style=\"margin-top:0px;margin-bottom:0px;\">Palestinian governance.&nbsp;&nbsp;They have also been key providers of public<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">goods and services in the West Bank and Gaza (WBG).&nbsp;&nbsp;However, years of<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">economic and political dislocation, the neglect of these institutions<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">and under-investment in the public sector have contributed significantly<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">to the present inadequate level of infrastructure and services, which<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">are now far below the levels in countries with comparable per capita<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">GNP.&nbsp;&nbsp;In many areas water quality is low; system losses are high; many<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">villages are unserved; and few municipalities have adequate wastewater<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">collection, treatment or disposal systems.&nbsp;&nbsp;The road network has<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">deteriorated to the point where, without immediate rehabilitation, past<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">investments may be completely lost.&nbsp;&nbsp;Some 50 percent of the roads in<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Gaza are unpaved, and it is estimated that 40 percent of the road system<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">in the West Bank is below acceptable service levels.&nbsp;&nbsp;Given the<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">important role that municipalities play in infrastructure and service<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">delivery, these conditions cannot be significantly and sustainably<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">improved unless urgent attention is paid to rationalizing and<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">strengthening of the local government (LG) system.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">B.&nbsp;&nbsp;&nbsp;Objective<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.&nbsp;&nbsp;&nbsp;The overall objectives of the proposed project are to continue the<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">thrusts began under the Emergency Rehabilitation Project to rehabilitate<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">basic, high-priority infrastructure&nbsp;&nbsp;and services, relieve critical<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">infrastructure bottlenecks, relieve unemployment and deliver wide-spread<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">benefits as quickly as possible.&nbsp;&nbsp;This project would also seek to<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">initiate institutional reform and capacity building in the LG sector<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">particularly by helping to clarify the legal and institutional<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">framework, reform the LG fiscal and financial system, and strengthen LG<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">management, maintenance and service delivery capacity.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">C.&nbsp;&nbsp;&nbsp;Description<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3.&nbsp;&nbsp;&nbsp;The proposed project would have two main parts.&nbsp;&nbsp;Part &#39;A&#39;, the<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Infrastructure Rehabilitation and Improvement component, would support:<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(i) the rehabilitation and improvement of vital high priority road,<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">water, wastewater and sanitation networks, systems, structures, plant<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">and facilities; (ii) the establishment of a maintenance program, (iii)<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">the establishment of an urban Upgrading program (basic infrastructure <\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">and community facilities); and (iv) technical assistance and studies for<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">sub-project preparation and supervision.&nbsp;&nbsp;(Intervention in the water,<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">wastewater and sanitation sectors would be limited to the West Bank<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">since Gaza would be served by complementary Bank-supported project.) <\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Part B, the Local Government Development component, would help initiate<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">and support institutional, financial and managerial reforms in the local<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">government system.&nbsp;&nbsp;This would include support to the Ministry of Local<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Government (MLG) to initiate studies, workshops and, in due course,<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">actions aimed at: (i) clearly defining and rationalizing the relative<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">roles and responsibilities of the various levels of government; and (ii)<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">developing an efficient, equitable and sustainable system of inter-<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">governmental revenue sharing.&nbsp;&nbsp;Also, this component would help support<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">the technical assistance, studies, training and equipment necessary for<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">preparing and implementing the proposed reforms.&nbsp;&nbsp;Supplementing the two<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">main components outlined above would be a third, a Managerial and<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Incremental Operating Costs component (Part &#39;C&#39;) which would help<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">finance the establishment of essential project management and monitoring<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">capacity, including operating costs and critical style=\"margin-top:0px;margin-bottom:0px;\">7.&nbsp;&nbsp;&nbsp;Implementation of the proposed project would result in significant<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">improvements in the management of water and environmental examination of the interventions in this<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">area.&nbsp;&nbsp;Rehabilitation of the road network would include improvements to<\/p><\/div>\n<div Background.&nbsp;&nbsp;Historically, local governments have been<br \/>\nthe<br \/>\nfoundation of Palestinian governance.&nbsp;&nbsp;They have also been key<br \/>\nproviders of public goods and services in the West Bank and Gaza<br \/>\n(WBG).&nbsp;&nbsp;However, years of economic and political dislocation, the<br \/>\nneglect of these institutions and under-investment in the public<br \/>\nsector have contributed significantly to the present inadequate<br \/>\nlevel<br \/>\nof infrastructure and services, which are now far below the levels<br \/>\nin<br \/>\ncountries with comparable per capita GNP.&nbsp;&nbsp;In many areas water<br \/>\nquality<br \/>\nis low; system losses are high; many villages are unserved; and few<br \/>\nmunicipalities have adequate wastewater collection, treatment or<br \/>\ndisposal systems.&nbsp;&nbsp;The road network has deteriorated to the point<br \/>\nwhere, without immediate rehabilitation, past investments may be<br \/>\ncompletely lost.&nbsp;&nbsp;Some 50 percent of the roads in Gaza are unpaved,<br \/>\nand it is estimated that 40 percent of the road system in the West<br \/>\nBank is below acceptable service levels.&nbsp;&nbsp;Given the important role<br \/>\nthat municipalities play in infrastructure and service delivery,<\/p><\/div>\n<div style=\"color:#000000;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">these<br \/>\nconditions cannot be significantly and sustainably improved unless<br \/>\nurgent attention is paid to rationalizing and strengthening of the<br \/>\nlocal government (LG) system.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Project Objectives.&nbsp;&nbsp;The overall objectives of the proposed<br \/>\nproject are to continue the thrusts began under the Emergency<br \/>\nRehabilitation Project to rehabilitate basic, high-priority<br \/>\ninfrastructure&nbsp;&nbsp;and services, relieve critical infrastructure<br \/>\nbottlenecks, relieve unemployment and deliver wide-spread benefits<br \/>\nas<br \/>\nquickly as possible.&nbsp;&nbsp;This project would also seek to initiate<br \/>\ninstitutional reform and capacity building in the LG sector<br \/>\nparticularly by helping to clarify the legal and institutional<br \/>\nframework, reform the LG fiscal and financial system, and<br \/>\nstrengthen<br \/>\nLG management, maintenance and service delivery capacity.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Project Description.&nbsp;&nbsp;The proposed project would have two main<br \/>\nparts.&nbsp;&nbsp;Part &#254;A&#254;, the Infrastructure Rehabilitation and Improvement<br \/>\ncomponent, would support: (i) the rehabilitation and improvement of<br \/>\nvital high priority road, water, wastewater and sanitation<br \/>\nnetworks,<br \/>\nsystems, structures, plant and facilities; (ii) the establishment<br \/>\nof a<br \/>\nmaintenance program, (iii) the establishment of an urban Upgrading<br \/>\nprogram (basic infrastructure&nbsp;&nbsp;and community facilities); and (iv)<br \/>\ntechnical assistance and studies for subproject preparation and<br \/>\nsupervision.&nbsp;&nbsp;(Intervention in the water, wastewater and sanitation<br \/>\nsectors would be limited to the West Bank since Gaza would be<br \/>\nserved<br \/>\nby complementary Bank-supported project.)&nbsp;&nbsp;Part &#254;B&#254;, the Local<br \/>\nGovernment Development component, would help initiate and support<br \/>\ninstitutional, financial and managerial reforms in the local<br \/>\ngovernment system.&nbsp;&nbsp;This would include support to the Ministry of<br \/>\nLocal Government (MLG) to initiate studies, workshops and, in due<br \/>\ncourse, actions aimed at: (i) clearly defining and rationalizing<\/p><\/div>\n<div style=\"color:#000000;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">the<br \/>\nrelative roles and responsibilities of the various levels of<br \/>\ngovernment; and (ii) developing an efficient, equitable and<br \/>\nsustainable system of inter-governmental revenue sharing.&nbsp;&nbsp;Also,<br \/>\nthis<br \/>\ncomponent would help support the technical assistance, studies,<br \/>\ntraining and equipment necessary for preparing and implementing the<br \/>\nproposed reforms.&nbsp;&nbsp;Supplementing the two main components outlined<br \/>\nabove would be a third, an Incremental Operating and Managerial<br \/>\nCosts<br \/>\ncomponent (Part &#254;C&#254;) which would help finance the establishment of<br \/>\nessential project management and monitoring capacity, including<br \/>\noperating costs and critical vehicles, equipment, materials and<br \/>\nspares<br \/>\nfor implementing agencies.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Project Financing.&nbsp;&nbsp;The preliminary estimated total project<br \/>\ncost<br \/>\nis US$80 million which would be financed by: (a) an IDA Credit<br \/>\n(from<br \/>\nthe Trust Fund for Gaza and West Bank) of US$20 million; (b)<br \/>\ncofinancing of about US$55 million; and (c) US$5 million in local<br \/>\nfunding.&nbsp;&nbsp;This financing plan has yet to be confirmed.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Project Sustainability.&nbsp;&nbsp;Through this project a start would be<br \/>\nmade on systemic reform and building sustainable capacity at both<br \/>\nlocal and central levels of government.&nbsp;&nbsp;Several measures are<br \/>\ncontemplated.&nbsp;&nbsp;First, at the municipal level, the project would<br \/>\nhelp<br \/>\nsupport steps to mobilize revenues on a sustainable basis, improve<br \/>\ncost recovery, and strengthen municipal financial and asset<br \/>\nmanagement.&nbsp;&nbsp;Second, at the central level, the project would help<br \/>\nsupport steps to rationalize roles and responsibilities; establish<br \/>\nan<br \/>\nefficient, equitable and sustainable system of inter-governmental<br \/>\nrevenue sharing; strengthen LG investment programming; and<br \/>\nstrengthen<br \/>\nMLG&#254;s planning and policy making capability.&nbsp;&nbsp;Third, subproject<br \/>\nselection criteria would include consideration of recurrent cost<br \/>\nimplications, and would help eliminate subprojects with<br \/>\nunsustainable<br \/>\nfuture recurrent cost commitments.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p to alleviate poverty, build<br \/>\ninstitutional capacity, improve the environment, preserve public<br \/>\nassets and create an enabling environment for sustainable private<br \/>\nsector development.&nbsp;&nbsp;Specifically, in the short run, the<br \/>\ninfrastructure, rehabilitation and improvement component and,<br \/>\nwithin<br \/>\nthis, the maintenance sub-program particularly, will generate a<br \/>\nsignificant number of lower skilled jobs at the municipal and<br \/>\nvillage<br \/>\nlevels where poverty is most widespread.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Environmental Aspects.&nbsp;&nbsp;Implementation of the proposed project<br \/>\nwould result in significant improvements in the management of water<br \/>\nand wastewater in the West Bank.&nbsp;&nbsp;Because of past experiences, the<br \/>\nproject would not support construction of new wastewater treatment<br \/>\nplants or sludge disposal facilities prior to a detailed<br \/>\nenvironmental<br \/>\nexamination of the interventions in this area.&nbsp;&nbsp;Rehabilitation of<br \/>\nthe<br \/>\nroad network would include improvements to drainage, thus reducing<br \/>\nflooding in municipalities and erosion; in addition, the resulting<br \/>\nefficiencies in travel operations would reduce air pollution.&nbsp;&nbsp;All<br \/>\nactivities would be subject to environmental review by the<br \/>\nenvironmental specialist in the Palestinian Environmental<br \/>\nProtection<br \/>\nAuthority and IDA.&nbsp;&nbsp;Environmental mitigation and monitoring<br \/>\nmeasures<br \/>\nwould
