  United Nations  Secretary-General Kofi Annan  has recommended a  six-month<\/p><\/div>\n

\n

extension of  the United  Nations Interim  Force in  Lebanon (UNIFIL)  whose<\/p><\/div>\n

\n

mandate expires at the end of this month.<\/p><\/div>\n

<\/p>\n

\n

  In his  latest report to the  Security Council,  the SecretaryGeneral says<\/p><\/div>\n

\n

that during the past  six months, fighting in  south Lebanon continued at an<\/p><\/div>\n

\n

increased pace.   Mr.  Annan says  that the  situation in  the area  remains<\/p><\/div>\n

\n

volatile and dangerous with a heightened risk of escalation.<\/p><\/div>\n

<\/p>\n

\n

  The  Secretary-General  says  that  there  were  hostilities  between  the<\/p><\/div>\n

\n

Israeli Defence Forces  and its local  Lebanese auxiliary  on the one  hand,<\/p><\/div>\n

\n

and  armed elements who  have proclaimed   their  resistance against Israeli<\/p><\/div>\n

\n

occupation, on  the  other.   Regrettably,  he  adds, civilians  were  again<\/p><\/div>\n

\n

killed and  injured.  He  says that as before, UNIFIL did  its best to limit<\/p><\/div>\n

\n

the conflict and to protect the inhabitants.<\/p><\/div>\n

<\/p>\n

\n

  According to  Mr.  Annan, no  new  developments  emerged from  his  recent<\/p><\/div>\n

\n

contacts with the parties and others concerned  regarding the implementation<\/p><\/div>\n

\n

of Security Council resolution 425 (1978).  By that resolution, the  Council<\/p><\/div>\n

\n

set up  UNIFIL after  Israeli forces  invaded southern  Lebanon following  a<\/p><\/div>\n

\n

Palestinian commando raid in  Israel. The Council called  on Israel to cease<\/p><\/div>\n

\n

its military  action against  Lebanon's territorial  integrity and  mandated<\/p><\/div>\n

\n

UNIFIL to  confirm the withdrawal of  Israeli forces, restore  international<\/p><\/div>\n

\n

peace and   security and assist  the Lebanese  Government in re-establishing<\/p><\/div>\n

\n

its authority in the area.<\/p><\/div>\n

<\/p>\n

\n

  In  the  report,  the  Secretary-General  also  draws   attention  to  the<\/p><\/div>\n

\n

"serious" shortfall  in the  funding of  the Force.   At  present, he  says,<\/p><\/div>\n

\n

unpaid assessments amount to $112.9 million  which represents money owed  to<\/p><\/div>\n

\n

the  Member States  contributing  the  troops that  make up  the Force.   He<\/p><\/div>\n

\n

appeals to all Member  States to pay their assessments promptly and in  full<\/p><\/div>\n

\n

and to clear all remaining arrears.<\/p><\/div>\n
