Consideration of the Commission’s <\/u><\/span>General Progress Report<\/u><\/a><\/p><\/div>\n

The General Committee began consideration of the Commission’s draft <\/span>General Report<\/a>.<\/span><\/p><\/div>\n

\n

The CHAIRMAN proposed consideration of the introduction to the <\/span>report<\/a>.<\/span><\/p><\/div>\n

\n

Discussion arose as to whether it was appropriate in the introduction to go into certain details and to dwell on the circumstances of the Commission’s installation in Government House in Jerusalem.<\/p><\/div>\n

\n

The PRINCIPAL SECRETARY said that the aim of the <\/span>report<\/a> was to give an overall idea of the Commission’s’ task, to review the various phases of its work since its establishment, and to indicate what progress had been made. It therefore seemed desirable to recall in the introduction the conditions and atmosphere in which the Commission had started work. That would make it possible to link up the first stage in the settlement of the Palestine question, the work of the mediator, with the second stage, the establishment of the Commission and hence to place the Commission’s work in its proper historical perspective.<\/span><\/p><\/div>\n

\n

Mr. ERALP (Turkey) thought that the introduction should also indicate the general plan of the<\/span> report<\/a>, so to make it easier to read.<\/span><\/p><\/div>\n

\n

Mr. de NICOLAY (France) summing up the discussion, said that the introduction should set out the circumstances which had led to the establishment of the Commission by the General Assembly, quoting the relevant resolutions and indicating how the Commission had been-constituted, and could then describe the general task of conciliation entrusted to the Commission, referring the reader to the chapter dealing with the various aspects of that task. It might perhaps be appropriate to shorten some of the passages in the draft submitted by the Secretariat, but the substance could be retained and, if necessary, supplemented.<\/p><\/div>\n

\n

After detailed consideration of the various paragraphs of the draft introduction, it was decided<\/i> that the Secretariat should draft the new text in the light of the comments and suggestions made in the course of the exchange of views which had taken place.<\/p><\/div>\n
