May I refer you in this connection to <\/span><a style=\"color: #0000ff; text-align: left; padding-bottom: 5px; font-size: 10pt; font-family: Times New Roman, serif;\" href=\"https:\/\/unispal.un.org\/pdfs\/DF4D41551916193B85257513005E63F6.pdf\">document SR\/LM\/13<\/a><span style=\"color: #000000; font-size: 10pt; font-family: Times New Roman, serif;\">, which records a meeting between the Conciliation Commission and the Israeli delegation on 14th May? A statement I made on this subject is summarized on page 5: \u2014<\/span><\/p>\n<\/div>\n<div style=\"color: #000000; text-align: left; padding-bottom: 5px; font-size: 10pt; font-family: Times New Roman, serif;\">\n<p style=\"margin-top: 0px; margin-bottom: 0px;\">\u201cThe general view of (the Israeli) Government was that the future of the Arab regions of Palestine should be left to the inhabitants to decide. The principle of political independence for those areas must be conceded and supported. Before a legitimate authority or administration could be established, the people living in those districts had the right to be consulted concerning the form of that authority and that administration\u201d.<\/p>\n<\/div>\n<div style=\"color: #000000; text-align: left; padding-bottom: 5px; font-size: 10pt; font-family: Times New Roman, serif;\">\n<p style=\"margin-top: 0px; margin-bottom: 0px;\">Mr. Mark Ethridge, at that time the American member of the Commission, commented on my suggestion and stated (ibid.page 7) that I \u201chad in effect asked the Commission to organise a plebiscite\u201d.<\/p>\n<\/div>\n<div style=\"color: #000000; text-align: left; padding-bottom: 5px; font-size: 10pt; font-family: Times New Roman, serif;\">\n<p style=\"margin-top: 0px; margin-bottom: 0px;\">I have looked through the records of subsequent meetings and have not been able to find any expression of the Commission\u2019s views on this suggestion.
