{"id":236623,"date":"2020-06-26T16:33:05","date_gmt":"2020-06-26T20:33:05","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?post_type=document&#038;p=236623"},"modified":"2020-06-29T01:12:45","modified_gmt":"2020-06-29T05:12:45","slug":"eu-must-weigh-in-to-ensure-accountability-as-annexation-looms-says-special-rapporteur-on-the-situation-of-human-rights-in-the-opt-press-release","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/eu-must-weigh-in-to-ensure-accountability-as-annexation-looms-says-special-rapporteur-on-the-situation-of-human-rights-in-the-opt-press-release\/","title":{"rendered":"EU Must Weigh in to Ensure Accountability as Annexation Looms, Says Special Rapporteur on the Situation of Human Rights in the oPt \u2013 Press Release"},"content":{"rendered":"<p>GENEVA (26 June 2020) \u2013 A UN human rights expert has urged the European Union to use its \u201ceconomic weight, diplomatic expertise and aid, trade and investment leverage\u201d to forestall looming Israeli plans to annex parts of the West Bank and the Jordan Valley.<\/p>\n<p>Michael Lynk, the Special Rapporteur on the human rights situation in Palestinian Territory occupied since 1967, said in a\u00a0<a href=\"https:\/\/www.ohchr.org\/EN\/NewsEvents\/Pages\/DisplayNews.aspx?NewsID=25991&amp;LangID=e\">statement<\/a>\u00a0released today that annexation \u201cwill lead to a marked worsening of the human rights situation in the occupied Palestinian territory and daily lives of millions of Palestinians\u201d.<\/p>\n<p>\u201cThe planned annexation after 1 July is a continuation of Israel\u2019s illegal extension of sovereignty over Palestinian and Arab lands over the past decades, except that now it is happening as the international community is more alert than ever to serious breaches of international law,\u201d Lynk said.<\/p>\n<p>\u201cWhat would be left of the West Bank would be a moth-eaten Bantustan, which would be the end, not the beginning, of a genuine Palestinian state. This would be a modern form of apartheid, a political anomaly in the 21<sup>st<\/sup>\u00a0century.\u201d<\/p>\n<p>The independent expert said the international community, and particularly the European Union, must take concerted action to counter the proposal and ensure accountability for such serious breaches of international law.<\/p>\n<p>\u201cWe have reached a point where resolutions without resolve can no longer contribute to reaching the just and durable peace and human security that Palestinians and Israelis deserve,\u201d Lynk said. \u201cThis is a moment of truth for the EU and the integrity of its foreign policy.\u201d<\/p>\n<p>He said the European Union should not only insist that Israel strictly adhere to international law, but also detail the political, diplomatic and economic consequences that it will implement if Israel defies world opinion.<\/p>\n<p>\u201cShould Israel proceed with any form of annexation after 1 July \u2013 even if it is \u2018annexation-lite\u2019, consisting of several settlement blocs instead of the announced 30 per cent of the West Bank \u2013 the European Union must lead the world in imposing accountability measures,\u201d said Lynk. \u201cAny amount of annexation is contrary to the Charter of the United Nations, and a fundamentally illegal act.<\/p>\n<p>\u201cIt has sometimes been said by critics of the EU\u2019s foreign policy towards Israel and Palestine that it suffers from paralysis and inaction,\u201d said the Special Rapporteur.<\/p>\n<p>\u201cNothing could better demonstrate that this argument is misplaced than for the EU to back up its criticisms of Israel\u2019s occupation and looming annexation with a decisive menu of counter-measures.\u201d<\/p>\n<p>ENDS<\/p>\n<p><strong><em>Mr. Michael Lynk<\/em><\/strong><em>\u00a0was designated by the UN Human Rights Council in 2016 as the Special Rapporteur on the situation of human rights in the Palestinian Territory occupied since 1967. The mandate was originally established in 1993 by the then UN Commission on Human Rights. Professor Lynk is Associate Professor of Law at Western University in London, Ontario, where he teaches labour law, constitutional law and human rights law. Before becoming an academic, he practiced labour law and refugee law for a decade in Ottawa and Toronto. He also worked for the United Nations on human rights and refugee issues in Jerusalem.<\/em><\/p>\n<p><em>The Special Rapporteurs are part of what is known as the\u00a0<\/em><a href=\"https:\/\/www.ohchr.org\/EN\/HRBodies\/SP\/CountriesMandates\/PS\/Pages\/SRPalestine.aspx\">Special Procedures<\/a><em>\u00a0of the Human Rights Council. Special Procedures, the largest body of independent experts in the UN Human Rights system, is the general name of the Council\u2019s independent fact-finding and monitoring mechanisms that address either specific country situations or thematic issues in all parts of the world. Special Procedures experts work on a voluntary basis; they are not UN staff and do not receive a salary for their work.
