Evatt (Australia) called the Committee to order at 11.15 a.m. and immediately turned to the task of the composition of the three Sub-Committees whose creation was approved at yesterday&#8217;s meeting.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Committee decided to entrust the task of conciliation not to a formal Sub-Committee but to the Chairman, Dr. Herbert V. Evatt (Australia), the Vice-Chairman, Prince Subhasvasti Svastivat (Siam) and the Rapporteur Mr. Thor Thers (Iceland) who would be designated as &#8220;The Conciliators.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Committee rejected by 32 votes to 6, with 10 abstentions, a Soviet proposal that all eleven members of the Security Council be included, together with some other delegates, in the Sub-Committee which is to study the Majority Plan of the UNSCOP &#39;Report.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Committee then authorized the Chairman, by 40 votes to 6, with 4 abstentions, to appoint representatives on this Sub-Committee and also on the Sub-Committee which is to study the Iraqi, Saudi Arabian and Syrian proposal for the establishment of an independent unitary Palestine.<\/p><\/div>\n<div style=\"text-align:left;padding-bottom:5px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Courier New, serif, monospace;\">The Committee further decided that the work of these two Sub-Committees <\/span><a href=\"http:\/\/should.be\" style=\"color:#000000;text-align:left;padding-bottom:6px;font-size:12pt;font-family:Times New Roman, US-Swedish proposals, plus those of Guatemala and Uruguay regarding the majority report would come before Sub-Committee I (on the Majority Report).<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The El Salvador and Netherlands proposals, he said, on conciliation would be handled by the conciliating group.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Syrian proposal, together with those offered to the General assembly by Saudi Arabia and Iraq, would be handled key Sub-Committee 2.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Since proposals dealing with displaced persons and refugees, along with the Yugoslav proposal to have the Cyprus [Missed]nees immediately allowed into Palestine, and the Uruguay proposal for the immediate admission of 30,000 Jewish children and pregnant women were within the competence of both Sub-Committees, they would, he said, be dealt with after the Sub-Committees&#8217; reports.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Egyptian, Syrian and Iraq proposals questioning the legality of certain matters, as well as the question of asking for a decision by the International Court of Justice, said Dr. Evatt, should wait for the Sub-Committees&#8217; findings.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Lebanese proposal against illegal immigration into Palestine and assistance rendered to the immigration would probably be dealt with in sub-committees and included in their reports.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Committee decided by 19 votes to 7, with 10 abstentions, not to give immediate consideration to a proposal of Mr. Gonzalez Fernandez (Colombia) for the establishment of a Sub-Committee to study the parts of the UNSCOP Report relating to the problem of Jewish displaced persons in Europe and to prepare proposals as to the manner in which Members of the
