style=\"margin-top:0px;margin-bottom:0px;\"><u>Background<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The General Assembly met this morning to take action on 17 reports of the First Committee (Disarmament and International Security).&#160; Those reports contain 52 draft resolutions and two draft decisions.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Arial, san-serif;\">By the terms of the draft resolution contained in the report on <\/span><span style=\"color:#000000;font-size:10pt;font-family:Arial, san-serif;\"><u>the establishment of a nuclear-weapon-free zone in the Middle East<\/u><\/span><span style=\"color:#000000;font-size:10pt;font-family:Arial, san-serif;\">&nbsp;(document <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/76F0D01052CA8DB885256C770059E1EC.pdf\" style=\"color:#0000ff;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">A\/57\/507<\/a><span style=\"color:#000000;font-size:10pt;font-family:Arial, san-serif;\">), the Assembly would urge all parties directly concerned to consider seriously taking the practical and urgent steps required for the implementation of the proposal to establish such a zone, and, as a means of promoting that objective, would invite the countries concerned to adhere to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Assembly would call upon all countries of the region that had not yet done so, pending the zone&#39;s establishment, to agree to place all their nuclear activities under International Atomic Energy Agency (IAEA) safeguards.&#160; It would invite the nuclear-weapon States and all others to render their assistance in establishing such a zone and, at the same time, to refrain from any action that ran counter to both the letter and spirit of the present text.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Committee approved the draft resolution on 21 October without a vote.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Arial, san-serif;\">According to the draft resolution contained in the report on <\/span><span style=\"color:#000000;font-size:10pt;font-family:Arial, san-serif;\"><u>the risk of nuclear proliferation in the Middle East<\/u><\/span><span style=\"color:#000000;font-size:10pt;font-family:Arial, san-serif;\">&nbsp;(document <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/A8CB1EB236BE421285256C780053A771.pdf\" style=\"color:#0000ff;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">A\/57\/513<\/a><span style=\"color:#000000;font-size:10pt;font-family:Arial, san-serif;\">), the Assembly would reaffirm the importance of Israel&#39;s accession to the NPT and placement of all its nuclear facilities under comprehensive IAEA safeguards.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Assembly would call upon that State to accede to the NPT without further delay and not to develop, produce, test or otherwise acquire nuclear weapons, and to renounce possession of those weapons, and place all its unsafeguarded nuclear facilities under full-scope IAEA safeguards as an important confidence-building measure among all States of the region and as a step towards enhancing peace and security.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Committee approved the draft on 25 October by a vote of 150 in favour to 4 against (Israel, Federated States of Micronesia, Marshall Islands, United States), with 9 abstentions (Australia, Cameroon, Canada, Ethiopia, India, Papua New Guinea, Tonga, Trinidad and Tobago, Vanuatu).<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Action on Texts<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Turning to the text contained in the report on the risk of nuclear proliferation in the Middle East (document A\/57\/513), the Assembly first adopted the sixth preambular paragraph by a vote of 163 in favour to 2 against (India, Israel), with 2 abstentions (Pakistan, United States) (Annex XXIX).<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">[The sixth preambular paragraph recognizes, with satisfaction, that the 2000 NPT Review Conference calls upon those remaining States not parties to the Treaty to accede to it.]<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Assembly then adopted the draft as a whole by a vote of 158 in
