The Advisory Commission of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA<\/a>) met in Jordan on 17-18 June to discuss support for the Agency as it continues to meet the needs of millions of Palestine refugees who face hardship and denial of rights in the Gaza Strip and West Bank (including East Jerusalem), Jordan, Lebanon and Syria.<\/p>\n

\u201cThe discussions that we have with our Advisory Commission are always a source of support and of inspiration,\u201d said UNRWA Commissioner-General Pierre Kr\u00e4henb\u00fchl. The AdCom, as we call it, is tasked with advising and assisting the Commissioner-General of UNRWA in carrying out the Agency\u2019s mandate. We are grateful to the member states of the United Nations and in particular the members of this Commission \u2013 both countries hosting Palestine refugees and donors \u2013 for their extraordinary trust in and support to UNRWA since it began its operations in 1950.\u201d<\/p>\n

With the upcoming pledging conference for UNRWA in New York set for 25 June, the Commissioner-General\u00a0reiterated his urgent call for all partners to extend the same level of support they gave the Agency in 2018, which will allow programmes in education, health, relief, social services, camp improvement, micro-finance, protection and emergency aid to continue. He insisted on the need to respect the hope and dignity of Palestine refugees, and \u201cto stay on a successful collective path for the sake of the Palestine refugee community.\u201d<\/p>\n

\u201cNever was the support of hosts and donors more remarkable than in 2018, when the Agency was confronted with its most severe institutional and funding crisis ever,\u201d said Mr. Kr\u00e4henb\u00fchl. \u201cForty-two different countries and institutions \u2013 from all corners of the world \u2013 increased their contributions to UNRWA last year, allowing UNRWA to successfully overcome an unprecedented deficit of US$ 446 million. We need them to give UNRWA the same support this year.\u201d<\/p>\n

Prior to the meeting, a performance\u00a0assessment<\/a>\u00a0of UNRWA commissioned by some of the world\u2019s top donors had found that the Agency was \u201ccompetent, resilient and resolute\u201d, and commended it for its strong management, robust and resilient organizational architecture, strategic vision and effective programme delivery.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

UNRWA is confronted with an increased demand for services resulting from a growth in the number of registered Palestine refugees, the extent of their vulnerability and their deepening poverty. UNRWA is funded almost entirely by voluntary contributions and financial support has been outpaced by the growth in needs. As a result, the UNRWA programme budget, which supports the delivery of core essential services, operates with a large shortfall. UNRWA encourages all Member States to work collectively to exert all possible efforts to fully fund the Agency\u2019s programme budget. UNRWA emergency programmes and key projects, also operating with large shortfalls, are funded through separate funding portals.<\/p>\n

UNRWA is a United Nations agency established by the General Assembly in 1949 and mandated to provide assistance and protection to some 5.4 million Palestine refugees registered with UNRWA across its five fields of operation. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank, including East Jerusalem and the Gaza Strip achieve their full human development potential, pending a just and lasting solution to their plight. UNRWA services encompass education, health care, relief and social services, camp infrastructure and improvement, protection and microfinance.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n
