\t\t<\/span>   RIGHTS TO WOMEN TO OWN LAND AND OTHER PROPERTY<\/strong><\/p>\n

<\/p>\n

\t<\/span>   Approves 11 Other Texts, Including Draft Conclusions on Major<\/p>\n

     Areas of Concern of 1995 World Women's Conference; Concludes Session<\/p>\n

  The Commission on the Status of  Women concluded its forty-second  session<\/p>\n

on  Friday  night,  13  March,  by   adopting  12  texts,  including  "draft<\/p>\n

conclusions'  on four  of the  critical areas  of concern  contained  in the<\/p>\n

Beijing  Platform  for  Action,  the  outcome   of  the  1995  Fourth  World<\/p>\n

Conference on Women.<\/p>\n

<\/p>\n

  By  a  vote  of  34  in  favour  to  1  against  (United  States), with  5<\/p>\n

abstentions  (Lebanon,  Lesotho, Norway,  Rwanda,  Uganda),  the  Commission<\/p>\n

approved  a  resolution  on  Palestinian  women, to  be    submitted to  the<\/p>\n

Economic and Social Council for adoption — the only resolution approved  by<\/p>\n

vote.  (See Annex for details of the vote.)<\/p>\n

<\/p>\n

  By terms  of  that  text,  the Council  would  reaffirm that  the  Israeli<\/p>\n

occupation  remains a  major obstacle  to Palestinian  women's  advancement,<\/p>\n

selfreliance  and integration in the development planning  of their society.<\/p>\n

Israel would  be called  on to  facilitate the  return of  all refugees  and<\/p>\n

displaced Palestinian  women and children to  their homes  and properties in<\/p>\n

the occupied Palestinian territory.<\/p>\n

<\/p>\n

  A  draft  resolution  on  Palestinian  women  (document  E\/CN.6\/1998\/L.9),<\/p>\n

recommended for adoption by the Economic  and Social Council, was  sponsored<\/p>\n

by Indonesia,  on  behalf of  the "Group  of  77"  developing countries  and<\/p>\n

China.   By that text, the  Council would stress its support  for the Middle<\/p>\n

East peace process and  the need for  speedy and full implementation of  the<\/p>\n

agreements already reached  between the parties.  It would reaffirm that the<\/p>\n

Israeli    occupation  remains  a  major  obstacle  to  Palestinian  women's<\/p>\n

advancement, self-reliance  and integration in the  development planning  of<\/p>\n

their  society.   It  calls upon  Israel to  facilitate  the return  of  all<\/p>\n

refugees  and displaced Palestinian  women and  children to  their homes and<\/p>\n

properties in the occupied Palestinian territory.<\/p>\n

  Next,  the Commission took  up the  draft resolution  on Palestinian women<\/p>\n

(document E\/CN.6\/1998\/L.9).<\/p>\n

<\/p>\n

  The Commission  Chairman, Ms.  FLOR (Germany),  said a  recorded vote  had<\/p>\n

been requested on the draft resolution.<\/p>\n

<\/p>\n

  Speaking  before the vote,  the representative  of the  United States said<\/p>\n

parts of the resolution were unacceptable  because they addressed the status<\/p>\n

of issues  that the  parties  had agreed  would  be  the subject  of  direct<\/p>\n

negotiations in the Middle  East peace process.  The other language was one-<\/p>\n

sided,  not objective  and  would not  advance the  status or  well-being of<\/p>\n

women in society — the intended beneficiaries of the resolution.<\/p>\n

<\/p>\n

  The observer of Israel said the  resolution was blatantly politicized  and<\/p>\n

flagrantly one-sided,  to the extent that  it damaged the credibility of the<\/p>\n

Commission  as an  advocate  for  women around  the world.    The resolution<\/p>\n

unfairly and  without justification singled out  Israel and  stood in marked<\/p>\n

contrast to the high principles upon  which the Commission was  established.<\/p>\n

The Commission was not the forum for such discussion. <\/p>\n

<\/p>\n

  He said Israeli and Palestinian women's  organizations met with each other<\/p>\n

and were in the  process of building a greater degree of confidence  between<\/p>\n

the parties.  It was not through such  dialogue  that  a new,  peaceful  co-<\/p>\n

existence between  their two  peoples would  emerge.   The draft  resolution<\/p>\n

would serve  no purpose other than to hamper the positive measures currently<\/p>\n

in place.<\/p>\n

<\/p>\n

  The  draft text  was approved,  as orally  revised,  by a  vote of  34  in<\/p>\n

favour to 1 against (United States),  with 5 abstentions (Lebanon,  Lesotho,<\/p>\n

Norway, Rwanda, Uganda).  (For details of the vote, see Annex.)<\/p>\n

<\/p>\n

  Speaking  after the vote,  the representative of Lebanon said the text did<\/p>\n

not mention  commitments  Israel had  not  respected.   His  delegation  had<\/p>\n

abstained, but  Lebanon supported the legitimate struggle of the Palestinian<\/p>\n

people.<\/p>\n

<\/p>\n

  The representative of Norway  said her country shared  the concern for the<\/p>\n

difficult  situation for Palestinian  women and their families, as described<\/p>\n

in the  draft resolution.    That concern  was the underlying basis  for the<\/p>\n

considerable efforts  her  Government had  made  and  continued to  make  in<\/p>\n

providing assistance to the Palestinian people.<\/p>\n

<\/p>\n

  Since the  signing of  the  Oslo accords  in  1993,  she said  Norway  had<\/p>\n

transferred funds amounting to a total of  approximately $180 million to the<\/p>\n

Palestinian  people.  Special  attention was  paid to  involving Palestinian<\/p>\n

women  in the development  process.   Norway remained  strongly committed to<\/p>\n

that  process.  The  Commission was  not the right forum  for addressing the<\/p>\n

problems  pertaining  to  the  Middle  East  peace  process.    Norway  had,<\/p>\n

therefore, abstained on the present resolution.<\/p>\n

<\/p>\n

  The  representative of the  Russian Federation  said he  had supported the<\/p>\n

draft.  His delegation believed its provisions reminded  all of the need for<\/p>\n

progress in the Middle  East peace process.  It was important that decisions<\/p>\n

and  resolutions  help  resolve  the  stalemate  that  had  emerged  in that<\/p>\n

process.<\/p>\n

<\/p>\n

  The  observer of Palestine  expressed thanks  for the  introduction of the<\/p>\n

text  by Indonesia, on behalf  of the Group  of 77 and  China.   He said the<\/p>\n

large vote in support  of the draft showed  the support of the international<\/p>\n

community for the struggle of the Palestinian people.  He looked forward  to<\/p>\n

the day Palestine would  participate fully as a  member in the  Commission's<\/p>\n

work.<\/p>\n

<\/p>\n

  The  representative  of  Syria reiterated  his country's  support  for the<\/p>\n

struggle  of the Palestinian  people against  Israeli occupation.   He urged<\/p>\n

the  United  Nations   to  support  the  Palestinian  people,   particularly<\/p>\n

Palestinian women until they recovered their legitimate  rights  and  gained<\/p>\n

their independence.<\/p>\n

  The draft resolution  on Palestinian women (document E\/CN.6\/1998\/L.9)  was<\/p>\n

adopted  by  a  recorded  vote  of  34  in  favour  to  1  against,  with  5<\/p>\n
