{"id":212303,"date":"2003-10-07T00:00:00","date_gmt":"2019-03-12T20:24:45","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?p=212303"},"modified":"2019-03-12T20:24:45","modified_gmt":"2019-03-12T20:24:45","slug":"auto-insert-212303","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/auto-insert-212303\/","title":{"rendered":"Nuclear-weapon-free zone in the Middle East &#8211; First Cttee debate &#8211; Press release (excerpts)"},"content":{"rendered":"<div>\n<div style=\"color:#000000;text-align:center;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong><u>ANACHRONISTIC, COLD WAR-ERA THINKING IMPEDES DISARMAMENT EFFORTS, FIRST COMMITTEE TOLD, AS GENERAL DEBATE CONTINUES<\/u><\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Background<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The First Committee (Disarmament and International Security) met this morning to continue its general debate on the whole range of arms limitation and security arrangements.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Statements<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:8pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">ABDALLAH BAALI (<u>Algeria<\/u>) &#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The convening of a fourth special session devoted to disarmament, a United Nations conference on nuclear dangers, and the renewal of the Conference on Disarmament were best forums in which to resolve the global dimension of the nuclear disarmament problem.&#160; Those forums must not be allowed to remain in a constant state of deadlock.&#160; Unilateral and bilateral initiatives, however necessary and useful, should be used to buttress multilateral efforts, and not to replace them.&#160; Further, respect for the principle of irreversibility would give even more relevance to those initiatives.&#160; The CTBT should be both universal and operational.&#160; Establishment of nuclear-weapon-free zones was another considerable contribution to international peace and security.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">In that regard, he said he was gravely concerned about the absence of a programme for such a zone in the Middle East.&#160; That objective had not been achieved, because of Israel&#8217;s refusal to eliminate its nuclear and other weapons of mass destruction, and to place its nuclear installations under IAEA safeguards.&#160; &#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">ABDULAZIZ NASSER AL-SHAMSI (<u>United Arab Emirates<\/u>) &#8230;&nbsp;&nbsp;In the context of the Middle East, he expressed disappointment that the &#8220;obstinate position&#8221; of Israel was preventing the establishment of a nuclear-weapon-free zone in the region.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>* *** *<\/strong><\/p><\/div>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>ANACHRONISTIC, COLD WAR-ERA THINKING IMPEDES DISARMAMENT EFFORTS, FIRST COMMITTEE TOLD, AS GENERAL DEBATE CONTINUES \/&#8230; Background The First Committee (Disarmament and International Security) met this morning to continue its general debate on the whole range of arms limitation and security arrangements.
