From 13 to 29 February, UNRWA distributed 5,700 food parcels; 19,160 blankets; and 2,400 hygiene kits containing shampoo, a hair brush, sanitary items, soap, a toothbrush, toothpaste and laundry detergent to residents of Yalda, Babila, Beit Saham and Yarmouk. Access to certain other areas, however, remained limited and insufficient to cover the increasing humanitarian needs of the Palestine refugee population during February. UNRWA continues to coordinate with other humanitarian partners and hopes this renewed access, facilitated by the Syrian authorities, will lead to sustained operations in the area.<\/p><\/div>\n<div style=\"padding-top:10px;text-align:center;padding-bottom:10px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><img class=\"lazyload\" decoding=\"async\" src=\"data:image\/svg+xml,%3Csvg%20xmlns%3D%27http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg%27%20width%3D%271083%27%20height%3D%27749%27%20viewBox%3D%270%200%201083%20749%27%3E%3Crect%20width%3D%271083%27%20height%3D%27749%27%20fill-opacity%3D%220%22%2F%3E%3C%2Fsvg%3E\" data-orig-src=\"https:\/\/www.un.org\/unispal\/wp-content\/uploads\/images\/81d08811e1640f9585257f7800594643_image1.GIF\" border=\"0\" height=\"749px\" width=\"1083px\" \/><\/p><\/div>\n<div style=\"padding-top:8px;font-size:8pt;font-family:Tahoma, san-serif;color:#000000;padding-bottom:4px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>CASH ASSISTANCE:<\/strong><\/p><\/div>\n<div style=\"text-align:left;padding-bottom:4px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">In February, UNRWA distributed <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>US$ 13,292,311 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">to a total of 205,022 refugees (60,882 families) in Damascus, Aleppo, Dera&#39;a, Swayda, Horns, Latakia and Hama. This was a part of the first round of cash assistance for 2016, which started on <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>17 January <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">and will conclude mid-March. The UNRWA cash assistance programme is implemented through a network of partners, including two banks, a money vendor and, occasionally, through UNRWA facilities from a total <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>34 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">distribution points across Syria. For many beneficiaries, the majority of their cash assistance is prioritized for food and rent; other needs, such as clothing and health-care costs, can also be met, making cash assistance an appropriate intervention in this context.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:4px;font-size:8pt;font-family:Tahoma, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>FOOD ASSISTANCE:<\/strong><\/p><\/div>\n<div style=\"text-align:left;padding-bottom:4px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">While food remains available in most markets, inflation and restricted access means food assistance from UNRWA continues to be a vital intervention for many Palestine refugees. UNRWA distributed <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>51,527 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">family food parcels in February, benefiting up to <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>187,724 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">individuals via <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>17 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">distribution centres in the Damascus area, Hama, Horns, Latakia, Aleppo and Dera&#39;a. Khan Eshieh and Ramadan continue to experience access difficulties. The Agency&#39;s first round of food assistance commenced on 2 February and is operating for six weeks.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:4px;font-size:8pt;font-family:Tahoma, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>SHELTER\/NFI ASSISTANCE:<\/strong><\/p><\/div>\n<div style=\"text-align:left;padding-bottom:4px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">The number of residents in shelters continued to decline in February 2016. UNRWA currently hosts <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>3,452 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">Palestine refugees (1,021 families) in <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>13 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">collective shelters, located in various UNRWA installations, schools and training centres in Damascus and Latakia and two non-UNRWA facilities in Khan Dunoun camp. The Agency provided <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>325 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">food parcels and <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>40,564 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">additional canned food items, <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>450 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">packs of adult diapers, and <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>2,730 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">brooms, brushes and sponges to residents of shelters in the Damascus area.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:4px;font-size:8pt;font-family:Tahoma, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>HEALTH:<\/strong><\/p><\/div>\n<div style=\"text-align:left;padding-bottom:4px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">UNRWA continued to provide health care to up to <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>450,000 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">refugees in Syria through <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>15 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">health centres and 11 health points, as well as dental services through 12 health centres and 3 health points. UNRWA also maintained agreements with 11 hospitals to offer subsidized care to Palestine refugees in Syria. In February, UNRWA conducted, on average, <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>81,634 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">patient consultations and approximately <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>7,723 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">dental consultations, of which approximately 44.3 per cent were preventative dental treatments.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:4px;font-size:8pt;font-family:Tahoma, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>EDUCATION:<\/strong><\/p><\/div>\n<div style=\"text-align:left;padding-bottom:4px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">Due to the current security situation, around <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>60 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">per cent of UNRWA schools are either damaged, inaccessible or have been converted into IDP shelters. <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>Ninety <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">per cent of UNRWA schools &#8211; either UNRWA-owned, rented by UNRWA or hosted by the Ministry of Education &#8211; maintain double-shift curriculums. Five per cent of schools (Khan Dunoun) operate on triple shifts. This is in order to accommodate the <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>45,267 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">students attending <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>99 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">schools, of which 44 are UNRWA schools and 55 are in government schools. The total number of students consists of <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>23,402 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">males and <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>21,865 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">females, with the highest concentration of students attending schools in the Damascus area with 33,380 students in total.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:4px;font-size:8pt;font-family:Tahoma, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>WATER, SANITATION AND HYGIENE:<\/strong><\/p><\/div>\n<div style=\"text-align:left;padding-bottom:8px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">Palestine refugees from <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>Yarmouk <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">have reported an increased incidence of WASH-related diseases. Residents are relying on untreated water from shallow wells for their daily needs. A lack of fuel prevents adequate water treatment and a lack of medicines further compounds vulnerabilities, particularly for children and the elderly, resulting in heightened health risks for the community. In February 2016,1,196 hygiene kits, <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>477 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">packs of baby diapers and <\/span><span style=\"color:#000000;font-size:8pt;font-family:Tahoma, san-serif;\"><strong>709 <\/strong><\/span><span style=\"color:#000000;font-size:8pt;font-family:Verdana, san-serif;\">baby kits were distributed to displaced refugees in collective shelters.
