{"id":213193,"date":"2004-06-29T00:00:00","date_gmt":"2019-03-12T20:34:29","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?p=213193"},"modified":"2019-03-12T20:34:29","modified_gmt":"2019-03-12T20:34:29","slug":"auto-insert-213193","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/auto-insert-213193\/","title":{"rendered":"UNDOF &#8211; Renewal of mandate &#8211; Press release"},"content":{"rendered":"<div>\n\t\t\t\t<\/p>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong><br \/>\n<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong><u>NEW SECURITY COUNCIL RESOLUTION APPROVES SIX-MONTH MANDATE EXTENSION<\/u><\/strong><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong><u>FOR UNITED NATIONS DISENGAGEMENT OBSERVER FORCE IN MIDDLE EAST<\/u><\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong><u>Accompanying Presidential Statement Notes<\/u><\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong><u>Continuing Tension in Region Cited in Secretary-General&#8217;s Report<\/u><\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Security Council this morning renewed the mandate of the United Nations Disengagement Observer Force (UNDOF), which was to expire at midnight tomorrow, for a further six months, until 31 December.&#160; The Force has supervised the ceasefire between Israel and Syria since 1974.<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">By its unanimous adoption of resolution <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/FA1EA6BBE9AD48F585256E2F00559F32.pdf\" style=\"color:#0000ff;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">1550 (2004)<\/a><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">, the Council also called upon the parties concerned to immediately implement its resolution 338 of October 1973.&#160; Among the provisions of that text, the Council decided that negotiations should start between the parties with the aim of establishing a just and lasting peace in the Middle East.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">Also by the 1973 resolution, the Council called upon the parties to begin implementing its<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/7D35E1F729DF491C85256EE700686136.pdf\" style=\"color:#0000ff;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">&nbsp;resolution 242<\/a><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">&nbsp;of November 1967, which affirmed that fulfilment of United Nations Charter principles included withdrawal of Israel&#8217;s armed forces from territories occupied in the conflict and respect for the sovereignty, territorial integrity and political independence of every State in the area.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">In a complementary presidential statement (document <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/D6AECB36AC795B0B85256EEE005075AD.pdf\" style=\"color:#0000ff;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">S\/PRST\/2004\/23<\/a><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">), Council President Lauro L. Baja, Jr. (Philippines) said that the Council&#8217;s view had been reflected by the Secretary-General&#8217;s latest report on UNDOF (document <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/05D560F56E4CC37885256EE8006BBD46.pdf\" style=\"color:#0000ff;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">S\/2004\/499<\/a><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">), in which he states that &#8220;the situation in the Middle East is very tense and is likely to remain so, unless and until a comprehensive settlement covering all aspects of the Middle East problem can be reached&#8221;.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The meeting began at 10:10 a.m. and adjourned at 10:13 a.m.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Resolution<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The full text of resolution 1550 (2004) reads as follows:<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\t&#8220;<i>The Security Council<\/i>,\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\t&#8220;<i>Having considered<\/i>&nbsp;the report of the Secretary-General on the United Nations Disengagement Observer Force of 21 June 2004 (S\/2004\/499), and also reaffirming its resolution 1308 (2000) of 17 July 2000,\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\t&#8220;1.&#160;&#160; <i>Calls upon<\/i>&nbsp;the parties concerned to implement immediately its resolution 338 (1973) of 22 October 1973;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\t&#8220;2.&#160;&#160; <i>Decides<\/i>&nbsp;to renew the mandate of the United Nations Disengagement Observer Force for a period of six months, that is, until 31 December 2004;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\t&#8220;3.&#160;&#160; font-size:smaller\">\t<\/span>&#8220;As is known, the report of the Secretary-General on the United Nations Disengagement Observer Force (S\/2004\/449) states in paragraph 12: &#160;&#8216;&#8230;the situation in the Middle East is very tense and is likely to remain so, unless and until a comprehensive settlement covering all aspects of the Middle East problem can be reached&#8217;. &#160;That statement of the Secretary-General reflects the view of the Security Council.&#8221;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Background<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Secretary-General&#8217;s report recommends a six-month mandate extension, although the situation in the Golan Heights has remained generally quiet over the past six months.&#160;
