\n<p><img decoding=\"async\" class=\"lazyload aligncenter\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-orig-src=\"https:\/\/i7.createsend1.com\/ei\/j\/A0\/F71\/6B9\/041251\/csfinal\/127227747_3786427694722428_1468109116097581289_o-fa81e0522feaf014.jpg\" alt=\"\" width=\"217\" \/><img decoding=\"async\" class=\"lazyload gnd-corner-image gnd-corner-image-center gnd-corner-image-bottom aligncenter\" src=\"data:image\/svg+xml,%3Csvg%20xmlns%3D%27http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg%27%20width%3D%27225%27%20height%3D%27151%27%20viewBox%3D%270%200%20225%20151%27%3E%3Crect%20width%3D%27225%27%20height%3D%27151%27%20fill-opacity%3D%220%22%2F%3E%3C%2Fsvg%3E\" data-orig-src=\"https:\/\/i8.createsend1.com\/ei\/j\/A0\/F71\/6B9\/041251\/csfinal\/norway2-99079e0145028a3c.jpeg\" alt=\"\" width=\"225\" height=\"151\" \/><\/p>\n<p><em>WHO thanked the Norwegian Government for its generous funding of 8.5 million Norwegian Krone (USD $958,000) to support the strengthening of the Gaza\u2019s Strip\u2019s public health laboratory to respond to the public health threats caused by infectious disease outbreaks on November\u00a025.\u00a0Pictured is WHO\u2019s Head of Office Dr Gerald Rockenschaub and the Norwegian Representative to Palestine,\u00a0Ms\u00a0Torunn Viste, signing an agreement which will support a scale up Gaza\u2019s laboratory\u00a0capacity\u00a0and capability, by enhancing infrastructure and increasing skill and knowledge among the laboratory\u2019s workforce.\u00a0\u200b<\/em><\/p>\n<ul>\n<li>The delivery of essential health services continues to be\u00a0impacted\u00a0by the pandemic. Local\u00a0health authorities in Gaza announced closure of all public outpatient clinics and temporary suspension of elective surgeries for two weeks on November 24, while\u00a0maintaining\u00a0urgent and life-saving surgeries only<\/li>\n<li>As of 23 November,\u00a0the\u00a0Palestinian Authority\u2019s\u00a0Ministry of Health Liaison Office\u00a0resumed patient and companion\u00a0permits\u00a0coordination\u00a0to support Palestinian patients and companions required by Israel to apply for\u00a0permits\u00a0to access essential health services outside the Gaza Strip,\u00a0following the Palestinian Authority\u2019s decision to resume coordination with Israeli authorities.
